2 ERTMS MoU Related events and perspectives / Italian feedback from the field 1. The Platform main objective is strongly focused on the development of managerial and technical strategies to foster a viable migration for ERTMS, compliant with the whole railway sector interests. The interchange of information between Members currently running ERTMS lines in commercial operation together with sharing feedback from the ERA working groups and UIC projects have become vital activities to foster ERTMS implementations. The day-to-day Italian experience on ERTMS/ETCS lev.2 applications were brought to members attention. The SRS 2.3.0d is the single technical baseline which unifies all previous versions in use on Milan- Bologna, put in commercial operation in Dec. 2008, and it will be used on Bologna-Florence next year. For the lines already in operation (Rome-Naples and Turin-Novara), the used version was the with some change requests already introduced. The upgrading from these versions to the d is planned to be realized by end of Refer, please, to the presentation made by Mr Senesi. After about 5 Million train km of commercial operation in Italy on ETCS Lev.2, using the improved version, a few problems have been detected and put on the table of steering members for discussion and comparison with similar experiences of implementing railways. Actions have been planned in order to collect further feed backs from the field, structure them and find possible common solutions. The ultimate aim is to propose fine tuning of future specs versions. Experiences on cross border traffic are of major interest for Platform members. Currently, Cisalpino 2 ETR 610 trains (from SBB) make test runs in Italy on Turin-Novara section (ETCS lev.2) to complete fine tuning of rolling stock parameters in order to be allowed to run on the two Countries. Platform works to cross exchange implementation problems and to find common solutions applicable in general for different cases and applications. Bilateral discussion tables have been opened between SBB/RFI and OeBB/MAV for analysing cross border operational problems. While implementing specifications, different interpretations have given rise to problems. The Platform can bring clarity on this respect, giving the most appropriate interpretation as already verified in the real application. A.1: Ask presentations for the next platform meeting on the subjects (DeCicco) Discussion took place on the STM need to enter terminal nodes when running on corridors. Alternative solutions could be envisaged as Limited supervision. The STM is an essential parameter to be taken into account when setting any migration strategy. 3 Relationship between Platform and MoU Steering meetings should be reinforced. Mr De Cicco reported on the Benchmark related activities. Refer, please, to the presentation made at the meeting. Signalling Equivalent Unit Workshop workshop held in Paris, 17 Dec Participants: 20 (signalling engineers and economic experts IMs, ERA, UIC). Objectives: To exchange information on SEU models implemented by railways, in order to understand the driving concepts, the different signalling schemes in use, SEU average cost evaluations, etc. To discuss and agree the adoption of an SEU standard model in ERTMS environment, for the UIC ERTMS Benchmark Study in order to facilitate the data comparisons from different implementation projects. To enhance the success of the UIC ERTMS Benchmark Study with real benefits for all the project participants. Major result: firm commitment to share information on national SEU models, to set a common understanding of the SEU matter and to pave the way toward a new SEU agreed model to be used in the ERTMS environment and in the UIC Benchmark. 4 IMs have pioneered this field describing and challenging their SEU models to the community: DB Netze (Mr Kamps), ProRail (Mr Moscou), Network Rail (Mr Binns) and JBV (Mr Hansen). Further actions agreed: Network Rail to develop a template to represent/list the physical elements based on its own SEU model and to propose a definition of the minimum scope of a common SEU by the end of January - beginning of February 2009 (W 5-6). 4 Signalling Equivalent Unit concepts have been introduced by railway infrastructure managers in order to enable the effective measurement and analysis of efficiencies of signalling renewals and investments. They are models, simple algorithms used by signalling engineers and economic experts for budget estimations. As for all models, the SEU concept is used for generic and high level estimation and it cannot describe in detail the complex reality of a signalling implementation project. The need of making this concept uniform at national level comes from the fact that the investment evaluation of a signalling project cannot depend on the local concept understanding. The need of making it uniform at international level between railway A and railway B came from the UIC Benchmark working group while discussing of ERTMS implementation costs in Europe. The current way of analysing investment of ERTMS projects by using existing cost ratios that build on pure infrastructure parameters such as length of line k /km was felt not accurate enough and it was considered more appropriate to use SEU concepts. Benchmark Data Collection Phase Update NEW case studies from Nov. 2008: ADIF/RENFE Madrid, 2-3 Feb SBB Infrastructure - Lötschberg line (ETCS L2) Paris, 11 Feb DB: 19 Siemens ICE1 (withdrawn). In order to give members more time to give data, the end of the data collection phase is shift to max end of April Six Corridor Study A first draft document on the six ERTMS freight corridors, as defined by the EC MoU Steering and Corridor Groups chaired by Mr Vinck, was presented at the meeting. The main objective of the document is to give a contribution to EC