Enterprise rchitectures offer such blueprints. Given the issue s importnce, GAO developed mturity frmework for enterprise rchitecture mngement nd reviewed rchitecture use in the federl government, specificlly determining gencies development, implementtion, nd mintennce of these rchitectures, nd OMB s oversight. Wht GAO Recommends GAO recommends tht OMB work with gencies to use the mturity model nd gency bseline informtion in this report in helping gencies dvnce the stte of their rchitecture development nd mesure progress. Reltedly, GAO recommends tht OMB ddress the impediments to greter use of rchitectures. OMB officils stted tht they would consider our recommendtions. Of the 116 gencies GAO surveyed, 98 reported meeting the minimum criteri necessry, ccording to the GAO mturity frmework, for stges 1 or 2 creting enterprise rchitecture wreness or building n enterprise rchitecture mngement foundtion (see below). In contrst, only 5 gencies reported stisfying the prctices tht GAO believes re needed to effectively mnge enterprise rchitecture ctivities (stges 4 or 5). The development, implementtion, nd mintennce of rchitectures re recognized hllmrk of successful public nd privte orgniztions. Further, Office of nd Budget (OMB) Circulr A-130, 1 which implements the Clinger-Cohen Act of 1996, 2 requires executive brnch gencies to use them. Becuse of the importnce of these rchitectures, we reviewed the stte of their use in the federl government. Our objectives were to determine (1) the sttus of federl gencies efforts to develop, implement, nd mintin enterprise rchitectures nd (2) OMB s ctions to oversee these efforts. To ccomplish these gols, we surveyed 116 federl gencies using questionnire tht ws bsed on the core elements of effective enterprise rchitecture mngement s defined in the Chief Informtion Officers (CIO) Council published Prcticl Guide to Federl Enterprise. 3 We did not independently verify the dt tht the gencies provided. Detils of our objectives, scope, nd methodology re discussed in ppendix I. 9 treted s funding priority nd to overcome the embedded culturl resistnce to the non-prochil, entitywide pproch tht enterprise rchitectures promote. Further, skilled humn cpitl in the discipline of enterprise rchitecture is scrce resource. Accordingly, most federl gencies currently do not hve the rchitecturl context nd enforcement mechnisms needed for mking informed IT investment decisions, thus incresing the risk tht these gencies will build nd modernize systems tht re duplictive, poorly integrted, unnecessrily costly to mintin nd interfce, nd ineffective in optimizing gency mission performnce. OMB hs been n dvocte of enterprise rchitecture development nd use. Building on this dvoccy, the gency hs, mong other things, begun to ddress this importnt re in its budget interctions with mjor deprtments nd gencies. We support OMB s ttention to this vitlly importnt re. Nevertheless, we believe tht OMB s existing oversight pproch cn be improved by using more structured mens of mesuring gency progress in dvncing the stte of enterprise rchitecture mturity, expnding the number of gencies subject to its oversight pproch, nd focusing on governmentwide ctions needed to ssist gencies in meeting common enterprise rchitecture chllenges. We re providing the OMB director with the bseline dt, improvement frmework, nd recommendtions for mking these improvements. In commenting on drft of this report, officils from OMB s Office of Informtion nd Regultory Affirs generlly greed with our findings nd conclusions nd stted tht they would consider our recommendtions. They lso provided dditionl informtion bout recent nd plnned OMB enterprise rchitecture inititives, which we hve incorported in the report. Bckground Enterprise rchitectures (EA) provide cler nd comprehensive picture of n entity, whether n orgniztion (e.g., federl deprtment, gency, or bureu) or functionl or mission re tht cuts cross more thn one orgniztion (e.g., finncil mngement). The concept of such rchitectures first emerged in the mid-1980s, nd over the yers vrious frmeworks for defining the content of EAs hve been published. Our work in the erly 1990s identified rchitectures s criticl success fctor for orgniztions tht effectively leverged IT in meeting their mission gols, nd it dvocted federl gency use of rchitectures. Since then, we hve worked with the Congress, OMB, nd the federl CIO Council to recognize the importnce of rchitectures nd ssist gencies in developing Pge 3 GAO-02-6 Enterprise

