4 1. Introduction A macro-regional strategy for the Adriatic and Ionian region (EUSAIR) 1 aims at bringing a new impetus for co-operation and investment to the benefit of all involved territories. Moreover, the EUSAIR is intended to significantly contribute to the EU integration of the candidate/potential candidate countries in the region. This strategy aims to promote sustainable economic and social prosperity of the Adriatic and Ionian region through growth and jobs creation, by improving its attractiveness, competitiveness and connectivity while at the same time preserving the environment and ensuring healthy and balanced marine and coastal ecosystems.eusair has integrated the Maritime Strategy for the Adriatic and Ionian Seas adopted by European Commission 2 into a wider Strategy that extends beyond the maritime dimension also covering the hinterland. The project NEtworking for the development of maritime tourism at EUSAIR level NEMO is implemented by highly skilled partnership consisted of University/Scientific Research Centre, Public Authorities involved in IMP policies and Regional Development Centers from Italy, Croatia and Greece, covering internally all necessary competences to implement Institutional, Environmental and Socio- Economic state of the art and to develop scenarios for fisheries related tourism in the Adriatic/Ionian Regions. 3 The project focuses onfisheries relatedtourism, which can be defined as a set of tourism-related activities carried out by professional fishermen in order to differentiate their incomes, promote and valorize their profession and socio-cultural heritage, and enhance a sustainable use of marine ecosystems, by means of boarding non-crew individuals on fishing vessels. Fishing tourism has received increasing attention in recent years, and several national and international projects have included this issue among their key actions. However, although very promising, the fishing tourism sector is still in its infancy stage at the COM/2012/713 Final. 3 See Annex I. 5 EUSAIR level. The high socio-economic and conservation potential of fishing tourism demands for a better regulation, coordination and integration of the sector, at the regional, national and international level. This analysis of the prospects for growth and implementation of fisheries related tourism activities in EUSAIR level aims to provide a strategic direction and strengthen the guidelines of the Adriatic and Ionian macro-region towards the Blue growth and the development of sectors that can ensure sustainable growth and increased employment. Foresight at a regional level can play a catalytic role in the establishment of initiatives and framework conditions conducive to innovation (in the broadest sense). Regional foresight may be used to monitor performance and suggest improvements and changes in the course of implementation. It contributes to the strengthening of regional identity, not least in the transition to post-industrial, knowledge-based regional economies. The need for more widespread structured forward thinking at regional and local levels, connected with Foresight activities at national and EU levels, is highlighted in the Communication on the Regional Dimension of the European Research Area.It emphasises that, together with innovation and education and training, research brings a new message to regional economies, allowing for new forms of advancement keeping pace with local but also international developments. Based on joint Foresight activities, inter-regional cooperation between regions facing similar challenges as well as within macroregions (such as, for example, the Mediterranean, the Adriatic-Ionian etc.) could help to achieve the full potential of the European Research Area. After foresight methodology are presented the results of the foresight exercises and workshops held in 3 countries: Croatia, Greece and Italy. Foresight methodology FORESIGHT: SOME DEFINITIONS FORESIGHT is a systematic, participatory of catalysing future intelligence, and of creating medium or long-term vision, focused on present decisions; a process of coordinating joint actions[ ] Foresight is a non-deterministic, participatory and multidisciplinary approach. It can be envisaged as a triangle combining "Thinking the Future", "Debating the Future" and "Shaping the Future". (FOR-LEARN Online Foresight Guide) 4 Foresight is a natural human activity that companies and individuals have always practised. However, it is now used in a formalized way as a viable policy tool by governments, regional organisations and others to help frame policy for science and technology, and to address wider concerns affecting social aspirations. How a Foresight activity is created, managed and interpreted has a profound influence on its success. Foresight involves constructively bringing awareness of long-term challenges and opportunities into more immediate decision-making. Foresight can be implemented so as to provide valuable inputs to strategy and policy planning in regions, municipalities or localities, as well as to mobilise collective strategic actions. 8 THE PROPOSED STEPS TO RUN THE EXERCISE Figure 2: Proposed steps THE STAKEHOLDERS: INVOLVEMENT AND ENGAGEMENT In order to render your foresight exercise relevant, make sure you have invited all relevant stakeholders of the fisheries related tourism in terms of competences and theme and according to the NEMO stakeholders identification results. Public Bodies (regional authority, municipalities etc.) Fishermen Tourism operators Academia (universities, R&D Institutes, agencies) Catalyst Institutions (agency, FLAG ) An optimum size of the group varies between 15 and 30 participants. 10 Consider the most important strengths, weaknesses, opportunities and threats. 