To provide some suggestions on some data types and data sources that might be of use to those who work with or on behalf of young children in Illinois; 2. 5 1. Overview What is the Census Bureau? What does it do? Census Bureau is a federal bureau that collects data on demographic, economic, and housing characteristics of the U.S. population. Data are primarily collected through decennial census, as well as a survey instrument called long form, then replaced by a continuous survey called the American Community Survey (ACS), and other programs, such as Population Estimates Program. Census web sites (main site: provide an amazing wealth of data. Census data are useful to distribute federal and state funds and to help governments of all levels, local planners and communities, and private sectors to make informed decisions. People visiting the Census web sites have various purposes: o o o o Getting a quick overview of data for their area Finding data from a particular census program or survey (such as PEP or ACS) Finding data on a particular topic, such as poverty Finding data to create estimates for specific needs (such as what IECAM does!) 5

23 3. Population Estimates Program Various programs Data in the quick searches are derived from the Census Bureau s programs and surveys. This and the following sections describe some of these, beginning with: Population Estimates Program (PEP) Official source for annual population totals With each year s estimates ( vintage or release ), the estimates for earlier years are revised. 23

American Community Survey (ACS) Overview Continuous nationwide survey (not a feature of the Census Web site) Replaced the former long form of the decennial census 3 million addresses surveyed annually 1-, 3-, and 5-year estimates are released annually Period rather than point-in-time estimates 30

American Community Survey (ACS) Period estimates 1-year estimates: more timely but only areas with population of 65,000 or more 3-year estimates: areas with population of 20,000 or more 5-year estimates: greater statistical reliability, all areas IECAM uses 5-year estimates (e.g., recently uploaded: 2013 ACS 5-year estimates) 31

42 6. PUMS Public Use Microdata Sample (PUMS) files are a set of untabulated records about individual and housing units. It is individual and household-level data, hence called microdata. PUMS are coming from ACS, but unlike typical pretabulated (summary) ACS data products, the Census Bureau produces PUMS untabulated so that data users can create their own custom tables. Summary products: tables and profiles available via American FactFinder (AFF) show pretabulated data for specific geographic area. PUMS files: population and housing unit records with individual response information such as age, income, marital status, education level, employment status. Users can later aggregate PUMS files into Region, Division, State, and Public Use Microdata Areas (PUMAs). PUMS files are accessible via: AFF FTP IPUMS-USA 42

44 6. PUMS This way is desirable if we would like to get the entire U.S. data for both individual and house-level data. But, if we only want to get data for a state, there is another way which requires less data clean up. Click View (to the left of Download ) instead. 44
45 6. PUMS A. Click View instead, we will arrive at this page B. Suppose we want individual-level data for IL, we select Illinois Population Records and we will get a zip file named csv_pil.zip. For IL housing unit records, the file will be csv_hil.zip. For SAS format, the files would be either unix_pil.zip or unix.hil.zip. So, the zip file name format is f_rxx.zip, where: f is data format, csv or unix (SAS); r is record type, p for population and h for housing unit; xx is state abbreviation (in lower case). 45
46 6. PUMS Access PUMS data via FTP. For Yr ACS: Notes: Scroll down and you will see other data format, data record, and states. For other ACS, click parent directory (1). For naming guideline, click documentation for the naming convention (2). 46
47 6. PUMS Via IPUMS-USA ( Two important sections to get started: (1) Data section; and (2) Documentation section. It is free, but a user first needs to register and request access to get the most out of the website. Simply fill a form and submit it. Click IPUMS Registration under Data section (1). As a registered user, one can save the data extracts history, then revisit it later to: resubmit an extract or revise/update an extract (using different ACS sample, adding variables, select cases, or attach characteristics). Many useful resources in Documentation section (2). 47

In this example, it is done by Person group, then Education category. Other categories include Demographic, Income, and Work categories. Then, a set of education variables is returned. Click a variable to get a detailed description. Codes (categorical values) are also given. Click a plus sign next to a variable to add the variable into the data cart. 50

However, these estimates are provided to the National Center for Health Statistics. 54

Here is up to townships, a.k.a. county subdivision. Familiarity with some geographic terms in AFF will be helpful: Municipalities a.k.a. Place within State; State senate districts a.k.a. State legislative districts (upper); State house districts a.k.a. State legislative districts (lower). 56
