4 FROM THE HELM Stormy Seas; Steady as She Goes Annie Osborn, Cearwater Board President Our board is back on the quarterdeck. Our membership has responded to the cry a hands. By dead reckoning, though the water is shaow, our organization remains afoat. By definition, when the draft of a vesse exceeds the depth of the water, she is aground. When expenses exceed revenues, measures must be taken. The current and past years expenses have incuded soop restoration, staff saaries, utiities, and cost of events. The current and past revenues incude membership, donations, grants, and earned income (vesses, events). Soution to insufficient cash fow: more members, more member organized fundraisers, more deveopment prospecting, new education revenues, new partnerships, new grants. There were over 140 guests, a specia performance by Pau Winter incuding a group how, the Master of Ceremonies was Jimmy Buff from Radio Woodstock, auctioneer Nicho Lowery from Antiques Road Show, a in the beautifu riverside setting of The Garrison. The evening brought together environmentaists from a waks of ife incuding former soop captains, artists, awyers, doctors, bankers and peope from a over the Hudson Vaey to hep raise $110,000 in gifts and pedges! What a wonderfu way to ceebrate Cearwater s commitment to the Hudson River. We re ooking forward to next year s Gaa on November 13th cearwater navigator

5 Cearwater Marks its 50th Anniversary by Looking Forward By Captain Betsy Garthwaite and James Machow With the rebirth that the recent restoration project has provided for our beoved soop, a ook back at its eariest days heps to provide some context as we ook forward toward Cearwater s future. Many peope associate the beginning of Cearwater with the 1969 aunch of the soop and the famous maiden voyage that summer, but 2016, (not 2019) marks our organization s fiftieth anniversary. It was in June, 1966 that a group of Hudson Vaey residents banded together to form an organization with a mission of bringing traditiona Hudson River soops back from the past. The three year period from that meeting at the Saunders famiy home in Garrison unti the soop was aunched in May, 1969 are some of the most fascinating time Cearwater has ever experienced. We are sti famiiar with many of the traditions that began in those formative years. In that short stretch, the idea of buiding a fu-size Hudson River soop grew from being a pipe dream, as Pete Seeger first described it in a etter to his friend Vic Schwarz, into an organization with thousands of members, a brand new boat (at a cost of $180,000), and a mission to hep the peope of the Hudson Vaey earn to ove their river again. The big accompishment started out very sma. No Hudson River soops were sti afoat, and there were no boat buiding pans to be found. Consequenty, the architectura drawings for the soop needed to be made from scratch, and woud have to be based on century-od photos, paintings, and written descriptions. In addition to historica accuracy, the boat needed to be Coast Guard-approved for safety, especiay if it was to carry passengers. Pete found an eager supporter in nava architect Cyrus Hamin, who used his skis and creativity to produce a workabe design. After giving a sma advance to Hamin, Pete and others set out to form the organization that woud raise the money for the project. At the Saunders house party a Board of Directors was appointed, $ was coected in a banjo, and the group voted to officiay form Hudson River Soop Restoration, Inc. (it was renamed Hudson River Soop Cearwater in the 1970 s). Fundraising house parties weren t the ony asting Cearwater tradition to come out of those eary days. An annua festiva was started in 1966 caed the Hudson Vaey Fok Picnic, which eventuay grew into the Great Hudson River Reviva. The festiva was run by a team of vounteers; much ike the Reviva is today. Other unique traditions that sti remain from the organization s eary years are: potucks, song circes, the annua meeting, stone soup, riverfront festivas, soop cubs, singing crews, and vounteer crew on board the soop. After two years of constant fundraising efforts, the organization seected a buider. Harvey Gamage of South Bristo, Maine had buit we over 200 wooden ships over more than four decades by the time he was approached to bid on the Cearwater. Once the kee was aid in 1968, the pace of fundraising reached an a-out sprint. Members of the organization who cared about the mission gave generousy. Sizeabe gifts from organizations and companies ike Boscobe Restoration, the Lia Acheson Waace Fund and IBM were key donors. Significant savings were made possibe through the generosity of Cy Hamin, the Gamage yard, saimakers Torrey, Huntington, and Shaw, and many others who contributed goods or work in-kind to hep the project. Dozens of concerts given by professiona musicians (who doubed-up as vounteer saiors) aong the maiden voyage route heped put the organization over its fina tota and on its way to decades of service on the Hudson. Today, with a comprehensive restoration nearing competion, Cearwater prepares for decades of saiing to come. But it continues to need the generosity of a of its members to succeed. We have done it before, so we know it is possibe to do it again. 