2 TRANSFORM MODERNISE IMPROVE MAIN THEMES The Future of Funding Leadership & Culture Change Digital Transformation Shared Services Whole System Transformation Commercialisation Smart Cities & Digital Infrastructure Post GDPR Artificial Intelligence EVENT AGENDA DAY ONE 08:00-08:30 Registration and Networking Reception 08:30-08:40 Chair s Opening Remarks Sheila Oxtoby Great Yarmouth Borough 08:40-09:00 Avoiding the Cliff Edge The Future Funding of Local Government OPENING KEYNOTE Martin Reeves Officer Coventry City There is no way Local Government is going to do a Thelma & Louise! When local government s most experienced and measured senior officers are warning that the cliff edge is approaching, central government really must take heed. The quick fixes that central government keeps introducing take us even further away from the certainty, stability and flexibility that we urgently need. There are steps that Government could take now to help, e.g. stop creating one-time special purpose bidding pots and instead shore up the core funding for local services. A local authority s financial sustainability simply cannot be put on the backburner. As local services erode, the risk that communities feel even more powerless and left behind grows.

3 09:00-09:20 GDPR Post Implementation, Leadership and Culture Michelle Sacks Corporate Director & CIO Boston Borough Michelle Stacks will be examining the impact of GDPR on organisations and how leadership and culture change is integral to creating the transformation in mindset required to truly implement the requirements and not just reliance on the purchase and implementation of new IT systems. Michelle will be showing examples of lessons learnt and what more is there to do whilst recognising the positives that have emerged from the implementation that may not have been appreciated. This includes organisational streamlining of systems and processes, commercial opportunities linked to DPO provisions and training, whilst working together with a team cando approach that filters through the whole council. 09:20-09:40 Solution Provider Case Study 09:40-10:00 Driving Economic Development and Commercialisation Through Optimisation of Assets Robin Porter Deputy Chief Executive & Corporate Director Customer and Commercial Luton Borough Over the last seven years 35% of the 131m of savings that Luton has delivered have been through trading and commercialisation. The owns a number of external trading companies including the company that owns the 5th largest and one of the fastest growing airports in the UK. Over the last 4 years we have initiated a new business strategy to drive customer service; revenue growth; and to realise the potential of the asset. This strategy has already added 169m of value to the shareholder. We are now developing a proposal to grow the Airport from 16mppa today up to 38mppa. 10:05-10:25 Solution Provider Case Study - Stream 1/2/3/4 10:25-10:40 Coffee and Networking Break 10:40-11:00 Solution Provider Case Study

4 11:00-11:20 Agile Transformation Enfield s digital transformation has been significant by any measure. New, leadingedge IT, a rapid timescale and significant, ongoing savings of over 15m per year. In this presentation, James Rolfe will set out how that was done, the technology used, and the benefits and pitfalls of their experience. With the increase of interest in artificial intelligence, he will talk about how AI has made a real difference for Enfield s 330,000 residents and customers. James Rolfe Executive Director of Resources London Borough of Enfield 11:25-11:45 Solution Provider Case Study - Stream 1/2/3/4 11:50-12:10 Designing Services Effectively With Digital - A Whole System Approach to Change in the Digital Age Paul Brewer Director for Digital & Resources Adur & Worthing s Adur & Worthing s are leaders in low-code digital service development and are creating the vital service design and business modelling practices that are helping drive deep, whole system transformation. Powered by effective end-to-end digital services built in-house, the programme is on course to deliver 3m in revenue savings. The councils work on designing and building the Going Local app to support social prescribing in GP surgeries, points to a new role for councils in enabling new working practices with digital that bust silos between front line teams in different organisations. 12:10-12:30 Solution Provider Case Study 12:40-13:35 Group 1 - P2P Connect Speed Networking

5 12:40-13:35 Group 2 - Group Discussion The Anatomy of a Healthy City Greg Fell Director of Public Health Sheffield City Health is not the sole responsibility of the NHS and social care. The NHS is good at fixing people when they go wrong, but other sectors have a critical role to play in keeping our populations well and healthy. In this session, Greg will set out how one city is approaching this conundrum and seeing it as a long-term infrastructure project and an investment for a productive economy. The session will then open out to the delegate audience to explore how the mission is set and executed across many different policy spheres and why being healthier is critical to the financial health of local government. It will also explore how and why public health is not something that is within the domain of the public health grant but something that is core to the mission of any city or district, using the concept of health in all policies. 13:35-14:35 Networking Lunch 14:45-15:40 Group 2 - P2P Connect Speed Networking

