3 The initial objective of this initiative has been to transfer and apply electronic techniues for restoring cultural heritage on a clustering basis. The main point to highlight in this experience has been the fact that different elements and parts related cultural heritage have started to work together. In this way companies producing machinery and restoration service have started to work with technology suppliers. The consensus and the interaction between all agents involved in some sense in cultural heritage, especially with technological innovation for cultural heritage has been the keystone to define a common strategy and methodology of work. Companies belonging to restoration sector, Research institutes, Professional organisations, Technology transfer agencies, Universities, the National Research council, together with public and religious authorities have been the key actors in these successful experience. The main phases of the process have been: Analysis and identification of the main participant agents to be successful in the definition of the project. Establishment of a co-ordination system between the involved agents. It can be considered as a cluster of Innovation Survey on possibilities and opportunities. Identification of concrete actions to be implemented. The main results can be showed from two different points of view: 1. Functional. Definition and implementation of a pilot action Active participation and commitment of businesses and research centres involved own financing. Skills integration (research centres, production and services companies, restoration institutions and laboratories). Trasnational agreements. 2. Results. The main result has been the integrated work of different agents dealing with restoration cultural heritage and technology. They are: research centres production and service companies, restoration institutions and laboratories. As a result of this integrated and coordinated work the following activities have been possible: Development of demonstration prototypes of opto-electronic technology for cultural heritage: o 3D Scanner o Colour and IR reflectography unit o Nd: YAG compact laser system for cleaning metal artiworks o Automatic environmental conditions measurer. Analysis and experimentation in diagnostic research pilot sites: Pisa and Florence in Italy, Toledo in Spain. Development of demonstration prototypes Exploiting the results Report on cultural heritage technology and application methods for diagnostics and intervention. Joint participation of the Cluster in fairs specialized on the sector. REVERDY ASSOCIES 3

5 Initial diagnostic Factors which have contributed to the launching of the experience The start point of the process come from the followings handicaps within the cultural heritage sector: The lack of integration between scientific and technical competencies in research centres and industry and the expertise of cultural heritage professionals. The intervention methods are not always based on diagnostic investigations The lack of protocols The lack of knowledge of the real opportunities of the market. The necessity of specialised information The traditional characteristics of the sector versus innovation, particularly in the case of the Institutions in charge of the heritage preservation. As a result of these needs it has been develop a project in connection with RITTS Toscany Action Plan in terms of creation of cluster of innovation through: o Demonstration projects o The establishment of technological international partnership o Close relationship between public and private sector( research organisations and companies) to develop R+D activities in a cooperative way. o Relations with Cultural Institutions in charge of conservation (which are in fact the demand). Support coming from the European Commission through the RIS+ Toscana Project. 6 Strategy Selected objectives Collaboration between public and private agents to transfer knowledge from research centres to companies in order to produce high-tech opto-electronic products and innovative services in the field of cultural heritage and in particular in the conservation and restoration field. Within this general objective it has been pursued to produce and transfer technological prototypes successfully experimented in laboratories, on key works of arts and architectures. Collaboration to carry out specific experiences and to generate a trust environment. The final objective is to develop new products and services allowing technological applications to be diffused on a regional, national and international basis. Aimed territory and/or population Tuscany region and in particular on the cultural heritage sector. Schedule The implementation project has been one year and a half. Methodology and project managing (process, method, specific tools implemented, human resources raised ) The specific task implemented have been: International analysis of the sector (technologies used, subjects, activities Definition of participants. The initial step of the project has been devoted to enlarge the number of partners of the initially partnership. The definition of activities to be implemented during the design phase Experimentation and comparative testing of technologies Implementation in a final product configuration Activities devoted to custom-build technologies according to different local contexts. Demonstration and promotional activities Establishment of recommendations to develop a standard protocol for uality in the conservation and safeguard cultural heritage field Experimentation of training activities Diffusion of results. 8 Results up to date Which are the beneficiaries touched? The cultural heritage sector in Tuscany Is the "experience" seen as a success? Yes, In fact as a result of the successful result it is intended to continue and to extend the experience in this field to other centres and to create an entrepreneurial association in order to transfer the technology to the rest of companies. One of the key aspects of the experience has been the increase of the number of partners Main strong points of the process? Integration of different and complementary competencies between research centre, service and production companies and restoration laboratories and institutions, in the cultural heritage field. Commitment between interested agents, assuring their active involvement and the participation of the different levels of responsibility Importance of co-ordination and direction role played by the Regional authorities. Active collaboration between public and private sector in order to consolidate research, products and services in the cultural heritage field. Detailed analysis of the real opportunities existing around technology for cultural heritage. The active participation of research centres The active involvement of companies The interest of public authorities to integrate the innovative solutions to the management of the cultural heritage. Obstacles encountered in the implementation of the experience? The initial delay in the launching of the project for political reasons (political change) The increase of partners in the project has reuired more time to close the administrative and contractual reuirements of all the participants. 9 Transferability Degree of exemplarity for the Exchange Fair? The experience shows new opportunities created by this cluster or network created integrated by research centres, public laboratories and companies in the cultural heritage sector. Concretely, the transferability will contribute to: The valorisation of the results The development of this pilot experience and The diffusion of results trough internet site The promotion of results trough the development of an European network. Necessary conditions for the transfer to succeed? Existence of an important cultural heritage sector and interest and commitment of all agents involved trough value chain. Project holder capacity to encounter an exchange process? Trough the implementation of this project a key role has been paid on abroad collaboration (with other European regions), diffusion and transfer of experience. REVERDY ASSOCIES 9

10 General opinion of the expert on the interest of such an experience for the Exchange Fair Opinion on the selected theme (clusters; recomposing territories; relations between industrial development- and the environment) This experience is key example of clustering initiative in which the interaction between SMEs of a particular sector together with the direct involvement of public sector is being decisive to promote the all the related industry. The combination of all direct and indirect related resources and skills has been key for the achievement of foreseen results. In fact opto-electronic technology will allow to develop new services and activities in cultural heritage sector. This experience is also key, because it has allowed to combine the internal relationship between involved agents (public and private) within the international one.
