2 Role of IPRs in economical development of the countries In the economic growth of the country well defined and enforced IPRs play an important role; Intellectual Property Rights impact economical development of the countries especially on the countries which are in transitional period; Stronger and more certain IPRs could well increase economic growth and foster beneficial change; In the world of today the protection of intellectual property is a major prerequisite for the development of the country.

3 Technology and knowledge are important factors for economic growth and development of the country; Economic growth depends on research and innovation capabilities.

4 Role of SAKPATENTI Georgia as a post soviet country is still young as an independent state; In Georgia the protection of IPRs is relatively new; In 1992 was founded National Patent office Sakpatenti further transformed into National Intellectual Property Center of Georgia Sakpatenti; The National Intellectual Property Center of Georgia Sakpatenti defines general IPR policy in the country; Sakpatenti is defining and developing initiatives necessary for the establishment of modern, stable system of protection of intellectual property;

5 Georgia with its ever growing economy, investments and unprecedented growth of local production in recent years sees the daily increase of number of persons willing to seek protection of intellectual property rights

6 SAKPATENTI began receiving applications for inventions after it was formed as an independent unit in 1992; By January 1, 2012, 9552 applications were filed for inventions, of these 5395 ones (about 55%) were registered and patents were granted; The number of patent applications for inventions is decreasing with the share of foreign applicants;

8 Challenges in Georgia Lack of public awareness; The communication between the technology seekers and technology producers in Georgia is quasi non existing; Collaboration between universities and industry is quasi non existing; The Innovation Culture on the company level is underdeveloped; Georgian researchers do not have relevance to the needs of local industries;

9 Mission Raise public awareness; Create an increasingly self financed service provider which responds in a concrete, efficient, integrated and complete manner to the technological needs of business thereby improving their competitiveness for domestic markets.

10 Measures taken SAKPATENTI continued active public awareness campaigns on almost every aspect of intellectual property protection; SAKPATENTI is actively involved in all innovation contents taking place in Georgia; According to Georgian Legislation there are special benefits with patenting industrial property: Students, pupils and pensioners enjoy 90% discount; applicant inventors and designers enjoy 70% discount.

11 In 2010 launched a project for the establishment of the technology Transfer Center which aims at further commercialization of inventions, linking them to businesses and introducing to the market; Sakpatenti cooperated actively with the German International Cooperation Society (GIZ), universities and other educational institutions; Shared successful experience of other states such as Germany, Israel and the USA.

12 As a pilot project, from February 2012 in Sakpatenti is functioning technology and innovation transfer department; It is nearly to be finished the registration procedure of technology transfer center as an independent non profit (non commercial) legal entity; The founders of the center are representatives from educational, business, governmental sectors;

13 Main functions of the center Promotion of innovation and technologies; Promotion and support of the commercialization of inventions; Establish connections between business, universities and research institutions.
