9 How dark is dark? Some deeply unpleasant uses of ICTs But depends much on the perspectives adopted The more I know, the more my views have changed How do we deal with Social and sexual material? Human trafficking and slavery? Political revolution? Attempted destruction of critical infrastructure? The importance of creating both social and technical resilience.
10 Transparency and capacity Need to build openness and transparency on security issues Importance of open public debate Real need for training Professionals Wider public in safe use of Internet Digital security is everyone s responsibility Need for dialogue between governments and citizens

12 Why use mobiles to empower development? Only 55% of the world s population have access to mobile connectivity many more people need to be connected so that they have the potential to access this channel and its associated benefits. For many people mobile is the only ICT channel through which they can access digital information. There is a growing set of resources available via mobile for development.
13 Why use mobiles to empower development? Mobiles can have a particular advantage in accessing marginalised groups, including women, remote communities, people with disabilities, refugees and IDPs. Mobiles are a vital part of engaging effectively with the SDGs. Mobiles provide unique opportunity for gathering data and knowledge for development through rigorous monitoring and evaluation The scale and availability of mobiles means it is possible to roll out development initiatives effectively and at good value.
14 How to use mobiles for empowering development Champion m-powering Development with decision makers at the highest level of government. Ensure that all relevant government departments are committed to the initiative, and engaged at a relevant senior level. Prioritise measuring impact from the outset to improve the effectiveness of investments. Recognise that context is crucial there is no universally applicable solution or best practices. Prioritise collaboration and integration across sectors. Focus on identifying the ways in which opportunities can be scaled and sustainability ensured by designing initiatives at scale from their original conception