presenting synthetic and aggregated information on the migration status and market impacts. This first draft version is based on an extraction of information from the ERTMS and ERIM 1 databases managed by UIC. Those databases are built on official information given by UIC members (Platform and Fora) with the objective of offering them an ongoing added-value service and to maintain UIC members strategic position and understanding of the rail business. Databases are set per line sections and per country, reporting detailed information on infrastructure, rolling stock, national upgrading plans along ERIM lines and traffic data. Geographical and thematic maps are also derived from the database, via GIS software (Geographical Information System), in order to visualize geographically-referenced information. Official documents from the MoU Steering group and Corridor Groups are also the basis for information reported in this document. 5 The document was supported by the Platform and the UIC group will get in contact with EC DG Transport and Energy in order to offer this contribution and start a possible future co-operation. A.2: Get in contact with Ms Sophie Didier of EC (DeCicco) Post meeting note: contacts have been established with Ms Didier with the objective of aligning document and cross-exchange information. INFO ON ETCSOpen 3. Mr Lochman made a full presentation on the subject - refer, please, to it. The project is essentially a new way of procuring and licensing ERTMS on board units (OBUs). Open source software concept could be used to obtain benefits for the on-board ETCS equipment. The openetcs Projects consists of 2 major Components: 1. Frame Procurement Contract of ETCS Onboard Equipment 2. Open Source Engineering & Testing Tools System. A Memorandum of Understanding is being prepared, it will focus: on the ETCS vehicle equipment on the swift launching of a Free/Open Source Software ETCS onboard program called openetcs. Its main objective is to speed up the deployment of ETCS SRS Baseline 3 on-board Equipment and reducing total cost of ownership for ETCS vehicle owners. The parties signing the MoU are expected to tender on the basis of the open source specification once the Baseline 3 is available. A draft MoU will be provided by the openetcs Working Group by May INFO ON GSM-R 4. Mr Mandoc reported on GSM-R main activities: a) GPRS b) Additional GSM-R Frequencies c) The EIRENE CR Process d) ETL The GSM-R European Test Lab. Refer, please, to the presentation made during the meeting. The GPRS QoS Test campaign took place in Belgium. Tests were performed on November, while Lab Tests were performed on December 08. We are grateful to B-Holding which together with NSN were very supportive, the result being a better understanding on the real issues. UIC ERTMS Support Team Page 5 of 13

6 Encouraging results were: the transmission delay: GPRS transmission is fast, no matter the packet length; it was proven that 3 mobiles can work in very good parameters on one channel, with a full occupancy. Some of the issues in discussion with EEIG were proved as not relevant for QoS. Even if there were Cell Reselections or slops higher then the target seconds, we were in the 95% required. We are finalizing the details of Lab and Live tests with RFI, in February and maybe beginning March Lab Tests will take place during week 7. Ultimate target is to set a final report mid of March 09. Together with ERA, we have defined an end to end CR process. The purpose of the new process is to make it more transparent, traceable involving all the interested actors at the right time. Work on the European Test Lab continues. GSM-R group would like to push for a separate GSM- R ETL, not only seen in the ETCS context. ETL is seen as a key factor for the acceptance and improvement of GSM-R and its equipment in the future. INFO GRIDES 5. Mr Senesi presented the first results of the GRIDES project. Refer, please, to the presentation made at the meeting. GRIDES is a research project funded by the EPCIP Programme of the European Commission - Directorate General Freedom, Security and Justice to demonstrate the feasibility of a network of a low-cost trackside and train borne sensors based on a technology called Software-Defined Radio (SDR). Those sensors analyze in real-time the entire GSM-R spectrum, to detect and classify interferences, and to provide early warnings alarms to the railway signalling system in case of (malicious) network disruptive radio attacks. The GSM-R network is a potential vulnerable access point for terrorist attacks being subject to interferences from external electromagnetic sources and even if it is commonly assumed that a successful attack would cause few, if any, casualties, an attack to GSM-R network might result in loss of infrastructure service while control was wrested from the attacker and damage repaired (from a temporary loss of service to catastrophic infrastructure failure affecting multiple areas for an extended duration). The GRIDES system has demonstrated its capability to: capture the entire spectral band assigned to GSM-R communications; process the signal resulting from such acquisition by using two separated processing chains; process the acquired signal fully in real time; determine whether any of the GSM-R channels is correctly active, empty, acceptably interfered, or critically interfered; detect the presence of discontinuous, impulsive interferers; UIC ERTMS Support Team Page 6 of 13