2. Factors influencing the central issue Ask the peers to name 2-3 factors influencing the central issue and to write them on cards. These could be: governmental policy, financing, services, environmental, research issues trends etc. Try not to induce your own opinion on peers, just give them neutral examples. Pin the cards on the board, discuss them with the peers Write all factors on a flipchart sheet and ask peers to decide on their relevance and impact. Start with the relevance: give peers 3 (or 5, depending on the number of factors, anyhow should be an uneven number) dots and ask them to divide them among the listed factors. The more relevant they consider the factor the more number of votes they should award to it. All combinations are possible: 3 votes for one factor, 2 votes for one factor and 1 for another; 1 vote for 3 factors (similar procedure with 5 dots). Repeat the procedure with impact: the more they assess the impact of a specific factor on the central issue, the more votes they should award to it. In order to render the relative importance of factors more outstanding multiply the results for relevance and impact and rank the factors accordingly. Elaboration of the scenario(s) Discuss with the peers the scenario(s). This should be a free moderated discussion. In order to guide the answers ask questions like: what would be the consequences if this combination of factors occur? What will be the positive impact? What will be the negative impact? What should be strived for? What should be avoided? Write down all contributions and aggregate them in a descriptive manner. Give a suggestive title to the scenario. Should you wish to elaborate only 1 scenario, it is advisable to choose from among the sub-optimal ones; should you wish to elaborate 3, it is advisable to choose only 1 sub-optimal, but final decision depends on the peers. Foresight exercises workshops The goal of the foresight exercises held in 3 countries: Croatia, Greece and Italy, was the identificationof gaps related to the development of fishing tourism activities at EUSAIR area, to provide a perspective of development in the areas on which the project NEMO has focused its attention, namely institutional, socio -economic and environmental. During the meetings was conducted a diagnosis and SWOT analysis on tourism related to fishing according to an institutional, environmental and socioeconomic point of view. Based on the results of the SWOT analysis, it has been defined as the main problem and, through a voting system with given score (scale of -5 to + 5), it also have been identified the key factors on the basis of their relevance and impact. 14 + Legislation + Condition of biological resources - Condition of biological resources - Legislation Scenario I (Quadrant I) This scenario leads to a switch from commercial fishing to fisheries related tourism, which brings to preservation of good condition of resources through reduction of fishing effort. Both variables financially favorably affect on involved stakeholders. Furthermore, it positively effect on economy of the service sector. Scenario IV (Quadrant IV) Inadequate legislative represents a barrier for fisheries related tourism because it affects demotivating to engage in this field of economy and the fishermen prefer to stay on their primary activity - commercial fisheries. Even though the state of biological resources is well, excessive fishing effort will have a negative impact over time on the state of the resources. Scenario III (Quadrant III) Inadequate legislative related to fisheries tourism and poor condition of resources potentially could lead to a further increase of negative effects on the biological renewable resources because fishermen will stay on their primary activity - NEMO project FORESIGHT ANALYSIS & ROADMAP for FISHERIES RELATED TOURISM Page 14
15 commercial fisheries and even increase fishing effort in order to maintain profit. Those negative effects can be determined in the negative changes in composition of the community and population structure (decrease of biomass index, growth overfishing, changes in trophic levels, etc). In addition, negative changes manifest negatively both for participants in commercial fishing and for the other related sectors. Because of the inadequate legislative the negative affect on exploiting communities will continue because it is demotivating to switch from commercial fishing to fisheries related tourism. The central issue of the foresight exercise according to the SWOT Analysis was the poor state of biological resources and competitive relations between the commercial fishing and fisheries related tourism. 17 ITALY ThescenarioMatrix Choose the first two factor affecting the central issue the most and place it in Cartesian system Tourist attractiveness of the area Strong political will to support the dissemination of such activities Lack of economic advantage Lack of cooperation This analysis showed that, from the environmental point of view, the quality of the environment and climatic instability that influences seasonal activities, appear to be two elements of threat to the development of tourist activities related to fishing in the EUSAIR regions. From the socio-economic perspective, what has a high negative impact on the development of the sector it s the lack of funds and economic support for the adaptation of the fleet, the lack of cost-effectiveness, cooperation, training for fishermen, aggregation supply and networking among the various actors and the reluctance of operators to innovation. Finally, from the institutional point of view, the limitations and restrictions of the current legislation and the lack of control and NEMO project FORESIGHT ANALYSIS & ROADMAP for FISHERIES RELATED TOURISM Page 17
