3 Objectives The motto of the conference is New Avenues to fill the gap between health and Welfare Demands and Effective ICT Solutions. Its main objective is to address the mismatches between Policy and Technology in order to drive investment and to enable the deployment of AAL solutions at scale. Our purpose is to attain the following goals: To provide a detailed identification of the different market barriers that currently impede AAL solutions from being deployed and used by those who really need them. To find new ways and procedures to overcome the current market barriers. To address the need to drive AAL products and solutions to being commercially available as mainstream products. To tackle the need for the design of new policies in order to remove current constraints. To analyze the real needs of potential buyers and end-users to avoid mismatches between offer and demand. The rationale behind this meeting is to address the central role that public policies and investments should play in the creation and development of a global Ageing Market. Therefore, mechanisms to guarantee a stronger liaison between these key players will be discussed in order to satisfy current social health care market demands. Investment activities will have a central position at the AAL Summit 2012, as an integral part of the plenary sessions. In addition, the parallel sessions will follow the most appropriate format to enhance the achievement of its objectives. For instance, we will include a clinical round table to portray how the use of the ICTs is a good alternative to conventional hospitalization. Participant intervention will demonstrate practical cases that improve the care of the frail elderly and people suffering from multi-morbidity, with lower costs and greater levels of satisfaction. Another example is the business corner, a session in which companies from the medical sector and other related sectors will informally discuss and share their experiences, discussing market barriers, the role of public administrations, their business plans, etc. The general objective of the Conference will be to bring to light the valuable points of view of the Investors and entrepreneurs in the AAL domain: Preliminary Conference Programme 3
4 how they face this market, how they create solid business plans, how they compete with emerging international markets such as China, Brazil, Japan, and how they innovate using the best practices from other countries such as USA, Canada and Israel, etc. Innovation should cover not only technology, but also the organizational requisites to achieve the adequate scale in sellers and prescriptors, within a context of social changes directed towards the empowerment of citizens. This new scenario would integrate the home as a care centre, changing the conventional social health care model, and enabling elderly people to become familiar with the new AAL technologies. Integrated care should be the scenario in which the citizen is the main actor, supported by AAL technological solutions covering his/her needs. It should also enable a more efficient use of funds, which is a critical issue in places where resources are scarce/limited or in those where sustainability is crucial. This is the reason why the Health Technology Assessment (HTA) plays an important role in ensuring that the health technologies involved (methods, devices and systems of organization) are properly evaluated. HTA provides information to decision makers on the health, social, ethical and economic consequences of the development, dissemination and use of such technologies. Finally, this conference will present the status and results of the Active and Healthy Ageing European Innovation Partnership. This is particularly timely given that 2012 is the European Year for Active Ageing and Solidarity between Generations. 4 Preliminary Conference Programme
5 What will you find at the AAL SUMMIT 2012? The AAL Summit 2012 will offer a 360º overview around ICT solutions becoming successful products and services for a global market of growing needs. It will bring together all the stakeholders concerned with this topic, such as investors, entrepreneurs, industry, innovators, health-care providers, health-care professionals, associations, social workers, formal and informal caregivers, elderly associations, medical industry, end-users (older adults and other citizens), researchers and policy makers. This conference will provide them with a unique forum in which to exchange best experiences and knowledge and to discuss the way to develop further and faster the emerging market of products and services for active and healthy ageing. By attending this event, you will be able to share experiences and discuss with professionals from all around the world the policies and strategies that might trigger the transformation of care systems and the growth of market demand. The conference is a unique opportunity to raise your profile and make connections with leaders in different health and social care contexts and to share best practices already deployed in different regions of Europe. The plenary sessions, the parallel tracks structured in different formats depending on the topics to be addressed, the network cooperation, and the thematic meetings will be an integral part of this conference. Innovative media will be used as an innovative way to connect online users with the AAL summit. The objective is to provide an insight into how entrepreneurs can work with the social networks by integrating them in their businesses. In brief, this conference will be a live event which will originate discussions and further debate on the social networks. With the conclusions arising from the conference, we will develop a declaration of 10 commandments for a Global AAL Market and Policy Development, to be signed by the attendees, which could formally be presented at the AAL Forum With this initiative we seek to launch an international network committed to the development of products and services in a global scale. 6 The AAL Summit 2012 will be completed with an exhibition area in which all interested companies will be able to demonstrate their full range of products/services/ solutions in the AAL arena. Selection and recognition of the AAL Investors Prize: A special jury of investors will evaluate the most promising exhibitor in 3 different company categories: senior, intermediate and start-up. The name of the prize shall be discussed with the AAL General Assembly. Regional Exhibitions: We will open the possibility for regional exhibitions to achieve a broader perspective of the inspiration underlying each regional approach. For instance, the Basque Country organisations in the AAL arena would highlight the solutions provided within the Basque Strategy to tackle the challenge of chronicity. Their recognition as a pioneer region in socio-health policies is well demonstrated on the implementation of the different projects belonging to the strategy launched to transform the health care model from acute care to chronic care. 6 Preliminary Conference Programme
