5 NEW LAW FOR SCIENCE AND TECHNOLOGY As an intrinsic component of the System Makes possible the creation of research centres abroad. 6 KEY MESSAGES (I) R&D&I policies play a crucial role to continue in the future the high-growth growth that Spanish economy has had along the last 20 years. In the last five years, Spain has made an enormous effort for increasing its GERD/GDP indicator: from 0,91% in 2000 to 1,38% in 2009 (close to 50% increase). In the same period, the EU has progressed from 1,85% to 1,9% (2,7% increase) Increasing R&D&I investment is very important, but it is MUCH MORE important to do structural socio-economic reforms The major European challenges identified require a balanced combination of Research, Innovation, Enterprise, Education and Cohesion policies. Major efforts have been done in these fields, but not yet enough in linking them in order to foster the innovation chain to competitiveness. 6 (24/10/2011)