Nevertheless, our reviews of gency IT mngement prctices nd mjor systems moderniztion progrms continue to identify the lck of rchitectures s mjor IT mngement wekness, nd they hve produced numerous recommendtions to ddress this importnt re. In some cses, most notbly the U.S. Customs Service, our work hs shown tht EA mngement hs improved significntly. Enterprise s: A Brief Description Enterprise rchitectures re essentil tools for effectively nd efficiently engineering business processes nd for implementing nd evolving their supporting systems. In the simplest of terms, n enterprise is ny purposeful ctivity nd n rchitecture is the structure (or structurl description) of n ctivity. More specificlly, EAs re systemticlly derived nd cptured descriptions in useful models, digrms, nd nrrtive of the mode of opertion for given enterprise, which cn be (1) single orgniztion or (2) functionl or mission re tht trnscends more thn one orgniztionl boundry (e.g., finncil mngement, cquisition mngement, logistics mngement). The rchitecture describes the enterprise s opertions in both (1) logicl terms, such s interrelted business processes nd business rules, informtion needs nd flows, nd work loctions nd users, nd (2) technicl terms, such s hrdwre, softwre, dt, communictions, nd security ttributes nd performnce stndrds. It provides these perspectives both for the enterprise s current or s is environment nd for its trget or to be environment, s well s trnsition pln for moving from the s is to the to be environment. EA development, implementtion, nd mintennce is bsic tenet of effective IT mngement. Mnged properly, these rchitectures cn clrify nd help optimize the interdependencies nd interreltionships mong n orgniztion s business opertions nd the underlying IT infrstructure nd pplictions tht support these opertions. Employed in concert with other importnt IT mngement controls, such s portfoliobsed cpitl plnning nd investment control prctices, EAs cn gretly increse the chnces tht orgniztions opertionl nd IT environments will be configured in such wy s to optimize mission performnce. 11 Enterprise s: A Brief History of Frmeworks nd Guidnce The concept of EAs dtes bck to the mid-1980s. At tht time, John Zchmn, widely recognized s leder in the field, identified the need to use logicl construction blueprint (i.e., n rchitecture) for defining nd controlling the integrtion of systems nd their components. 4 Accordingly, Zchmn developed frmework or structure for logiclly defining nd cpturing n rchitecture. Drwing prllels to the field of clssicl rchitecture, nd, lter, to the ircrft mnufcturing industry, in which different work products (e.g., rchitect plns, contrctor plns, shop plns, bills of lding) represent different views of the plnned building or ircrft, respectively, Zchmn s frmework identified the kind of work products needed to understnd nd thus build given system or entity. In short, this frmework provides six perspectives or windows from which to view how given entity opertes. The perspectives re those of the (1) strtegic plnner, (2) system user, (3) system designer, (4) system developer, (5) subcontrctor, nd (6) system itself. Associted with ech of these perspectives, Zchmn lso proposed six bstrctions of the entity, or models covering (1) how the entity opertes, (2) wht the entity uses to operte, (3) where the entity opertes, (4) who opertes the entity, (5) when entity opertions occur, nd (6) why the entity opertes. Zchmn s frmework provides wy to identify nd describe n entity s existing nd plnned component prts nd the prts reltionships before the costly nd time-consuming efforts ssocited with developing or trnsforming the entity begin. Since the lte 1980s, rchitecture frmeworks hve emerged within the federl government, beginning with the publiction of the Ntionl Institute of Stndrds nd Technology frmework in Subsequently, we issued EA guidnce, 6 nd our reserch of successful public nd privtesector orgniztions IT mngement prctices identified the use of EAs s fctor criticl to these orgniztions success. 7 Since tht time, other 4 J. 12 federl entities hve issued EA frmeworks, including the Deprtment of Defense, 8 Deprtment of the Tresury, 9 nd the federl CIO Council. 10 Although the vrious frmeworks use different terminology nd somewht different structures, they re fundmentlly consistent in purpose nd content, nd they re being used tody to vrying degrees by mny federl gencies. The emergence of federl frmeworks nd guidnce over the lst 5 yers owes lrgely to the Congress s pssge of the Clinger-Cohen Act in This ct, mong other things, requires the CIOs for mjor deprtments nd gencies to develop, mintin, nd fcilitte the implementtion of informtion technology rchitectures s mens of integrting business processes nd gency gols with IT. In response to the ct, OMB, in collbortion with us, issued guidnce on the development nd implementtion of EAs. 12 More recently, OMB issued dditionl guidnce directing tht gency investments in IT be bsed on gency rchitectures. 