3 DARPA s Mission DARPA was created in 1957 in response to the launch of Sputnik DARPA s mission is to maintain the technological superiority of the U.S. military and prevent technological surprise from harming our national security by sponsoring revolutionary, high-payoff research that bridges the gap between fundamental discoveries and their military use. 3

7 Research Funding Philosophy DARPA research projects investigate innovative approaches and techniques that lead to or enable revolutionary advances in the state-of-the-art. Research that primarily results in evolutionary improvement to the existing state of practice or focuses on a specific system or solution is specifically excluded. 11 Program Basics Led by a DARPA Program Manager Program Manager writes a BAA solicitation Technical objectives and evaluation criteria Typically year work plan with milestones and metrics (including Go/No-go criteria) Instructions for submitting abstracts/proposals Announced at details at BAA is open for a set period of time Information provided to ALL; no individual guidance Funding is not decided until proposals have been selected; funding can be changed at annual reviews Programs are administered by a Contracting Agent Strict rules govern proposal review and selection 11

12 Heilmeier s criteria (used informally) What are you trying to do? Articulate your objectives using absolutely no jargon. How is it done today, and what are the limits of current practice? What's new in your approach and why do you think it will be successful? Who cares? If you're successful, what difference will it make? What are the risks and the payoffs? How much will it cost? How long will it take? What are the midterm and final "exams" to check for success? 12
