2 APEC Regulatory Cooperation Regulatory cooperation is activities aimed to improve the efficiency and effectiveness of regulations, build public trust in regulations, and improve consumer confidence in globally traded products As there is no one size fits all approach to regulatory cooperation, APEC should agree on broad, overarching principles that can help guide cooperative activities within APEC towards successful, productive outcomes

5 APEC Tasking Statement for 2012 Regional Economic Integration Continue to implement the APEC Supply-Chain Connectivity Framework with a view to achieving an APEC-wide target of a 10% improvement by 2015 in terms of reducing of time, cost, and uncertainty of moving goods and services through the Asia-Pacific region, taking into consideration individual economy circumstances. In order to achieve this aim Continue to work on the APEC Regulatory Cooperation Advancement Mechanism on Trade-Related Standards and Technical Regulations (ARCAM) Implement specific recommendations to promote interoperable standards for smart grid, to facilitate trade in solar technologies through collaboration on standards and conformance, and to enable greater consistency and transparency in measures to support green buildings Promoting Liberalization of Trade and Investment in Environmental Goods and Services (EGS)

6 APEC Tasking Statement for 2012 Advancing Regulatory Convergence and Cooperation Undertake specific actions to develop, use, and strengthen implementation of good regulatory practices, including by ensuring internal coordination of rule-making, assessing the impact of regulations, and conducting public consultations Report on how the principles contained in the APEC Regulatory Cooperation Plan will be applied by relevant APEC fora and sub-fora; incorporated into the APEC budget management process; and promote cross-fora collaboration in APEC Strengthen food safety systems and facilitate trade

13 Forecast of TILF outcomes/deliverables for 2012 SCSC endorses concrete outcomes to prevent barriers to trade in emerging technologies in the area of innovations, Smart Grid, Solar (PV), Green buildings, ICT, Wine The SCSC 2012 work are aimed to promote implementation of APEC Regulatory cooperation action plan and sector-specific regulatory cooperation. SCSC work on GRP are contributing to outcomes on the Senior Officials work to advance implementation of GRP and regulatory cooperation SCSC expected significant outcome from the different workshops and educational activities

14 The Conference on equivalence of technical regulations and standards (SCSC APEC) 5-6 December 2012, Moscow, Russian Federation The main objective is to develop and implement the mechanisms to assess equivalence of the requirements established in national systems of technical regulating and standards for different groups of products A methodology should be developed to assess equivalence of technical regulations and standards (either their parts or requirements) in different industrial sectors based on: comparison of sets of requirements or separate requirements of different technical regulations and standards of different economies; comparison of indicators used in procedures of conformity assessment, primarily in international systems and standards, as well as results of conformity assessment of products to the established requirements when testing products for conformity The Conference will help to define the current possibilities and existing potential for further reduction of technical barriers to trade though development of new methods of mutual recognition of conformity assessment results by using the principles of equivalence of requirements
