But the time has come to make good on this commitment The solution to our social crisis is not to abandon the European Social Model. The solution is to reform our social market economy. 4

6 Towards Social Investment for Growth and Cohesion: including implementing the ESF COM(2013) Increase the sustainability and adequacy of social systems through simplification and better targeting Pursue activating and enabling policies through targeted, conditional and more effective support Social Investment throughout the individual's life 6

7 Rationale Social investment relies on social innovation to create efficiency gains in social policies and effectiveness in addressing societal challenges; and facilitate investment in human capital throughout the life course The SIP emphasizes that social innovation is vital for supporting reforms the potential of social innovation is increased by the growing range of innovative ICT-based solutions for that reason, the SIP urges Member States to test new approaches (such as ICT-enabled innovations) to support social policy reforms 7

8 in theory an innovation which is social in its ends and in its means new ideas, services and models to better address social issues from public, private and third sector actors, to improve social services Social innovation can play a crucial role to address societal challenges, but: How to address societal challenges effectively & efficiently within tight budgets? What is the role of social investment and its relation with social policy reforms? How to support people to ensure adequate livelihoods in a changing world? How can innovative partnerships bring resources to complement state funding? How to strengthen evidence-based knowledge to support social policy reforms? 8

9 and in practice Programs and supporting schemes: Single market act; HORIZON 2020, Program for Employment and Social Innovation (EaSI), ESF and other cohesion policy instruments Some initiatives: Social Innovation Europe, Social Business Initiative, Microcredit facility, social innovation prize, network of hubs, regiostars, EUseF, etc. 9

10 Objectives To contribute expanding the knowledge of how ICT-enabled social innovation can support the implementation of social policy reforms and providing evidence of initiatives that are relevant for the implementation of the Social Investment Package (SIP) Specific objectives: 1)To provide a deeper understanding of how EU Member States can make better use of ICT-enabled social innovation to implement the actions suggested by the SIP 2)To contribute building a knowledge bank on social policies as foreseen in the SIP, by providing the results of a structured analysis of ICT-enabled social innovation initiatives 3)To develop a methodological framework of analysis of the impacts generated - by ICT-enabled social innovation initiatives `promoting/embodying social investment 10

11 Research scope Starting point: Personal Social Services of General Interest (PSSGI) Special emphasis on active and healthy ageing and longterm care for older people, as one of the subsets of PSSGI The research thus focuses on two interconnected policy areas, separated for analysis purposes: 1. Integrated approaches to the provision of social services 2. Active & healthy ageing and long-term care for older people 11

12 Design & approach WP1 Mapping and analysis of relevant ICT-enabled social innovation initiatives in the EU Review of literature, policies, theoretical approaches and level of deployment and integration of ICT-enabled service provision Collection and documentation of relevant examples of initiatives across the EU and in countries considered to be in the vanguard in the policy areas under investigation WP3 Thematic analysis / case studies Analysis of the initiatives and the services provided by various stakeholders and intermediaries, from the public, private and third sectors, with a specific focus on the role and relationships among them, and their ICT-enabled social innovation potential Gain insights from case studies in order to better understand the nature and impact of ICT-enabled social innovation in support of social investment, its drivers and barriers, determinants, and diffusion paths 12

14 Design & approach WP2 Development of a methodological framework to assess the impacts generated - from micro to macro level - by ICTenabled social innovation initiatives promoting social investment (IESI-FRAME) to provide a framework of analysis of the initiatives collected through the Mapping activities (WP1) and as a guide to conduct the in-depth analysis of case studies (WP3) structured approach to analyse such initiatives and provide insights for their replicability and transferability; to serve as a framework for conducting analysis of social return on investment of initiatives, which have as key component ICTenabled social innovation recommendations on how the European Commission and Member States could analyse (ex-ante, in-itinere and ex-post) the impact of ICT-enabled social innovations initiatives 14
