1 AWHEM NORTH SEA COMMITTEE 3 rd QUARTERLY MEETING MINUTES SYNOPSIS FOR THE MEETING HELD ON THE 25 TH OF AUGUST 1999.

2 1.0 WELCOME AND APOLOGIES The members were welcomed to the meeting. There were nine attendees at this meeting. 2.0 MINUTES OF MEETING CD-ROMs were issued to the attendees of the meeting. The CD-ROM contains the Chairman s correspondence received for the quarter. Each CD contains plug in software for viewing and printing out the correspondence. The CD-ROMs issued at the meeting are not re-writeable. Costs for re-writeable CDs for AWHEM use are being investigated for future meetings. Members unable to attend this meeting shall be sent a copy of the CD by post. The North Sea committee roster requires to be updated on the AWHEM web site. AWHEM US to update this page on behalf of the North Sea Committee. The details of a supplement to API 6A on Non Metallic Testing are to be issued to the North Sea Chairman by AWHEM USA when they become available. The appendices to the Technical Guidance to SI913 require to be completed. North Sea members attending this meeting reviewed the AWHEM Mission Statement in some depth. It was generally agreed that the word standardization does not reflect the interest of the individual member companies and their shareholders. It was suggested that the mission statement should be changed to read as follows: Current Version The mission of the Association of Well Head Equipment Manufacturers is to proactively influence value-added standardization of well head and related equipment in a positive, professional manner and to serve as technical consultants to national and international standards bodies. Proposed New Version The mission of the Association of Well Head Equipment Manufacturers is to proactively influence value-added safety, quality and technological improvements of well head and related equipment in a positive, professional and environmental manner and to serve as technical consultants to national and international standards and legislative bodies. AWHEM US to review the proposed changes at their next scheduled meeting. Concern was expressed that ISO will fall behind API 6A due to the length of time being taken to formally issue the document. This is currently being investigated by one of our members. It was generally agreed that a synopsis of meeting minutes should be published onto the AWHEM web site. The synopsis shall not reference any company or member s name and shall contain proactive content.

3 It was suggested that Safety Alerts could be posted on the AWHEM web site. This could possibly encourage more visitors. AWHEM US to investigate the possibilities of adding a page to the web site titled Safety Alerts. A member volunteered to inquire on the behalf of AWHEM to whether any of Norsok s standards are to be adopted into ISO Clients, especially in Norway, are more frequently asking member companies to comply with Norsok standards for items such as coatings. This shall be reported back at the next scheduled meeting. An update on the DTI funding for Master Classes shall be reported back at the next scheduled meeting. A member volunteered to represent AWHEM at the BVAMA s (British Valve and Actuator Manufacturers Association) next scheduled meeting. AWHEM North Sea Committee letter headed paper to include the AWHEM web site URL. It was agreed that the distribution of AWHEM North Sea business should be increased to three persons per Member Company, which would allow the addition of a further interested person to the distribution list. At present distribution is sent to members and their deputies (if applicable). Members should the Treasurer with the changes that they might require to the member s list to adopt this. The Treasurer shall contact two Member companies not in attendance at this meeting, to establish if they have any plans to move onto an ing system in the future. It was suggested that AWHEM could consider some sort of representation at the next OTC. AWHEM US to review the possibilities at their next scheduled meeting. Minutes of meetings shall be issued to the attendees for review and approval prior to any future meetings. This shall allow more time at the meetings for discussion of pressing issues. The synopsis of the minutes shall also be reviewed and approved at the same time. Members or their designees, who have actions from a meeting, shall be reminded of their required actions on a monthly basis by until the action is closed out. 3.0 MATTERS ARISING The AWHEM North Sea committee document on Section 43 was submitted to the HSE in response to the their invite to the industry for review on the future of the Section 43 guidance notes. The document was submitted on the 20 th of August The document was the resulting efforts of the members extraordinary meeting in July 1999.

4 4.0 CHAIRMAN S CORRESPONDENCE The members attending this meeting received a CD-ROM containing scanned in documents of all the Chairman s correspondence received in the PO box. This included: - minutes of the AWHEM US minutes - AWHEM North Sea Committee Section 43 document - ISO/FDIS Petroleum and natural gas industries Downhole equipment Subsurface safety valve equipment - PrEN ISO/DIS Petroleum and natural gas industries Downhole equipment Packers and Bridge Plugs - ISO/CD Petroleum and natural gas industries Design and operation of subsea production systems- Part 8 : Remotely Operated Vehicle (ROV) interfaces on subsea production systems - ISO/CD Petroleum and natural gas industries- Drilling and production equipment Design, rating, manufacture and testing of marine drilling riser couplings - ISO/CD Petroleum and natural gas industries- Drilling and production equipment Design and operation of marine drilling riser systems - ISO/CD Petroleum and natural gas industries Downhole equipment Lock mandrels and landing nipples - PrEN ISO/DIS Petroleum and natural gas industries- Drilling and production equipment Specification for drill-through equipment 5.0 TREASURER S REPORT The Treasurer s report was issued to the members. 6.0 REVIEW OF US MINUTES In response to the US minutes of June 1 st 1999, section 14, we would like to stress that we are happy to continue under the US web site and do not feel it necessary to have a separate North Sea Committee web site. Some suggestions for the web site have been included in these minutes. 7.0 TASK GROUP- JACK UP PLATFORM WELL CONDUCTOR SURVEY We await the finalized report from a member who was unable to attend this meeting. 8.0 TASK GROUP COMPETENCY The competency task group is suspended until further notice. This subject shall not be minuted again until the need arises. On the competency subject, members were advised that the HSE had a meeting with a member company in June this year. The purpose of the HSE visit was to gather information on how the Member Company manages risk with respect to well intervention operations.

5 The HSE focussed mainly on the competence of offshore personnel and how the Member Company complies with the current DCR SI913 requirements. The Member Company product lines gave a brief presentation on their on-line training programs and how they measure / assess competency. This was followed by a question and answers session. This was the first of many HSE s visits planned on Oil Service Companies on the topic of competency. 9.0 HAMMER UNION INCIDENT A member presented details on hammer union mismatch problems including some proposals that were discussed by manufacturer s of this type of connection. Details of the presentation are attached to the minutes The meeting was closed and members thanked for attendance. The date of the fourth quarterly meeting is the 17 November 1999 in Aberdeen.