13 Similrly, the CIO Council, in ddition to publishing federl enterprise rchitecture frmework, recently collborted with us in issuing two dditionl EA guidnce documents. 13 wht kind of mngement controls re needed, wht fctors to consider in formulting n EA development pproch, how to go bout defining the current nd trget rchitecture nd the pln for sequencing from the current to the trget, how to ensure tht the rchitecture is implemented nd enforced, nd how to systemticlly refresh nd mintin the rchitecture to ensure its currency nd relevnce. Weknesses, Some Progress Found in Agencies EA We begn reviewing federl gencies use of rchitectures in 1994, focusing initilly on those gencies tht were pursuing mjor system moderniztion progrms tht were high-risk. These included the Ntionl Wether Service system moderniztion, 16 the Federl Avition Administrtion ir trffic control moderniztion, 17 nd the Internl Revenue Service tx systems moderniztion. 18 Generlly, we reported tht these gencies EAs were incomplete, nd we mde recommendtions tht they develop nd implement complete EAs to guide their moderniztion efforts. 14 gency functionl res, such s DOD finncil mngement, 23 logistics mngement, 24 nd combt identifiction. 25 These reviews hve continued to identify the bsence of complete nd enforced EAs, which in turn hve led to gency business opertions, systems, nd dt tht re stovepiped, duplictive, nd incomptible, nd hve forced gencies either not to shre dt or to depend on expensive, custom-developed interfce systems to do so. In response to our recommendtions, some gencies hve mde progress, prticulrly those t which our recommendtions were mde mny yers go. However, this progress hs tken considerble time to chieve. Other gencies hve yet to mke much progress. The most notble exception to this is the Customs Service, which completed n EA s well s the mngement controls for mintining it nd enforcing IT investments complince with it in pproximtely 1 yer. A Frmework to Assist Agencies in Mnging Their EA Efforts The bility to effectively mnge n ctivity requires useful mesures of ctivity sttus in reltion to stndrd. In the cse of federl gencies EA efforts, no such stndrd or method for mesuring sttus nd progress over time hs existed. Accordingly, we hve developed n initil version of n EA mngement mturity frmework to serve s this stndrd tht is bsed on the core elements from the CIO Council published prcticl guide for EA mngement. Specificlly, we rrnged these core elements into series of five hierrchicl stges bsed on the implicit dependencies mong these elements ddressed in the guide. While Stge 1 gencies my hve initited some EA core elements, these gencies efforts re d hoc nd unstructured, nd do not provide the mngement foundtion necessry for successful EA development. focuses on ssignment of roles nd responsibilities nd estblishment of plns for developing EA products. Specificlly, Stge 2 gency hs designted chief rchitect nd estblished nd stffed progrm office responsible for EA development. Further, steering committee or group tht hs responsibility for directing nd overseeing the development hs been estblished nd the membership of the steering committee is comprised of business nd IT representtives. At Stge 2, the gency either hs plns for developing or hs begun development of t lest some of the necessry EA products. This stge lso requires the gency to hve selected both frmework tht will be the bsis for the nture nd content of the specific products it plns to develop, nd n utomted tool to help in the development. Stge 3: focuses on ctul development of EA products. At Stge 3, the gency hs defined the scope of its EA s encompssing the entire enterprise, whether orgniztionbsed or function-bsed, nd it hs written nd pproved policy demonstrting institutionl commitment. 18 All Agencies Hve Initited Some EA Activities, but Most Lck Core Elements According to our survey results, the federl government s whole hs not reched mture stte of EA mngement. In prticulr, bout 52 percent of federl gencies reported hving t lest the mngement foundtion tht is needed to begin successfully developing, implementing, nd mintining n EA, nd bout 48 percent of gencies hve not yet dvnced to this bsic stge of mturity. At the other extreme, only bout 4 percent of federl gencies EA efforts hve mtured to the point tht they cn be considered effective, 27 with only one gency, the Customs Service, ttining the highest stge of mturity. This overll stte of mturity is consistent for ech of the three components tht mke up the 116 federl gencies tht we surveyed: deprtments (e.g., Deprtment of the Tresury), deprtment component gencies (e.g., Internl Revenue Service), nd independent gencies (e.g., Socil Security Administrtion). (See figure 2.) A summry listing of the 116 gencies EA mturity is provided in ppendix II of this report. For