18 monitoring of the pilot actions and unfair competition of unauthorized operators are additional elements to the sector development. Scenarios Interesting ideas have emerged from the meeting that led to the definition of the action plan of which it offered a brief description. It was agreed on the need for an amendment to the national Regulation on the activities of fishing tourism and related tourism. It is also underlined the need for modernization and adaptation of the existing fleet (including funding directed to fishermen of new vessels dedicated exclusively to tourist activities) through funds for modernization and adaptation of the existing fleet - FEAMP (together with the financing of new vessels dedicated exclusively at tourism activities always to the benefit of the fishermen). The roadmap provides for the development, the incentive and financing of related activities (B&B, tourist welcoming, catering, direct sales) and the definition of areas dedicated to small-scale fisheries and fishing tourism activities (including synergies with AMPs). It is also important promoting cooperation and networking between different actors through the funding of integrated projects. It was planned to build a web platform for the promotion of tourist activities related to fishing (web support) and affirmed a training dedicated to fishermen for the provision of tourist services connected to fishing (training packages within professional institutions). From what emerged in the discussion, it was agreed on the financing of joint marketing campaigns at regional and transnational level and on the implementation of a marketing of tourist supply focused on specific target of consumers. All must go through a strengthening of Social Cohesion of coastal areas (through actions that aim Social Cohesion ) and on the restoration and enhancement of buildings and structures related to fishing tradition and the exploitation of maritime culture through the creation of festivals, exhibitions, tasting, cultural initiatives etc. All NEMO project FORESIGHT ANALYSIS & ROADMAP for FISHERIES RELATED TOURISM Page 18
19 these elements are certainly coordinated in a wider and more general assumption of awarding best practices. On the transnational / cross-border side, the effort will focus on the incentive and funding for the creation of structures to support the start- up of diversification activities (desk) and the monitoring of diversification activities (observatory). Roadmap Roadmaps include simple forecasts, scenarios, strategy, and plans, but go beyond such tools in three ways: they emerge in a collaboration network of multidisciplinary and competing experts, they emphasize uncertainties and challenges as much as probable and preferred futures, and they have long-term time horizons (commonly 5 to 15 years is common) by comparison to traditional forecasts and plans. The roadmap for fisheries related tourism at EUSAIR level is to support diversification inside or outside commercial fisheries, lifelong learning and job creation in fisheries and aquaculture areas. This will be strengthening the role of fisheries communities in local development and the governance of local fisheries resources and maritime activities. EU - Common Fisheries Policy The Common Fisheries Policy (CFP) is a set of rules for managing European fishing fleets and for conserving fish stocks. Designed to manage a common resource, it gives all European fishing fleets equal access to EU waters and fishing grounds and allows fishermen to compete fairly. Stocks may be renewable, but they are finite. Some of these fishing stocks, however, are being overfished. As a result, EU countries have taken action to ensure the European fishing industry is sustainable and does not threaten the fish population size and productivity over the long term. 22 The CFP was first introduced in the 1970s and went through successive updates, the most recent of which took effect on 1 January Aims of Common Fisheries Policy The CFP aims to ensure that fishing and aquaculture are environmentally, economically and socially sustainable and that they provide a source of healthy food for EU citizens. Its goal is to foster a dynamic fishing industry and ensure a fair standard of living for fishing communities. Although it is important to maximise catches, there must be limits. We need to make sure that fishing practices do not harm the ability of fish populations to reproduce. The current policy stipulates that between 2015 and 2020 catch limits should be set that are sustainable and maintain fish stocks in the long term. To this day, the impact of fishing on the fragile marine environment is not fully understood. For this reason, the CFP adopts a cautious approach which recognises the impact of human activity on all components of the ecosystem. It seeks to make fishing fleets more selective in what they catch, and to phase out the practice of discarding unwanted fish. The reform also changes the way in which the CFP is managed, giving EU countries greater control at national and regional level. 23 The CFP also includes rules on aquaculture and stakeholder involvement. This roadmap could be useful as a basis for the preparation of an action plan and policymaking for the Adriatic and Ionian macro-region. According to our analyses (institutional, environmental, socio-economic) there is a high potential for fisheries related tourism,which can contribute to development of rural areas by providing employment and by contributing to the preservation of traditional, cultural, ecological and ethnological values.crews of the fishing boats and fishing family must be properly trained and informed, so that they could be able to respond to all inquiries especially about environment protection, safety, hygiene, fishing, communication and tour. Fishermen who will be occupied in fisheries related tourism need training in order to develop skills and knowledge in training topics as new technologies in fisheries and related activities to fisheries. Because of poor promotion of this type tourist service, designing and creating a communication network between fishermen, tourist agents and visitors are crucial.fishing localities can launch joint marketing campaigns with other destinations in the region- collaboration can yield mutual benefits. There is a strong need for state and EU support to fisheries sector, particularly for modification of vessels for tourism, training and marketing activities. The diversification of fishermen s employment is one of the main goals of EEF Axis 4 supported byfarnet and all the maritime. Blue Growth policies should include it in their plans.the Adriatic and the Ionian region is a tourism destination that still requires a considerable amount of work in order to be fully recognized, given that the European Union is paying particular attention to this area. From a Maritime Strategy to a Macro-Regional Strategy for the Adriatic and Ionian Region NEMO project FORESIGHT ANALYSIS & ROADMAP for FISHERIES RELATED TOURISM Page 23
