3 Awareness of Admin. Burdens Openness and Transparency: ARRA reporting: Jobs and more Transparency Act: subcontracts Many additional compliance requirements since A21 cost cap in 1991; Faculty Burden Survey: Top problems Research progress reporting and Human Subjects compliance, among others 3

5 Standard Research Progress Report Approved and is now ready for individual agencies to adopt; /rppr/index.jsp Will also assist with the STAR Metrics* project; Science and Technology in America s Reinvestment Measuring the EffecT of Research on Innovation, Competitiveness and Science 5
6 Science of Science Policy Research devoted to creating an evidence base for policy decision making and R&D investments; STAR: Science and Technology for America s Recovery Recognition that ARRA reporting requirements difficult for S&T grants for a number of reasons Development of a data enclave which will lead to better data on R&D investment impacts. 6
7 ARRA reporting and STAR Important University Government Partnership FDP pilot was a success; (thank you!) Poised to expand reduces burden hours and provides quality data for recovery.gov NIH, NSF initial agencies but will expand to others 7

9 What about A21? OSTP has 3 goals in this arena: Reduce the administrative burden on scientific researchers, thereby increasing research productivity and maximizing the investment of research dollars towards competitive and innovative science; Accelerate the transition of scientific and technological breakthroughs from the lab to the marketplace, which can lead to new cures, clean sources of energy, and the industries and jobs of the future; Support the retention of early career academic science and engineering researchers, particularly women and underrepresented minorities. 9
10 A21 continued Project management assistance? FDP efforts will be extremely helpful here; Technology commercialization/technology transfer activities? Question: how to influence this? Are these appropriate considerations for A21? Assurance of family/friendly benefits for principle investigators. (Current dialogue with OMB on these issues) 10
11 Research Business Models Developed policy on Multiple Principle Investigators and instituted Uniform Terms and Conditions of Awards; Just released standard Research Performance Progress Report; Interested in looking further at compliance issues, administrative requirements thus yesterday s session; Implementation of Public Access Policy? 11
12 Human Subjects Regulations OMB/OSTP is beginning background research on the Common Rule, joining efforts already begun by OHRP and others: Is it suitable for protecting human subjects in today s scientific research climate? What about multi-site studies and IRB review? What about minimal risk studies are too many of these are receiving full IRB review? What about information risk? What about Consent forms? What about varied guidance among different agencies? Is this a problem? 12