6 A Thank You to Teachers By Dave Conover, Education Director education For a teacher, or for anyone ese trying to organize a group trip for students, the ist of obstaces can be daunting. Can I get approva from administration? Are there funds avaiabe? What about buses, permission sips, and chaperones? How can I work this into the curricuum? Can we afford osing test prep time? What if it rains? Is this worth the effort? It takes a ot of effort, especiay during these days of standardized testing and the Common Core, to break the barrier of the cassroom and bring kids outside. Those who overcome the obstaces, discover that the impact asts far beyond the time spent onboard. There is ampe evidence to support these very important facts: Fied experiences are memorabe, powerfu, and they enhance and extend earning in the cassroom. A Cearwater trip can add vaue to amost any discipine taught in schoo. Using the Hudson as a case study, students can investigate concepts ranging from the ecoogica (diversity, productivity, invasive species) to the historica (West Point, Native Americans, Dutch), An environment-based education movement at a eves of education wi hep students reaize that schoo isn t supposed to be a poite form of incarceration, but a porta to the wider word. And with Cearwater s onboard sensor, HRECOS, students can track the boat, upoad and graph rea-time water quaity data, and compare it to sites up and down the Hudson. Cearwater has the capacity to reach thousands of students each year, from Abany to New York City, with programs on the Hudson and activities in the cassroom. So, for a those teachers, administrators, PTA eaders, and counseors who have saied with us in the past, and to a those who we hope wi join us in the future, thank you so much for recognizing the vaue of bringing your kids out of the cassroom to experience the Hudson first-hand. 7 Cearwater s Environmenta Activism to Protect the Hudson By Manna Jo Greene, Environmenta Director For Cearwater s Environmenta Action projects and initiatives, it has been a busy and productive year but one that eaves us with major chaenges ahead. Our efforts have incuded working to get Genera Eectric to compete a comprehensive ceanup of the PCBs it discharged into the Hudson and working to protect the Hudson from the dangers of Indian Point and the proposed Agonquin Pipeine. At ast year s Great Hudson River Reviva, we focused our advocacy on issues reating to the impending impact of cimate change on the Hudson Watershed. A three issues are sti very much at the forefront of our concerns and in the focus of our attention. Because of our concerns about the potentiay disastrous consequences on the Hudson of water-suppy contamination from fracking, we aso joined the voices speaking out successfuy in favor of a New York State ban on fracking. We were peased that a ban of fracking in New York State was finay instituted during the year. Cearwater s Environmenta Action/Green Cities Initiative has aso been working on a oca eve with many river communities, joining and supporting them, for exampe, in the prevention of the Rockand County desaination pant and in trying to imit industria expansion aong the Coeyman s Creek. We have been working on Environmenta Justice for the past eight years, incuding impementing Federa Environmenta Protection Agency (EPA) and NYS Department of Environmenta Conservation (DEC) watershed protection and Environmenta Justice (EJ) grants in Poughkeepsie, Beacon, Newburgh, Peekski and Kingston. These initiatives the Peekski Community-Based Environmenta Justice Inventory and Urban Watershed Report, a Cimate Justice project in four river cities, a DEC EJ grant in Newburgh to promote community watershed awareness and buid a fitness trai aong the Quassaick Creek, and an Urban Forestry grant in Beacon are a featured on the Cearwater website under our Green Cities Initiatives. One significant project worthy of highighting was an initiative under the Faki Urban Waters grant