7 accurately estimate the SNIR of the signal that, from any of the receivable base stations, reaches the train; raise an early alarm for the local user in case potential dangers for communication on GSM-R channels are detected; instantly deliver Alarms to a remote monitoring center via a TCP/IP network; recognize even very weak and/or doppler/multipath-degraded GSM-R signals (e.g. from far away terminals or base stations); bear a low implementation cost. It is proposed that the Platform, via the GSM-R expert group, makes a survey on the subject and reports at the next platform meeting how this matter is dealt with by railway administration in Europe. A.3: Investigate on the matter and refer at the next Platform meeting (Mandoc) INFO Platform Annual Report Action Plan 2009 final New programme 2010 and beyond (preliminary discussion) 6. Mr De Cicco underlined that planning and reporting processes were well established at Platform level. The Platform Annual Report 2008 and the Action Plan 2009 were made available to members at the meeting. The former document reports the full description of activities developed and results achieved in The CD Rom 2009, attached to the document, contains a complete collection of official documents and deliverables produced during The CD Rom 2009 together with the CD Rom 2008 document the whole Platform activity from the very beginning to the end of The Action Plan 2009 v.2 08/01/2009 reports the programme 2009 agreed by the Platform/Forum and approved by the UIC General Assembly in Dec. 08. Changes, with respect to version v.1 01/09/2008, refer to two project sheets on page 34 and 36. UIC ERTMS Support Team Page 7 of 13

8 New Programme 2010 and beyond: ERTMS, with its two major components ETCS & GSM-R, is maturing and we have to gradually move from project to implementation and maintenance strategies. Therefore we need to engage with experts in the companies - move from project mentality to maintenance and support mentality. We need to think of more global requirements. Many adaptations and developments of ERTMS will happen outside Europe plus other signalling ideas and innovation needs to be fostered (i.e. low traffic routes etc.). There is the need to re-establish and develop the core signalling & telecom experts groups with a global reference to support the Platform. A global vision for future Signalling & Telecoms to be developed for end 2010 will offer the template for a convergence of signalling philosophy on a world scale. This vision will cover trackside equipment, on-board development, radio communication, localisation and use of satellite technology, interlockings and the information layers. INFO Steering enlargement to new RU representatives 7. Mr De Cicco informed that a proposal to join the steering group was sent to two new RUs, ATOC and Trenitalia, in order to balance the RUs and IMs components. They accepted, and the membership will be ratified at the next Platform Plenary. RFF withdrawn from UIC in The current Steering body representation is the following: 6 IMs; 5 RUs and 4 Bodies. Mr De Cicco presented the voting procedure on behalf of Mrs Wego, responsible for controlling. Refer, please, to the presentation made at the meeting. For the first time, at the next Platform Plenary #7 Malaga, 30 March 2009, ERTMS Platform Members will vote the new ERTMS programme 2010 and beyond. The positive vote implies the Member firm commitment to fund the project for the entire lifespan (subject to review and adjustments after the 1st year) and to contribute to its development. Platform Members need to UIC ERTMS Support Team Page 8 of 13

9 have power to take financial commitment on behalf of their organisation, or need to have an appropriate delegation of authority. The programme, so endorsed by the ERTMS Platform, will be submitted to the UIC General Assembly which is the ultimate body to take the final formal decision. This is according to the current UIC Statuses in force. However, art of UIC Statuses- allows members not wishing to take part in a project/activity of common interest to withdraw from a specific project notifying the Chair and Chief Executive of UIC. A.5: To set and distribute to the whole Platform the voting procedure (DeCicco) A.6: To send Platform members empty Project/Activity sheets to be used for setting the programme (DeCicco) INFO Links and Synergies between ERTMS Platform and UIC bodies 9. Mr Jank, DB, Programme Manager at UIC PTR, presented the mission and the organisation of the UIC Platform Technology and Research as well as the interfaces to the ERTMS platform. PTR is providing technical expertise around the railway vehicle and its interfaces in the field of regulation, standardisation as well as research and development. Refer, please, to the presentation made at the meeting. PTR is pooling the resources of the railway operators and is organized on three levels since 2008: The Steering Body acting as the strategic think tank Three Programme Managers from the member railways doing the daily management with the strong support of the permanent team of UIC Technical and Research Department 15 Sector Expert Teams SET acting as a virtual expert network PTR shall interface in a well coordinated manner with bodies inside and outside UIC like CER/EIM, ERRAC and JPCR. The purpose of the presentation was to identify interfaces with the ERTMS Platform and increase synergies. It was agreed to regularly exchange information about on-going work and outstanding decisions on interface issues on management level between Paolo De Cicco and Steffen Jank. The following interfaces request actions: draft PTR strategy 2020 to be cross checked by both platforms CENELEC SC9XB / WGB14 will start to resolve different functional addressing schemes in UIC Leaflet 556 (SET 8 Trainbus) and EIRENE in the next 2 months. The target railway operators solution shall be elaborated by experts of both platforms Driver s ID card reader standardisation to facilitate quick and easy vehicle preparation by standardising the card reader in the driver's cab and simple connection to the TCMS - This UIC ERTMS Support Team Page 9 of 13

