Discussion of proposed working draft Assessment guidance for deinked pulp Parameters and measurement methods (N313) Alexander Schiller provided a presentation on ISO assessment of deinked pulp (N330). This is a proposed way forward for a deinking standard. The first principle is based on standard lab tests for deinked pulp. The ISO standard is focused on the final paper product according to optical and mechanical pulp properties and tries to find ways to better assess both. The key parameters to characterize in the methodology include deinked pulp quality are brightness/whiteness, luminosity (Y), color according to a* value (red greenness), and optical cleanliness based on particulate spread (A50/250. In speaking of assessment criteria, Mr. Schiller's proposal is to use brightness/whiteness values that are used in the industry when discussing quality of products along with the assessment criteria as shown in 5.3 of his presentation. In summary, recommendations include the following: Focus on assessment, not in deinking tests Paper grades according to the demands of recycled pulp Measurement on filter pads and handsheets from DIP Assessment of CIE whiteness, Y, a* and A 50/250 Assessment criteria on requirements that are already used in the market 3
4 Consideration of ash content in deinked pulp (DIP) and process yield to see how well DIP relates to deinking mill conditions The ERPC Deinking scorecard takes 5 parameters form deinking test and calculates a single value, a deinking score ranging from is deinkable, below 50 is categorized as not deinkable, 70 or above is acceptable. This allows the deinking results to be included in one parameter. Mrs. Brunner noted that the original intent was to have a series of documents with one main document providing a set of general requirements followed by the following parts: 1. Newsprint 2. Magazine paper 3. Fine paper, DIP 4. Tissue 5. Packaging and board Fogra agreed that it could contribute to the development of parts 1 3 but that it lacks the expertise for part 4 and 5. It was also considered that the parts could be considered and annexes rather separate parts. Mr. Lanat had a concern that instead of focusing on pulp/magazine deinkability the discussion was about deinked pulp. He noted that the paper industry already has a defacto standard in Ingede method 11. However, it was pointed out that this is a European standard and has no international implementation. Ms. Brunner stated that the idea is to provide a standard for quality control parameters for the raw materials for paper makers not the deinkability of the finished product. It was noted that very often users are required by their government to show that a product is sustainable. This standard would provide a means to meet this requirement internationally. There are currently many different methods to assess pulp but they are not standardized. The idea is to define an evaluation method for a print product which may allow a printer to show the recyclability of a specific printed product. Mr. Lanat stated that when sending to a gravure printer the paper and ink is mainly recyclable and using the method for assessing recyclability this works. Assuming the product is on the shelf, the pulp will be assessed for whiteness (specs/ash). The non recyclable pulp would be part of this assessment. Dr. Bertholdt stated that when performing tests with categories of printed products (and not a mix) then you find differences in the deinkability which provides a means to differentiate between different printed products. There is no procedure for the principles of a working process in a mill; the intention with this proposal is to assess the deinkability of a particular print product. Dr. Shimizu provided a presentation on establishing assessment guidelines for de inked pulp by sharing roles fulfilled by international standards and regional certifying bodies. Focuses on specific contents of standardization include: sharing roles by ISO and regional certification bodies, material oriented systems, and detailed testing procedures. He noted that the determination of what should be part of an ISO standard vs. national standards still needs to be determined. Dr. Schiller stated that deinkability is not just a question of paper and ink as separate assessments but that the two often work together and can be part of the same assessment. The question was asked if there are official requirements that address sustainability. Mrs. Brunner stated that based on the different printheads, inks and materials being used by manufacturers it is difficult to propose a standard procedure for all combinations. In addition, labeling is difficult to control and should not be part of this work as it can be better handled by regional standards. This could be a reference document for certification schemes in different countries. 4