24 The EUSAIR mainly revolves around the opportunities of the maritime economy - 'blue growth', land-sea transport, energy connectivity, protecting the marine environment and promoting sustainable tourism sectors that are bound to play a crucial role in creating jobs and boosting economic growth in the region. The starting point for this is the Maritime Strategy for the Adriatic and Ionian Seas, adopted by the Commission on 30 November 2012 and now incorporated into the Strategy. This is the first EU 'macro-regional strategy' with such a large proportion of non-eu countries (Albania, Bosnia and Herzegovina, Montenegro and Serbia) cooperating with EU countries (Croatia, Greece, Italy, and Slovenia). A pair of countries one EU country and one non-eu country- coordinated the development of each element of the Action Plan: 1. Greece and Montenegro on "Blue Growth": this pillar intends to drive innovative maritime and marine growth in the Region, by promoting sustainable economic development and jobs, and business opportunities in the Blue economy. 2. Italy and Serbia on "Connecting the Region" (transport and energy networks): this pillar aims to improve transport and energy connectivity in the Region and with the rest of Europe. 3. Slovenia and Bosnia and Herzegovina on "Environmental Quality": this pillar addresses environmental quality through better cooperation at the level of the Region 4. Croatia and Albania on "Sustainable Tourism": this pillar aims to develop the full potential of the Region in terms of innovative, sustainable, responsible and quality tourism. In addition, capacity building as well as research, innovation and small and medium size business are cross-cutting aspects. Climate change mitigation and adaptation as well as disaster risk management are horizontal principles relevant to all four pillars. 25 Fisheries related tourism, like coastal and maritime tourism, is essential for the economy of almost all coastal regions and islands in Europe and forms their economic backbone.ministers responsible for the Integrated Maritime Policy and the European Commission have confirmed their commitment to "support for the development of a highly diversified and sustainable coastal and maritime tourism" as part of a Marine and Maritime Agenda for growth and jobs in the EU. This type of tourism is a major catalyst for economic development in coastal areas of Europe" and it would "work more actively with stakeholders in developing a sustainable tourism policy that takes coastal and maritime tourism into account". Fisheries related tourism is relevant in the context of EU policy instruments, in particular those under development in relation to the EU's Integrated Maritime Policy and those in the Common Fisheries Policy (CFP). Regarding the IMP, Maritime Spatial Planning, Integrated Coastal Zone management, Marine Knowledge, Blue Growth and the sea-basin strategies are to be mentioned in particular. Regarding the CFP's main financial instrument, the EFF, axis 4 relates to tourism as support can be granted for the restructuring and redirecting of economic activities in areas depending on fisheries, in particular by promoting marine eco-tourism. Future CFP instruments are likely to have similar provisions. Furthermore, other funds of the future Common Strategic Framework may be of relevance to the development of maritime and coastal tourism. The EuropeanRegional Development Fund (ERDF), for example, whose purpose is to strengthen economic and social cohesion in the European Union by redressing the imbalances between different regions, may be particularly relevant. Among other projects, the ERDF may provide direct subsidies for investments made by companies (in particular SMEs) to create sustainable employment or assist regional and local development and favour cooperation between cities and regions with financial instruments. Other existing programmes such as those covered under Lifelong Learning and Interreg are also relevant. NEMO project FORESIGHT ANALYSIS & ROADMAP for FISHERIES RELATED TOURISM Page 25

Next steps: toward anaction Plan for Fisheries Related Tourism at EUSAIR level Future changes, in socio-economic and environmental sector, will have major impacts on the maritime and coastal tourism. Managing these risks should be a priority for all Adriatic-Ionian governments, since it would impact on countries economies. Research to support policy development on fishing tourism is mostly carried out at national level and dedicated transnational research programmes are still in its infancy. NEMO project aspires to contribute in the development of an overview about Fisheries related tourism in Adriatic/Ionian Region through a shared methodology of mapping activities and data collection/comparison. Hence, it provided a first overview of the research needs on fisheries related tourism for the Mediterranean area as a whole. The gathered information represent an important tool to allow the planning of research activities in the next years in the area. In fact, these allow both national governments, international organisations, and other stakeholders to tailor fisheries related tourism policies toward a proactive rather than reactive approach, being able to better allocate funding and select intervention strategies of integrated maritime policy. The new policy must first overcome the barriers between the various states related to the political and administrative differences that exist among the countries of Adriatic and Ionian basin. Besides the political and administrative management aspects, it needs to give emphasis at the social importance of the fisheries and aquaculture, as tradition and culture of coastal communities.