So how do we ensure that our transformation plans work in practice and not just in theory? Changing the way we use technology is just one part of this if we don t transform our operating cultures we will not succeed. After all, we lead people - not technology. We buy tech, upgrade tech, procure tech... we lead people. In a twenty first century council we need new skills, behaviours and talent, predominantly using our existing workforce. After all, saying if you cannot change the people, change the people is easier in theory than in practice. Matt Prosser Dorset s Partnership; North Dorset, West Dorset and Weymouth & Portland s

9 DAY TWO 08:20-08:35 Coffee and Networking Break 08:35-09:10 Group Discussion Situational Leadership: When Followership Matters OPENING KEYNOTE Sheila Oxtoby Great Yarmouth Borough Great Yarmouth Borough is a place steeped in maritime history and where civic traditions and ceremonies rank high on the agenda. Marrying the traditional industries of fishing and tourism, with an ambition to be the most important port for renewable energy in the country is a challenge. A cultural celebration of a traditional Victorian British seaside resort is already underway but Great Yarmouth is also at the forefront of a 39bn energy investment over the next 20 years, the ambition is boundless. So too is our ambition to address the social inequities which exist across the Borough. This is why, now more than ever, there is a need for demonstrable leadership of place which in turn starts with confident organisational leadership. Sheila will explore with delegates the challenges of leading a place shaping agenda as well as shaping an organisation which is ready to lead. She will share her experience of both the place and the and how her belief that an adaptive leadership style and understanding the role of followers is the key to success. 09:10-09:30 Solution Provider Case Study

Examples of individual projects will be showcased and details of our next steps and strategic plans will be covered as we work with our system partners to improve the quality of life for our residents. John Skidmore Director of Adults, Health & Customer Services East Riding of Yorkshire 12:25-12:45 STREAM ONE Share and Share Alike - How to Create and Reuse Amazing Digital Services with LGSS Cheryl Doran Head of Digital LGSS & Northamptonshire County The Government Digital Service has been at the forefront of rethinking public sector services, with a relentless focus on user needs, collaborative delivery and their concept of government as a platform. LGSS Digital have been inspired by this way of working and have adapted the model to work in an advanced shared services environment, centred on local government and health. Hear about our journey and some of the remarkable digital services we have already delivered through our approach: Design Delivery Platform 12:25-12:45 STREAM TWO The Challenges of Channel Shift, Self-Service and Process Automation Jonathan James Head of Customer Services Cambridge City Cambridge along with hundreds of other councils are trying to drive out efficiencies and continue to deliver and improve customer services. There are simple and easy solutions that can be delivered quickly but more complex issues require greater thought and also result in greater resistance to change. There is no simple one fit solution, so Cambridge are delivering and developing a range of measures to process low value high volume transactions to release resources to enable customer service staff to deal with the high value transactions. However, there have been successes, failures and challenges along the way.

12 12:25-12:45 STREAM THREE Legacy Infrastructure Improvement and Digital Transformation Priya Javeri Director of Technology & Innovation Newham, Havering and Bexley s - Onesource Priya has over 20 years of experience in ICT profession and over 10 years in senior management. The journey over the past 18 months at onesource has included improving legacy infrastructure while managing demand for the changing customer demand and supporting digital transformation of the two different councils. 12:50-13:10 Changing Culture and Values - The Story of A Behaviour Led Organisation CLOSING KEYNOTE Jim Taylor Salford City Salford has changed and continues to change; with ambitious plans to transform into a modern global city. At the forefront of public service reform - developing innovative new ways of working with partners, residents and the workforce. To deliver truly transformational public service reform it is necessary to lead, think, operate and engage differently and develop the right culture and values so that the workforce is empowered to innovate and take charge of how they deliver services. The journey to achieve a positive shift in culture has also seen the emergence of a stronger values based organisation, clearer expectations of great leadership, a positive permission culture where people are empowered to make a real difference at every opportunity. 13:10-13:20 Chair s closing remarks 13:20-13:35 Coffee and Networking Break - Event Close 13:20-14:20 Networking Lunch E: info@ahmediauk.com T:
