2 THE GATEWAY TO EUROPE The second largest region in the Spanish State. A crossroads between the Mediterranean Sea and the Atlantic Ocean. Surface area of 33,818 sq.mi - similar to Hungary or Portugal. Population of 8.5 million.

3 A STRATEGIC SECTOR Andalusia has a huge potential of natural resources and great biological, geological and landscape diversity. Considered one of the richest and best preserved regions in Europe. Mining is a strategic sector for development and economic growth. Mining in the region has created more than 5,000 direct jobs and 36,000 indirect jobs. The exploitation of the potential of mineral resources must be: rational, efficient and united to environmental conservation. Mining Industry

4 INTERNATIONAL HERITAGE AND RENOWN More than 6,000 years of mining history. Even back in the fourth millennium B.C. there is record of the extraction of copper and other metal mining. One of the first milestones for Andalusian mining is recorded during Roman times with the introduction of the first mining law: LexMetalli. Minas de Linares Home to the best known mine in Europe - the Rio Tinto mine, which gives its name to Rio Tinto Group, one of the largest mining companies in the world. Currently, three sectors existing: aggregate, ornamental stone and mineral stone. More than 600 active mining exploitations.

5 INTERNATIONAL HERITAGE AND RENOWN In the XXI century metal mining has resurged in the Iberian Pyrite Belt (IPB), Europe's largest deposit of polymetallic sulphides. Two metal mines currently in production: Cobre las Cruces Mine (Seville) and Aguas Teñidas Mine (Huelva), notable for their production volume, economic impact and innovations. According to the companies association AMINER: Aznalcóllar Investments totalling 1,300 million euros, which would amount to 2,500 million euros with the start-up of the pipeline projects. The turnover of the Association companies reached 700 million euros in 2012, and it is estimated that the figure will rise to 1,300 million euros a year with the launch of new projects.

6 MANAGEMENT OF MINERAL RESOURCES PLAN FOR ANDALUCIA (PORMIAN) The main objective of the Andalusian mining policy is "Give value to the mining sector and highlight the existing potentials to improve the competitiveness, productivity and employment, with sustainability criteria. Management of Mineral Resources Plan for Andalucia , was approved by Governing Council, The specific objectives of PORMIAN PLAN are: Contribute to promoting and improving the competitiveness and productivity of the Andalusian mining sector through technological modernization, the incorporation of innovative processes and the impetus to the incorporation of knowledge. Facilitate the maintenance and creation of quality employment. Facilitate environmental integration of mining activity. Spread and facilitate the knowledge of the mining sector. Modernize administrative management. Strengthen the training, qualification and safety in the mining sector. 4 axes, 11 lines of action and 64 actions.

7 PORMIAN OBJECTIVES AXES ACTIONS 1.Contribute to promoting and improving the competitiveness and productivity of the Andalusian mining sector through technological modernization, the incorporation of innovative processes and the impetus to the incorporation of knowledge. 2.Facilitate the maintenance and creation of quality employment and the increase of the added value, through the development and consolidation of the mining sector of the mineral raw materials with potential in Andalusia, encouraging the design of new products and new applications. 3.Facilitate environmental integration of mining activity and ensure compatibility with other activities using local resources. 4.Spread and facilitate the knowledge of the mining sector. 5.Modernize administrative management in the competence areas of Autonomous Community of Andalusia. 6.Strengthen the training, qualification and safety in the mining sector. 1.Promotion of mining activity through innovation and business development. 2.Environmental integration of mining activity. 3.Modernization of public services related to the mining sector. 4.Provide training, qualification and safety at work to people belonging to the sector. 1.1.Support for the creation and business modernization to the Andalusian mining potential. 1.2.Support I+D+I projects on technologies applied to mining activity. 1.3.Support to cooperation and internationalisation of the sector. 2.1.Streamlining and minimizing the consumption of natural resources. 2.2.Restoration and environmental re-conditioning. 2.3.Conservation and reassessment of Andalusian mining resources. 3.1.Administrative modernization. 3.2.Development and updating of mining normative. 3.3.Improvement and spreading of the knowledge for management. 4.1.Offer fixes to the mining sector needs. 4.2.Increase occupational risk prevention in mining.

8 PORMIAN. Main actions Support 176 projects of innovation and business development with over 15 M of incentives, generating an investment of over 184M. Support for sustainable energy development in 70 miningindustrial projects with a total of almost 10M of incentives, which have have generated an investment of 22 M. Over 20 actions for restoration of abandoned mines and deposits of waste treatment, especially in protected natural areas and their surroundings. Sierra de los Filabres. Macael

11 MINING STRATEGY OF ANDALUSIA To lend continuity to PORMIAN from 2014 onwards, the Governing Council has approved the development of the Mining Strategy of Andalusia. From 2014, the introduction of the Mining Strategy of Andalusia will see a government commitment to support mining until Contents: - Diagnosis of Andalusian mining today. - Analysis of environmental and territorial planning instruments. - Objectives, strategies, programs and actions. - Economic valuation. - Definition of criteria for monitoring and evaluation.
