The idea is to test a pilot service that makes available in real-time weather and other critical environmental /emergency information, especially to communities in areas without digital telecommunication infrastructure. The project will prove that available satellite multicast platforms can: (1) Make a wide range of GMES information readily available to a diverse user community; (2) Disseminate information European wide; (3) Disseminate specific information to targeted user communities. GMES data provided on line by third-parties will be up-linked and then broadcasted by satellite. The user terminal is a commercially available satellite TV dish + DVB card + PC + client software package. There are millions of such terminals already installed in Europe, for satellite TV and data services reception. Their owners represent a large potential GMES data user community. Some on-line administrative tool (to be defined) on the service operator side should cover features for: access control, quality of service, user group management, rights management. Efficient operation of this platform requires the use of optimal control of the entire satellite formation. This study provides the analysis for the minimum time satellite formation control by decoupling the in-plane motion from the out-of-plane motion. While the out-of-plane motion is fully analytic, the in-plane motion is only semianalytic. The two-point boundary value problem is transformed to solving simultaneous nonlinear equations for the critical control switching times, resulting in an open-loop, bangbang controller. The presence of snow on the ground is important from both meteorological and hydrological aspects, but also has a significant impact on many economic activities. Measurements of snow properties obtained using in-situ observation provide direct determination, but at a limited spatial and temporal extent or resolution. Expanding these measurements, or the measurement parameters (e.g. SCE or the snow water equivalent (SWE)) by the interpolation, can lead to severe errors due to the variation of the land cover and topographic parameters. Earth observation systems (EOS) can regularly provide information about snow properties under the limitations imposed only by instrument passes, characteristics (spatial/spectral resolution) or cloud cover. There exist plenty of available satellite sources that can serve this purpose. The goal of this project is to create a valuable and innovative Internet-based tool which will enable monitoring of the snow cover dynamics in relation to the recent climatic trends. The first objective is to create a harmonised and standardized database at European scale. This will include all available snow satellite derived products. The information about the snow will be available for both viewing and analysis together with complementary land cover/use and topographic information provided by EOS. The next objective will focus on the services provided to the users. The data will be able to be accessed through geo-spatial enabled online system using a

10 simple and intuitive interface. The system will be designed following a distributed architecture. All the partners and end-users will be able to access the system using a web browser to store, display, query, analyze and retrieve snow related information. The users will be able to define their own areas of interest (AOIs e.g. Europe, Rhine basin, France territory or local administrative division), select the satellite platform and visualize the corresponding maps (e.g. SCE, SWE). For more complex AOIs, the topography and the land cover attributes can be used in order to perform a query/selection (e.g. the alpine zones in Austria). Multiple time moments will be able to be retrieved and compared. Information coming from different sensors, at different spatial resolution, will undergo through a fusion process in GIS environment. This will allow the computation of a unique map for a specified interval of time, while reducing the cloud problems.
