2 The 2017 Annual Public Sector Innovation Conference will take place on 30 and 31 August 2017 in Cape Town. Now in its 11 th year, the Annual Public Sector Innovation Conference has grown into a unique event of unassailable stature as a platform for robust discussion, learning and sharing on innovation amongst public officials and other key stakeholders. The conference positions innovation as an indispensable enabler and a critical catalyst to improve government s performance in service delivery and clean governance within the context of the 4 th industrial revolution. The conference will enlist a broad spectrum of leading minds and key experts who will share their profound knowledge and expertise in contemporary trends on service delivery innovation within the context of the 4 th industrial revolution. THE THEME The theme of this year s conference is: Positioning Public Sector Innovation for the 4 th Industrial Revolution Within the context of on-going service delivery challenges, this year s theme reaffirms the enormous and fundamental role of innovation in achieving the aspirations of the National Development Plan by improving the lives of the citizens. Development, however, does not happen in a vacuum. Innovation will therefore be contextualised within the broader 4th Industrial Revolution.

3 RATIONALE We have entered the Fourth Industrial Revolution. This, according to Klaus Schwab, founder and Executive Chairperson of the World Economic Forum (WEF) is a technological revolution that will fundamentally alter the way we live, work, and relate to one another, transforming it in a scale, scope, and complexity that will be unlike anything humankind has experienced before. According to the WEF, being innovative is the only way in which countries can be competitive and cushion themselves against the various turbulences of modern life. This presents a major challenge for the public sector to re-invent itself within the restrictive rule-bound environment. The 4 th Revolution requires a different type of thinking and cannot be confined to certain parameters that impede public officials, in all spheres of government, from innovating and solving myriad service delivery challenges communities face. The case for the adoption of innovation in the public sector has been made over the years within the global space. Closer to home, challenges such as water shortages has led to hackathons like Hack4Water in pursuit of innovative solutions. To break free from the prevalent service delivery quick-sands, the public sector will have to work even harder, in partnerships, to discover more innovative and costeffective solutions that can solve contemporary service delivery challenges. This will entail taking advantage of the rapid explosive development in the ICT and science and technology industries and other available sources and mechanisms to provide an innovative, reliable multi-channel access to vital services as expected by the modernday citizenry. Adopting this approach will ensure survival in the 4 th industrial revolution.

4 PURPOSE OF THE CONFERENCE The purpose of the conference can be summed up as follows: To provide delegates with an ideal platform to passionately engage and share knowledge and expertise on the critical value and impact of innovation as a vehicle for guaranteed service delivery improvement. To further the campaign of promoting the culture and practice of innovation in the public sector in order to find contemporary ways of delivering services to the citizens. To provide delegates from all spheres of government, business, academia and civil society with an ideal opportunity to share practical experiences and knowledge on modern trends of innovation. To unpack public service innovation and its unique nuances, that is, how it unfolds, its challenges and how they can be overcome. To showcase award-winning projects that have been successfully replicated and those with a potential for replication.

5 SUB-THEMES 1. Positioning the Public Sector for the 4 th Industrial Revolution. The 4 th industrial revolution will be characterised by explosive developments in technological penetration of a speed never witnessed before. This will phenomenally revolutionise the way in which citizens interact with their environment on a daily basis. This sub-theme will shine the spotlight on modern day innovative trends with a view to ensure that government moves alongside the private sector in terms of service delivery channels available to citizens. 2. Replication and mainstreaming of innovative projects and solutions: Critical success factors Replication of innovations is essential to ensure public sector-wide impact in terms of service delivery efficiency. However, the replication and mainstreaming of many public sector innovations is hamstrung by many factors. This session will enlist experts that will constitute a cross-sectorial panel to reflect on these key subjects and impart their experiences on replication and mainstreaming of these innovations. The panel will further highlight critical success factors to ensure the benefits are felt. 3. Showcasing creativity and innovation in service delivery Of the many innovative solutions that have emerged from the public sector, some of them have been replicated and scaled up with considerable success. Under this sub-theme, delegates will be treated to a practical and engaging session where award-winning solutions from the Public Sector Innovation Awards Programme, some of which have been replicated and scaled up, will be showcased and elaborated upon for all to learn and share.
