2 Rome Declaration - Responsible Research and Innovation (RRI) RRI is the process of aligning research and innovation to the values, needs and expectations of society. 8 What is Public Engagement in H2020 PE in Horizon 2020 is about bringing on board the widest possible diversity of actors to participate in and reflect & deliberate on matters of science, research, technology and innovation. PE implies the establishment of two-way iterative and participatory multi-actor dialogues and exchanges to foster mutual understanding and co-create research and innovation outcomes and policy agendas.
9 Multi-actor & Citizen Engagement in Research & Innovation Multi-actor engagement: actors/stakeholders representing research, industry/business/sme & entrepreneurs, policy makers & public authorities, Civil Society Organisations (CSO) & NGO. Citizen engagement: un-organised civil society and citizens (also in their role as users, patients, consumers, students). Societal engagement: CSO + un-organised civil society
10 Why is PE important? Mobilisation of actors and uptake of new and alternative forms of knowledge Building capabilities in citizens as active agents shaping the future of society Tapping into and that may valorising tacit and local knowledge be hard to capture with traditional research methods 10

Ensuring research and innovation outcomes are more societally robust, relevant and desirable Enabling people-centred design where human values are embed in the R&I design process Contributing to enabling shorter time to market and greater consumer acceptability of successful R&I outcomes Empowering citizens to be involved in R&I actions that influence their lives and to play a part in establishing and sharing responsibility for actions and outcomes 11

Fostering a more scientifically literate society made up of citizens who are knowledgeable and able to participate in and support democratic processes, including on decisions of R&I financing, and evidence-based policy making Fostering a R&I culture of accountability, transparency and shared responsibility Building trust between citizens, public and private institutions with regard to research and innovation and how its risks and benefits are governed. 12

14 PE brings: inclusiveness, participation, transparency, diversity, accountability and creativity into the research and innovation process PE covers: consultative, deliberative and co-design & co-creation processes PE establish: trust, mutual understanding, sharing & learning, exploring futures & controversies, pooling resources, and/or co-create ideas, knowledge, data or solutions (eg: products, goods and services). 14
15 Science Education Creative and innovative formal and informal teaching and learning help young people make the best use of their capacities and capabilities and become a force of innovation. Science education plays a key role in this process. 15
16 Science Education Innovative formal and informal science education teaching and learning is important in order to raise both young boys' and girls' awareness of the different aspects encompassing science and technology in today s society and to address the challenges faced by young people when pursuing careers in Science, Technology, Engineering, Arts and Mathematics (STEAM). 16
17 Science Education Under H2020, building capacities and developing innovative ways of connecting science to society is a priority. Open Schools! Formal settings of science education e.g. schools and non-formal, out-of-school teaching settings e.g. science parks, science museums and science events. 17
18 Science Education Greater participation of young people in science, and encourage long-term scientific careers. Making science education and careers attractive to young people, especially young girls, by using innovative methods of science teaching. 18
19 Science Education New expert report Science Education for Responsible Citizenship Substantive contribution to the policy debate within Europe on how best to equip all citizens with the skills needed for active participation in the processes that will shape all our futures. 19
20 Science Education Science events to inspire and mobilise young people. Annual European Union Contest for Young Scientists (EUCYS) is one of Europe's premier events for showcasing young scientific talent. Winners of national science competitions - young people between yrs of age - to compete with their European level. This year's edition of EUCYS coincided with EXPO
21 Gender Competition Council in July 2015 in Luxemburg: Under-exploitation of human capital represented by women despite recent positive trends need to improve the gender balance in careers and decision-making. 21
22 Gender Non-legislative resolution of European Parliament Women's careers in Science and University and Glas Ceiling encountered Report Vozemberg, Addressing women's careers in science and aiming at promoting gender equality at higher levels of the education system in order to end gender stereotyping and close the gap between women's education and its practical use in their late professional life. 22
23 Networking of National representatives and resources centres on Gender in R&I Objective: Establishment of a forum/network of national representatives from EU MS and AC in support of the implementation of the gender equality priority of the ERA Roadmap Expected impact: better coordination of MS and AC efforts in the implementation of the ERA roadmap, through a network of gender representatives Activities to be developed include benchmarking, joint workshops, enhanced cross-border brokerage events, specific training. Special attention will be given to mutual learning.
24 ERA-NET Cofund Promoting Gender equality in H2020 and the ERA Follow-up of on-going GENDER-NET ( ) Objective: Support further cooperation between MS and AC on institutional change and on gender dimension in research content Expected Impact: Strengthen gender equality measures in R&I across the EU / Overcome the disparities among countries / Contribute to the implementation of the gender priority of the ERA Roadmap. 24
25 Support to research organizations to implement gender equality plans - Main novelties and reinforcements compared to Gender equality plans (GEP's)- drivers for systemic institutional/organizational change. Need to focus on organizations which are planning and implementing GEP's+ clear allocation of resources. Commitment from highest management level needed to support implementation of GEP's actions at middle management level is paramount/essential. Internal evaluation of the progress of GEP's must include dedicated/specific work- package and deliverables. Longer duration for the projects in order to capitalize and notice structural changes.
26 Ethics Ethics has a significant impact on the quality of research and innovation activities across H2020 with the ultimate aim of striving for the excellence of the European research and innovation. Cost of Research Misconduct can have costly impact on organization, the public and human beings in some cases. 26
27 Research Integrity Research Integrity in the ERA to ensure the credibility of reserach, answers need to be found to respond to questions related existing rules for integrity and necessary improvements in structures and in education and awareness. 27
28 Ethics and Research Integrity Competitiveness Council in July 2015 gave the highest importance to research integrity and urged to continue to make improvements to existing rules and necessary improvements in structures and in education and awareness in view to change the culture of "Publish or Perish" Commissioner Moedas "need to find a common denominator for icentives at all relevant levels" 28
29 Ethics Ethics Art. 34 of the Grant Agreement Obligation to comply with ethical principles The beneficiary must carry out the action in compliance with: (a) ethical principles (including the highest standards of research integrity as set out, for instance, in the European Code of Conduct for Research Integrity46 and including, in particular, avoiding fabrication, falsification, plagiarism or other research misconduct) and (b) applicable international, EU and national law. 29
30 RRI Tools Experts Meeting, on November 2015, Brussels RRI Toolkit not yet final version - will be presented for external feedback to representatives of the R&I Community: EC officers, coordinators of other RRI projects, representatives of different stakeholder groups, and key issue experts. 30
31 Take away messages To make ERA firmly rooted in society and responsive to its' needs, values and aspirations. Rome declaration RRI to serve as a read-thread to Open Innovation, Open Science and Openess to the World across H in order to provide solutions to the Grand Challenges. To contribute to long-term social prosperity, wellbeing and to sustainable economy along the EU stragy for the Jobs and Growth. 31