10 issue was considered to be very beneficial during the discussion. The scope of the necessary standardisation work is currently being defined by PTR SET 15 "Cab and Operations including TCMS". Experts of the ERTMS platform are invited to actively contribute. The next meeting of Driver s ID card reader experts of SET 15 will be on March 23rd. INFO ON ERTMS COMPENDIUM 10. Work on Compendium on ERTMS is in full swing, coordinated by Mr Winter it will be produced by DVV Rail Media. The main aim is to promote ERTMS in Europe and worldwide. Its target objective is to initiate professionals dealing with ERTMS in political, legal, operational and technical context. INFO ON BRAKING CURVES 11. Mr P. Guido, from the Agency, briefed attendees on the state of the art of the question. ERA has released the first version of the ETCS SRS on the 23/12/2008. The specifications include the complete definition of the braking curve algorithm. This algorithm is quite powerful and flexible; it needs in input among others- the values expressing the deceleration capability of the train: either the braked weight percentage λ (lambda) or the detailed deceleration profile as a function of speed. The ETCS system is fully in line with the requirements of the Annex T of the TSI OPE (for Conventional Rail) that the Agency has defined together with the sector and that will be recommended to the Commission for adoption. The Annex T stipulates that the necessary exchange of information between IM and RU for the required braking performance shall be expressed in brake weight percentage unless the IM and RU have agreed on another unit to express the braking performance. In case of trainsets, the parameters for the model (brake build-up time, decelerations...) can be "pre-programmed" in the onboard ETCS ( gamma trains ). In case of loco-hauled variable composition trains, the train driver enters the λ; the onboard ETCS will apply a conversion model (using also other relevant train data: train length, brake position passenger/goods...) to calculate the necessary parameter from the lambda. This conversion model has been developed by UIC experts and tested against a database of thousands of recorded brake tests; The Agency has integrated it into the ETCS SRS, and will validate it together with the full set of specifications. In addition to those parameters, the braking algorithm takes into account correction factors multiplying the deceleration to take into account the fact that real stopping distances are distributed around the nominal calculated value due to variability in the physical conditions. 11 One set of factors takes into account the corrections that are inherent to the rolling stock, the other one those that are inherent to the infrastructure. This separation of the onboard/trackside "margins" is in line with the distinct responsibilities allocated to IM and RU in the Safety Directive. The infrastructure factors take into account the design of the line (overlaps...), the severity or the frequency of the risk (intersections, traffic density), etc. The values for the factors related to the infrastructure are transmitted by the ETCS trackside equipment to the onboard computer. Each IM is free to define the values to be used when operating on their lines: their harmonisation is not necessary for interoperability. The rolling stock factors take into account the range of behaviour of the brake system, of its components, of their variations in efficiency, etc. The values of these factors, originating from the train manufacturer, are under the responsibility of the train operator, and are memorised in the onboard ETCS computer. In the case of lambda trains, the rolling stock factor is fixed to 1. For the gamma trains it is necessary to define a harmonised approach to define the nominal conditions for the gammas and to calculate the values of the rolling stock correction factors: this is one of the tasks of the working group Braking Aspects set up by the Agency with the sector. The definition of the harmonised method has no impact on the ETCS specifications or on the ETCS software; but the harmonisation is necessary to ensure that ETCS can be used with interoperable operational rules; therefore the Agency has fixed an aggressive time schedule for the working group: to present an harmonised method by June An infrastructure fitted with ETCS will be able to accept traffic with gamma trains and lambda trains without any technical problem. INFO GLOBAL SIGNALLING UPDATE 12. Mr Dalton reported on the subject. There is a need to strengthen the position of the railways face to the supply industry, to secure the rapid adoption of winning technologies. The roadmap of the technology sector includes the actions to provide the railway undertakings and the infrastructure managers with the knowledge, tools and technical developments and with a strong cooperation framework capable of sensing and applying the advantages from this evolution. UIC, adopting a European and world vision, will lead the convergence of conceptions and their efficient adoption in the technical and managerial activities. The UIC Signalling Panel of Experts (SPE) responds to the strategic need to maintain and update rail signalling domain knowledge and liaise with the other key sectors -such as Development, Operations, Safety and Technology. New activities planned in 2009 are: Workshop in November 2009 in Sweden on ERTMS Regional and global signalling Global seminar in Japan, June 2010 Workshop in USA in UIC ERTMS Support Team Page 11 of 13

12 ERTMS World Conference Málaga, 31 March -2 April 2009 update 13. A programme with 6 Sessions gathering 25 speakers has been set. Key speakers all confirmed (except EU Commissioner A. Tajani), registration process launched on 15 January 200 registered to date. 23 companies applied for a booth to date a few booths remain available.
