Through the various opportunities presented at the Road Show, including the informal AEM-METI meeting, the Ministers outlined the following areas for further cooperation: (Support for Small and Medium Enterprises)

2 Promote and support the efforts of the Asia Professional Education Network (APEN) and ERIA to strengthen networks of SMEs in ASEAN and East Asia through "Only-one SME Mission" to ASEAN Member States, the establishment of the "APEN Credibility Index for SMEs and the development of the "Comprehensive Higher Professional Education System", which will enhance technology transfer and collaboration among SMEs and enhance human resource development. Ⅲ.THE EIGHTEENTH AEM METI (2012, Siem Reap, Cambodia, August 30, 2012) CONSULTATIONS 12. The Ministers reaffirmed the importance of capacity building of human resources for small and medium enterprises (SMEs) and welcomed Japan s initiatives for introducing a Comprehensive Higher Professional Education System (Multiversity) and facilitating networking among SMEs through the Asia Professional Education Network (APEN) in interested ASEAN Member States. 3 Ⅴ. The 15th ASEAN-Japan Summit (Phnom Penh, November 19, 2012) Chairman s Statement 9. We welcomed the endorsement of the ASEAN-Japan 10-year Strategic Economic Cooperation Roadmap at the Eighteen Consultations between the ASEAN Economic Ministers (AEM) and the Minister for Economy, Trade and Industry (METI) of Japan, held in Siem Reap, Cambodia, on 30 August We expressed our confidence that this Roadmap, which aims to promote strategic partnership in a wide range of areas including improvement of business environment, trade and investment facilitation and liberalization, infrastructure development and connectivity, would further contribute to advancing our economic cooperation and help achieve our objective of doubling bilateral trade and investment flows between ASEAN and Japan by In this connection, we tasked our officials to effectively implement this Roadmap with appropriate follow-up mechanism for further integration of markets and deepening of production networks of ASEAN and Japan. Cooperation in the areas of small and medium enterprises (SMEs), industrial human resource development for professionals, intellectual property, low carbon growth including green technologies, chemical management and technologies for disaster resiliency should be prioritized, among others, for sustainable, innovative and equitable growth. Ⅵ.The NINETEENTH AEM METI CONSULTATIONS (Bandar Seri Begawan, Brunei Darussalam, August 20, 2013) 7. The Ministers emphasized the importance of a steady implementation of activities under the ASEAN-Japan 10-Year Strategic Economic Cooperation Roadmap, endorsed at the 18th AEM-METI held in 2012, for ASEAN and Japan to strengthen their relationship with further integrated markets and production networks. The Ministers also

4 welcomed the progress in economic cooperation activities listed in the Roadmap, including expanding cooperation in the areas of Intellectual Property Rights (IPRs), developing a website to increase the utilisation of AJCEP, improving information technology and cyber security environment in ASEAN, and developing industrial human resources in ASEAN with all ASEAN Member States participation in the Asia Professional Education Network (APEN), and enhancing medical collaboration between ASEAN and Japan. Ⅶ.THE TWNTIETH AEM METI CONSULTATIONS (Nay Phy Taw, Myanmar, August 26, 2014) 14. The Ministers appreciated the AMEICC Working Group s activities to implement the ASEAN Japan 10 year Strategic Economic Cooperation Roadmap, which include (---) and developing industrial human resources in ASEAN through the combined efforts of the Asia Professional Education Network (APEN) and participating AMS under the Working Group on SMEs, Ⅷ. THE 17 th ASEAN-JAPAN SUMMIT (Nay Pyi Taw, November 12 th, 2014) CHAIRMAN S STATEMENT 16. We acknowledged the improvement in the ASEAN-Japan 10-year Strategic Economic Cooperation Roadmap such as support for the realisation of the ASEAN Economic Community by 2015, timely completion of Regional Comprehensive Economic Partnership (RCEP) negotiations, increase of

5 business partnership between ASEAN and Japan, close cooperation in intellectual property and increased technology transfer from Japan to ASEAN. 17. We expressed the need to further promote industrial development particularly through human resource development, Small and Medium Enterprises (SMEs) cooperation, and upgrading supply chain networks across the region, To this light, ASEAN Leaders encouraged Japan to foster cooperation in the Strategic Action Plan for SME Development Post Ⅸ. Adoption of Comprehensive Industrial Human Resource Development (Ci-HRD) Project: Development of Credibility Index for SMEs and Comprehensive Higher Professional Education System by the Secretariat of ASEAN (March 5, 2015) Ⅹ.THE 18 th ASEAN-JAPAN SUMMIT (Kuala Lumpur, November 22 nd, 2015) CHAIRMAN S STATEMENT 6. We welcomed the progress made under the ASEAN-Japan 10-year Economic Cooperation Roadmap in various areas and welcomed Japan s proposal to support the development of micro, small and medium enterprises (MSMEs) in the region, including expediting discussions on a credit guarantee system in the ASEAN-Japan region in cooperation with relevant organisations. We further welcomed the initiative to review the Roadmap in 2016 to take into account the ASEAN Economic Community Blueprint 2025.