7 Five parallel tracks in hot topics of AAL The parallel tracks of The AAL Summit 2012 will invite participants to present and discuss their experiences from different perspectives around the development and deployment of AAL solutions and products. We suggest the following main tracks: Financing, Venture Capital and Investors: We will be looking at cases with economic perspectives, results, public procurement and benefit. A round table for investors will be held in order to share their views on how to create market, the existing risks and benefits of financing AAL projects, the requirements for investment, the creation of a solid business plan, as well as on market studies and market intelligence. Developing New Markets: Social Innovation and Emergent Countries We propose the following list of topics (not exclusive) to be covered in this parallel track: Socially driven Markets: - New models in social care - The role and importance of professional and informal caregivers - Heterogeneous networking - Social Innovation in practice: real examples Emergent Markets: We will be also listening at relevant speakers from China, Brazil and India, providing the vision of the current AAL emerging markets with high growth demand. Technology driven markets: We will be listening at relevant speakers from USA, Canada and Israel on how to create new markets through the use of technology. Policies and Cooperation Strategies We propose the following list of topics (not exclusive) to be covered in this parallel track: Improving Public Funding processes and procedures Preliminary Conference Programme 7
8 Public pre-procurement related to health systems Public private partnerships Support of the business angels networks Mechanisms to address the fragmentation of the EU market Cost-effectiveness assessment of Health systems Impact of ICTs on new health-care models Organisations of Patients, Red Cross, Social services: how to collaborate We aim to discuss how to create policy incentives to remove all kind of barriers: market, legal, economic, social, etc, and how to obtain the policy makers commitment to include ICT solutions in their portfolio performance agenda. We will be listening also to relevant speakers from China, Brazil and Japan, providing their vision of the current AAL emerging markets with high growth demand. New paradigms in homecare and user empowerment We propose the following list of topics (not exclusive) to be covered in this parallel track: Patient-centered health and welfare care: needs of the users Stakeholder analysis Client-oriented health Services Frailty and its implications We will be looking also at different real cases in order to highlight the importance of the integration of the different levels of care: primary and hospital care, social care and the self-funded market. Special attention will be given to the new empowered role of the users, with major participation in decision making. This will be portrayed in a different session format, such as a clinical round table. The participants will be hospitals, medical professionals and welfare and health care professionals. Their presentations will focus on how the use of the ICTs are a good alternative to conventional hospitalization as they improve the care of the frail elderly and the multimorbidity person with lower costs and a greater satisfaction. 8 Preliminary Conference Programme
9 AAL and regions: Basque Country best practices We propose the following list of topics (not exclusive) to be covered in this parallel track: Basque country best practices Exemplary Case-studies in European regions Pioneering Basque Initiatives Meta-studies of cultural obstacles and leverage points The best practices in different environments, mainly based on the 14 strategic projects supporting the new Basque model of provision of healthcare services will be presented, together with experiences from Basque industrial companies, technology centres and other organisations. This track will include also best practices on the deployment at scale of social and health care services in other European regions. Preliminary Conference Programme 9
10 Sessions plan The AAL Summit 2012 will provide a complete programme which incorporates a wide range of policy makers, industrial, business, and technically related keynote speakers, oral and poster presentations, along with high level roundtables. The long term vision of independent and active ageing, new models of care provision, development of cost effective and friendly user products and services, and policies that facilitate this, will be addressed with a strong focus on market development, investments in AAL, and social innovation. 15 Call for papers Guidelines for the submission Extended abstract (1 page) should be submitted electronically and the Programme Committee will select and approve the oral presentations and posters. The notification of the acceptance will be by 30 April. Instructions for authors and abstract submission will be through the AAL SUMMIT 2012 website. Once your contribution is approved, you will be invited to register as participant. Accepted papers will be published in the Conference Proceedings. Note that at least one author should be registered in the conference for the paper to be published. Papers must be written in English. 16 Activities that will run in parallel to the main conference Several activities will be carried out in parallel to the main conference in order to provide a forum for networking amongst participants, a meeting place to discuss with business experts, a commercial exhibition of AAL products and services, and finally, an opportunity to present your organisation through a pitch session. Commercial Exhibition with a wide range of AAL products and solutions from all over Europe (including the regional exhibitors). Matchmaking investors-entrepreneurs with the aim of providing a meeting place for individuals to present their ideas and initiatives to investors. The objective is to give an opportunity to entrepreneurs, with innovative high potential project ideas, to meet investors who are searching for interesting initiatives to invest in. Pitch sessions for participants to present in five minutes their organisation or to disseminate a relevant market or business message. 16 Preliminary Conference Programme
17 AAL Social Media 2012: Digital and social media approach It is our intention to upgrade the Conference with a digital dimension as a complement to the scheduled roundtables and tracks. This initiative called AAL Social Media would be integrated with the face-to face discussions in order to enrich them with the feedback provided by social networks. The digital proposal would consist of the following: A scenario to host live streaming debates and digital networks related to the topics discussed on the roundtables and tracks, with the participation of their speakers. An Operations centre, accessible and visible for the Congress assistants, to discuss with the different media representatives and stakeholders the impact of the Forum discussions on social networks and blogospheres. With this interactive scenario, we aim to facilitate a major interaction with the Congress assistants and to foster the conversation among the different stakeholders involved, such as private companies, public administration, academic and research institutions, health care providers, practitioners, etcetera.
