When local government s most experienced and measured senior officers are warning that the cliff edge is approaching, central government really must take heed. The quick fixes that central government keeps introducing take us even further away from the certainty, stability and flexibility that we urgently need. There are steps that Government could take now to help, e.g. stop creating one-time special purpose bidding pots and instead shore up the core funding for local services. A local authority s financial sustainability simply cannot be put on the backburner. As local services erode, the risk that communities feel even more powerless and left behind grows.

Michelle will be showing examples of lessons learnt and what more is there to do whilst recognising the positives that have emerged from the implementation that may not have been appreciated. The owns a number of external trading companies including the company that owns the 5th largest and one of the fastest growing airports in the UK. Over the last 4 years we have initiated a new business strategy to drive customer service; revenue growth; and to realise the potential of the asset. This strategy has already added 169m of value to the shareholder. The NHS is good at fixing people when they go wrong, but other sectors have a critical role to play in keeping our populations well and healthy. In this session, Greg will set out how one city is approaching this conundrum and seeing it as a long-term infrastructure project and an investment for a productive economy. The session will then open out to the delegate audience to explore how the mission is set and executed across many different policy spheres and why being healthier is critical to the financial health of local government. We buy tech, upgrade tech, procure tech... we lead people. In a twenty first century council we need new skills, behaviours and talent, predominantly using our existing workforce. Marrying the traditional industries of fishing and tourism, with an ambition to be the most important port for renewable energy in the country is a challenge. A cultural celebration of a traditional Victorian British seaside resort is already underway but Great Yarmouth is also at the forefront of a 39bn energy investment over the next 20 years, the ambition is boundless. So too is our ambition to address the social inequities which exist across the Borough. This is why, now more than ever, there is a need for demonstrable leadership of place which in turn starts with confident organisational leadership. Sheila will explore with delegates the challenges of leading a place shaping agenda as well as shaping an organisation which is ready to lead. LGSS Digital have been inspired by this way of working and have adapted the model to work in an advanced shared services environment, centred on local government and health. Hear about our journey and some of the remarkable digital services we have already delivered through our approach: Design Delivery Platform 12:25-12:45 STREAM TWO The Challenges of Channel Shift, Self-Service and Process Automation Jonathan James Head of Customer Services Cambridge City Cambridge along with hundreds of other councils are trying to drive out efficiencies and continue to deliver and improve customer services. There are simple and easy solutions that can be delivered quickly but more complex issues require greater thought and also result in greater resistance to change. There is no simple one fit solution, so Cambridge are delivering and developing a range of measures to process low value high volume transactions to release resources to enable customer service staff to deal with the high value transactions. However, there have been successes, failures and challenges along the way.

Priya has led and managed both in-house and fully outsourced ICT services including leading on ICT Service re-let programme for the council. After setting up Haringey ICT on a journey of Shared Digital Service with Islington and Camden, she has currently taken up her role as a Director of Technology & Innovation at onesource which supports both Newham and Havering s. The journey over the past 18 months at onesource has included improving legacy infrastructure while managing demand for the changing customer demand and supporting digital transformation of the two different councils. 12:50-13:10 Changing Culture and Values - The Story of A Behaviour Led Organisation CLOSING KEYNOTE Jim Taylor Salford City Salford has changed and continues to change; with ambitious plans to transform into a modern global city.