5 Mr. Lanat stated that it is important to consider EN643 as a model for a paper grading system that would be relevant for deinked pulp. There followed a discussion about the taxation of printed products in Denmark and France. The French model feeds such tax revenues back to municipalities to help them support local recycling programs; in Denmark the proposed tax to be voted on in January 2015 is simply about raising revenue. Mr. Bernard commented that any tax on printed materials should be opposed. Action Item 14 19: Lanat to reach out to eco folio group who developed the basis of the French tax on print to put forward their document as the basis of an ISO/TR The objective would be to use their recycling criteria as a guidance document for other entities., The title and scope of the document were edited and it was agreed to add requirements from the Fogra proposal that was distributed as N334. Action 14 20: Brunner to edit document to include requirements form the Fogra document N334 Action 14 21: Orf to distribute the updated deinking document for a 30 day review. 7. Possible NWI: Guidelines to determine the power consumption of digital printing devices (Andy Kraushaar) Andy Kraushaar provided a presentation on assessing the energy efficiency of digital printing technologies. His proposal is to provide a guideline for the determination of operational power consumption of digital printing machines. This proposal would also provide guidance to unambiguously define the energy efficiency of digital printing systems. Fogra would participate in the development of this document (N333). Ms. Brunner noted two key reasons for moving forward with this document. It provides guidance for PSPs when investing in printing devices, could be of interest to print buyers, and creates pressure on manufacturers to improve energy efficiency of machines. It was agreed to add this document as a preliminary work item for WG11. Mr. Lanat then questioned the expertise of TC130 in pulp issues and pulp testing methods. It was agreed that we do have the expertise to write the framework document and once more technical requirements are needed a Joint working group could then be formed. 8. Discussion of proposed revision to DR#5 of Quantification and communication for calculating the carbon footprint of e media (N319) prior to further development within JWG15 (Nakamura) Dr. Nakamura provided a presentation regarding the creation of JWG15. The joint working group has been formed and ISO has been assigned for development. He proposed changing the working group name to Environmental Impact of e media. Discussion of methodology: With regard to e media one e book is not housed on just one server but on many throughout the world. Based on this it is felt that distribution should not be optional. Possibly the inclusion of assumption of product life in distribution could be an option. There was a suggestion to include a requirement within the functional unit to explain the likely distribution and traffic load (data and archiving). This could be covered under the uncertainty requirement. JWG15 will further refine these ideas as part of its efforts. Action 14 22: Nakamura to determine how Apple calculates customer use and cloud storage in calculating GHG emission for e media 5
6 There was a discussion of whether to use the term life span vs. life cycle or to use both together. Life cycle suggests that an electronic media entity reaches the grave at some point, which it does not as it has an infinite life. The end of life for digital media is when it is deleted which differs from printed products where the raw material still exists and can be reused for another product. It was agreed to use life span emissions and to explain the use of the term and its meaning in the document's introduction and scope. Action 14 23: Brunner/Nakamura to schedule the first JWG15 teleconference. Action 14 24: Brunner to contact BSI to request support for JWG Discussion of AI response (paper profiling) Luc Lanat reported that there is no intention to standardize paper profiling as this is already being developed in TC6. The EU timber regulation requires too many demands; most companies already fulfill the requirements. No input from paper profilers companies there is no interest to but is useful issue can be described under request. 10. Liaison reports: IEC/TC100 TA13, TC 207, TC 122 (written reports invited) 10a TC122 SC 4 (N317) 10b TC207 SC7 (N318) Liu Mei reported that TC207/SC7 has set up an ad hoc group to remove the communications part of ISO/TS and to create a separate document on footprinting in general. This would be a generic document that deals with water and carbon footprint that any industry sectors could use. Mr. Lanat expressed concern that the printing industry's interests would be properly represented. Once this document is available it will be circulated to WG11 for review and comment. 10c IEC/TC100 TA13 (325) Dr. Nakamura suggested changing the name of JWG15. It was agreed that the decision will be made within the JWG. 11. Discussion of NWI proposals (written proposals invited) ISO/TC 130, at the request of WG11, resolves to add a NWIP (Stage 10.00) for the development of an International Standard on "Graphic Technology Assessment guidance for the recyclability of paper-based printed matter Deinkability evaluation" to its program of work. The project leader will be Laurel Brunner. ISO/TC 130, at the request of WG11, resolves to add a NWIP (Stage 10.00) for the development of an International Standard on "Graphic Technology Guidelines to determine the operating power consumption of digital printing devices" to its program of work. Future meeting plans It was agreed that TC130 WG11 will request one half day for next meeting in May 2015 in Bologna, Italy to be followed by a half day for JWG Adjourn Mrs. Brunner thanked everyone present and Debbie Orf for providing support.