exmple, most gencies re performing certin core elements of our mturity frmework, such s using specific EA frmework nd utomted tool. Moreover, bout 82 percent of those gencies t given mturity stge re lso reportedly performing one or more core elements ssocited with higher mturity stge. Other relevnt EA mngement informtion, such s costs nd benefits, ws lso reported by gencies tht we surveyed. Ech of these res is discussed in greter detil below. It is extremely importnt tht federl gencies dvnce the stte of their EA mturity. Without well-defined nd used rchitectures, gencies will likely continue the sme IT investment prctices of the pst, prctices tht hve produced nonintegrted, duplictive, nd suboptimized gency opertions nd supporting IT environments. Most Agencies Are Performing Certin Mturity Frmework Core Elements Regrdless of individul gencies mturity levels, most gencies (75 percent or more) report performing certin core elements relted to stges 2 nd 3 of our frmework, nd thus the prospects for future improvements in the stte of the federl government s EA mturity re promising. For exmple, t lest three out of four gencies re performing four core elements relted to (stge 2). Specificlly, 75 percent of gencies hve estblished progrm office responsible for EA development; 75 percent of gencies hve selected n rchitecture frmework nd n utomted development nd mintennce tool; 81 percent of gencies pln for their rchitecture products to describe the enterprise in one or more of the following terms: business, dt, pplictions, or technology; nd 82 percent of gencies pln their rchitecture products to describe one or more of the following: the s is environment, the to be environment, or the sequencing pln. 21 Most Agencies Are Performing Core Elements Associted with Higher Mturity Stge Although n gency my meet ll the core elements ssocited with only one prticulr mturity stge, this gency could lso be performing one or more core elements ssocited with higher mturity stges. Our nlysis of survey results shows tht this is frequently the cse. In fct, 82 percent of gencies in stge 1 through stge 4 re performing t lest one core element bove their current mturity stge. In prticulr, of the 56 gencies t stge 1, 35 re performing core elements tht meet t lest one of the criteri in stge 2 through stge 5. Moreover, some of these gencies need to stisfy only one dditionl core element in order to dvnce one or more mturity stges, mening tht the opportunity exists for some gencies to quickly dvnce their respective EA mturity levels. About 46 percent of the gencies (53 out of 115) need to stisfy only one dditionl core element to dvnce to t lest the next mturity stge. 28 Moreover, 8 of these gencies could dvnce two stges by stisfying just one dditionl core element, nd one gency, the Defense Contrct Audit Agency, could climb three stges (from stge 2 to stge 5) by stisfying just one dditionl core element. About 9 percent of the gencies (10 out of 115) need to stisfy only two core elements in order to dvnce two mturity stges, nd 3 percent (4 out of 115) need to stisfy three dditionl core elements to dvnce three mturity stges. One gency, the Defense Legl Services Agency, could dvnce from stge 1 to stge 5 by stisfying only two dditionl core elements. As noted bove, the Food nd Drug Administrtion nd the Interntionl Trde Administrtion, which re currently stge 1 gencies, could dvnce to stge 5 by stisfying totl of four dditionl core elements, one t ech of stges 2 through 5. Deprtmentl Ledership Cn Influence the Mturity of the Component Agencies Of the 14 cbinet-level deprtments, ll of which responded to our survey, 6 hve estblished policy governing the development of EA by their component gencies; 8 hve not. Our nlysis of the mturity level of component gencies, using resmpling methods, provides sttisticl evidence tht the verge mturity level of component gencies in deprtments with n EA policy is higher thn the verge mturity level of component gencies in deprtments without n EA policy. Avilble Agency EA Cost Dt Show Vribility As discussed in the CIO Council published EA mngement prcticl guide, the scope nd nture of the enterprise nd the extent of enterprise trnsformtion nd moderniztion envisioned will dictte the depth nd detil of the rchitecture to be developed nd mintined. Thus, the EA hs to be tilored to the individul enterprise nd tht enterprise s intended use of the rchitecture. Accordingly, the level of resources tht n gency invests in its EA is likely to vry. Our survey dt showed considerble vribility mong gencies in the cost to develop nd mintin EAs. For those gencies tht reported hving completed n EA, the ctul development costs tht they reported rnged from $70,000 to $18.2 million. (See tble 1.) In developing this rnge, we only