5 Research, & Science Diplomacy R&I is a driver of smart growth and sustainable socioeconomic development in developing, emerging and industrialised countries is the substance of effective science diplomacy in support of broader diplomatic relations with countries and regions - also in times of crisis (when other forms of cooperation are more difficult to pursue)

8 New strategy for international cooperation in research and innovation Need to engage more actively and strategically in international cooperation: Three main objectives: Strengthen the Union's excellence and attractiveness in STI Tackle global societal challenges Support the Union's external policies Combining openness with better targeted actions Strengthened partnership with Member States Stronger contribution of research and innovation to enlargement, neighbourhood, development, trade, foreign EU policies

9 STI in support to the EU external relations: a) EU Neighbourhood developing a common 'Knowledge and Space'), including: EaP: support to regional 'platforms' (EaP INCONET) and bilateral R&I policy dialogues (S&T Agreement with Ukraine; Moldova accession to FP, ) Southern Mediterranean/Middle East: support to regional platforms and networks (ERANETMED, MEDSPRING) + debate on Art.185, ongoing S&T Agreements (Algeria, Egypt, Jordan, Morocco, Tunisia)

10 STI in support to the EU external relations: b) Strategic Partners S&T Agreements with: Australia, Brazil, Canada, Chili, China, Korea, India, Mexico, New Zealand, Russia, South Africa, USA (in addition to those with neighbourhood countries) And related platforms, networks, projects.

11 STI in support to the EU external relations: c) inter-regional cooperation Policy dialogue and platforms on STI cooperation with: ASEAN Central Asia Gulf LAC Pacific (in addition to ENP mentioned earlier)

12 Science for development Science, Technology and are means to foster development by enhancing human potential and infrastructures, and designing new services and products. Research also provides evidence in support of development policies both on cross-cutting issues (such as poverty eradication) and sector-specific actions. Addressing relevant challenges for development, through STI Agriculture and food security Water management, impacts of and adaptation to climate change Health diseases Energy, including renewables for example, by building partnerships such as Africa-EU Partnership for Science & EU-Africa High Level Policy Dialogue

13 International Cooperation in Horizon 2020 General opening Horizon 2020 open to participation from across the world Revision to the list of countries which receive automatic funding Targeted activities in societal challenges and industrial leadership Projects with required or preferential 3 rd country participation Joint calls, delegated management, ERA-NET, Art 185 Excellent science Marie Skłodowska-Curie Fellowships: strong international dimension Development of global research infrastructures (Carnegie Group) ERC open to researchers from all over the world: research to be carried out mostly in Member States or Associated Countries Dedicated cross-cutting actions within Challenge 6 Inclusive, Innovative and Reflective Societies Support for to policy dialogue with key countries and regions Networking and twinning activities Coordination of EU and MS/AC international cooperation policies Strengthening of European presence in international partner countries

14 Thematic targeting Starting point: Horizon 2020 societal challenges and enabling technologies Identify areas based on analysis of a set of criteria of the EU and potential partners: Research and innovation capacity Access to markets Contribution to international commitments, e.g. MDG, Rio+20 Frameworks in place to engage in cooperation (EU, international partners and MS) including lessons learnt from previous cooperation

16 Policy instruments Instruments more strategic use of S&T agreements with key third countries strategic partnerships increased synergies across EU programs, more visibility for STI in general cooperation frameworks Funding instruments collaborative projects (third country participation required and/or taken into account in evaluation) networking between existing projects joint initiatives of Union and third countries: coordinated calls, contribution of Union to third country/international organisations, ERA- Net, Art.185 Information gathering (multiple sources: ERAWATCH, OECD, UNESCO, EEAS Delegations and Counsellors, )

17 Coordination and Partnership with Member States Coordination with other EU policies and instruments external policies (including development policy) external dimension of other Union policies (e.g. environment) Coordination with International organisations and multilateral fora EU activities must add value and complement those of Member States

18 Promoting common principles Promote level playing field for international cooperation Set of mutually agreed principles to generate trust and confidence Issues: research integrity, peer review, role of women in science, research careers, fair and equitable treatment of IPR, open access

19 Some reflections on venues forward: Interdisciplinarity goes International, and viceversa we need to strenghten both interdisciplinarity and international cooperation as cross-cutting dimensions of all programmes, as well as WITHIN each other: interdisciplinarity IN international cooperation activities as the world is too complex and diverse for exclusively monodisciplinary efforts; international cooperation IN/OF many interdisciplinary efforts as most of the problems addressed by FP research do not stop at European borders
