2 Finnish Innovation Policy in a nutshell Finland was a late-industrializing country which adapted foreign technologies to local conditions (paper mills, textiles, electronics, etc.) Innovation activities were incremental development in local communities. Universities and research institutions did not have a major role in Finland s industrialization. Since the 1980s, there has been a determined policy push to promote science-based innovations (=STI model). Increasing R&D investments, development of the university system and the commercialization of research results have been key goals in the innovation policy