included those 14 gencies tht stisfied our mturity frmework s definition of complete EA (i.e., the EA products describe the enterprise s business nd the dt, pplictions, nd technology tht support it; the EA products describe the s is environment, to be environment, nd the pln for sequencing from the s is to the to be ; nd the gency CIO hs pproved the EA). In doing so, we did not include EA development cost dt reported by 31 other gencies becuse they did not stisfy our mturity frmework s definition of complete EA. 25 Agencies Cite Similr EA Benefits OMB policy, CIO Council guidnce, nd our reviews hve identified multiple benefits of developing EAs, including voiding dupliction between IT systems, promoting integrtion of systems, reducing systemrelted costs, nd optimizing mission performnce. The gencies responses to our survey echoed these nd offered dditionl benefits ssocited with developing nd using n EA. Specificlly, the most frequently cited EA benefit ws lower system-relted costs, which ws identified by 53 percent of gencies. Benefits relted to enhnced productivity nd improved efficiency were cited by 49 percent of gencies, while improved orgniztion nd chnge mngement ws nother frequently identified benefit, cited by 41 percent of gencies. As discussed in the CIO Council published EA mngement prcticl guide, fctors criticl to the successful use of EAs include obtining top mngement support nd commitment, ensuring tht the scope of the rchitecture is enterprisewide, nd hving the requisite resources (finncil nd humn cpitl) to get the job done. The gencies tht we surveyed ffirmed these criticl success fctors by identifying them s significnt EA mngement chllenges. Specificlly, bout 39 percent of the gencies stted tht getting top mngement to understnd the purpose, content, nd vlue of these rchitectures ws chllenge. According to the CIO Council published EA mngement guide, such understnding is criticl to rchitecture progrms receiving executive sponsorship. Without executive understnding nd support, obtining sufficient funding nd overcoming gency component orgniztions prochilism nd culturl resistnce to introducing chnge tht ttempts to optimize the enterprise, rther thn the stovepiped enterprise components, cn lso be significnt chllenge. The gencies we surveyed greed, with bout 50 nd 39 percent reporting funding nd prochilism, respectively, s chllenges. 28 Customs Service Is Model EA Agency In 1998, we reported tht the Customs Service lcked complete EA nd the mngement controls to effectively enforce one, nd we mde recommendtions to correct these problems. 29 Customs greed with our findings nd recommendtions, nd it mde ddressing them top gency priority. According to the survey results, Customs is the only gency tht hs chieved stge 5 mturity, mening tht it hs stisfied ll the core elements of the frmework. In prticulr, Customs EA is gencywide in scope, nd it hs been pproved by the Customs CIO, Investment Review Bord, nd commissioner. Its EA progrm includes progrm office nd n executive steering committee responsible for EA development nd mintennce. It lso includes descriptions of the gency s s is nd to be environments, s well s sequencing pln for moving from the former to the ltter. This pproch cn be strengthened by using more structured mens of mesuring gency rchitecture sttus nd progress, expnding the number of gencies covered, nd identifying nd pursuing governmentwide solutions to common enterprise rchitecture chllenges tht gencies fce. Without enhncing its governmentwide pproch to overseeing EA use nd employing stndrd tht systemticlly specifies the core elements of rchitecture mngement success nd prcticl wy to mesure gency efforts ginst this stndrd over time, OMB will be chllenged in leding nd ttining governmentwide mturtion in this importnt re. Conclusions The current stte of the federl government s use of EAs is mixed, but overll it is not sufficiently mture to support well-informed IT investment decisionmking. As result, most federl gencies currently run the serious risk of investing in IT solutions tht will not overcome but will, rther, perpetute longstnding incomptibilities nd dupliction within gency opertionl nd systems environments. With recently issued federl guidnce nd incresed OMB ttention to EA mngement, however, the outlook for dvncement in federl gency EA mturity holds promise. Nevertheless, opportunities exist to significntly improve this outlook by OMB s dopting governmentwide, structured, nd systemtic pproch to promoting EA use, mesuring gency progress, nd identifying the need for governmentwide EA mngement chllenges. The EA mturity frmework nd the survey results contined in this report provide OMB, possibly in collbortion with the federl CIO Council, with the foundtion for dopting such n pproch.