entited Engaging the Community in Watershed Stewardship and Green Infrastructure is an innovative mode that has the potentia inspire a regiona green jobs pipeine initiative. For the past severa years, as part of our Green Cities Initiative, Cearwater has been working with Nubian Directions and their AmeriCorps YouthBuid high schoo equivaency students to create a tempate of a Green Jobs pipeine in Poughkeespie. This pipeine incudes teaching the theory behind watershed awareness and green stormwater infrastructure, hands-on construction experience, community engagement via design consutations with neighborhood homes and businesses, and now an apprenticeship program to be paid for by on-the-job-training funds that wi ead to empoyment in rea green jobs. action cearwater navigator 7

8 Cearwater and Partners Ca for Comprehensive Ceanup of Hudson River PCBs By Manna Jo Greene, Environmenta Action Director Over the past year, more than 70 municipaities have responded to a ca by the Campaign for a Ceaner Hudson (CCH) by passing Municipa Resoutions seeking a mutuay-beneficia, vountary agreement between Genera Eectric, the NRD Trustees and the NYS Cana Corporation to address ~136 additiona acres of PCB contamination and to ensure navigationa dredging and comprehensive testing and remediation of foodpains and backwaters, incuding the Od Champain Cana. Unfortunatey, because Governor Cuomo is courting GE to move their headquarters to New York State, his office has not been heping to ensure a comprehensive ceanup. Editorias in The New York Times, Poughkeepsie Journa and Times Union a agreed that GE must do a more comprehensive ceanup. Unfortunatey, EPA has not heeded the pubic s unified ca for the robust remediation the Hudson River deserves. The Campaign for a Ceaner Hudson, a partnership between Cearwater, Scenic Hudson and the Natura Resource Defense Counci, may now need to resort to ega action and are investigating our options to do so. CCH has aso reached out to the Trustees and to EPA. We are now caing for an immediate Five-Year Review of the effectiveness of the ceanup in meeting Superfund goas for this project. We are aso checking to see if there are any grounds to reopen the 2002 Record of Decision. action Here are some highights from the past year: Revised modeing indicates that the recovery of PCB eves in Upper Hudson River sediment and in Lower Hudson fish is sower than originay predicted. A more rigorous ceanup woud improve this outcome. GE has been using a skewed fish samping protoco that has resuted in a 16 75% underestimation of the eves of PCBs in fish samped. which our bridge and highway tos wi pay for, they wi use trucks rather than rai to transport the materia to hazardous waste andfis, and it wi take decades onger to restore fu navigationa use of the Champain Cana. HUDSON RIVER DREDGING FACTS: Voume removed: 2.76 miion cubic yards more than originay anticipated (2.65 miion) In August, the Natura Resource Damage Trustees issued an Injury Determination re: Hudson River Groundwater Resources, which found PCBs and VOCs in groundwater at the Hudson Fas and Ft. Edward pant sites to be in excess of water quaity standards, as we as PCB exceedances at the Viage of Stiwater we fied. 450,000 cubic yards of sediment dredged from the navigation channe In 2015, 231,000 cubic yards were removed in 22 weeks of dredging (simiar to previous years) Premature Decommissioning: In August we aso earned that EPA was aowing GE to dismante parts of the dewatering faciity prematurey prior to aowing pubic input on a required Decommissioning Pan. CCH urged EPA them to make GE cease and desist this demobiization at east unti they had the benefit of pubic input. Unfortunatey, EPA has now approved the Decommissioning Pan for the Hudson River PCB remediation and the dewatering faciity us being ceaned and taken apart, making our coective ca for a comprehensive ceanup very unikey. Mass of PCBs removed: 141,000 Kg (310,000 bs) twice the mass anticipated. Area Dredged: 500 acres of river bottom Tota Rai Transport: 29,918 rai cars oaded onto 343 trains Materia shipped to hazardous waste and other doube-ined andfis: 3.2 miion tons What does a this means for New York s iconic river? Uness we can find a ega way out, the recovery of the Hudson River wi be consideraby deayed, and peope especiay subsistence fisherman and their famiies wi be eating PCB-contaminated fish far onger than is necessary. The NYS Cana Corporation wi spend more than $10 miion buiding a smaer dewatering faciity at the Ft. 10 from the soop Restoration Update By Annika Savio, Captain As we expose parts of the soop that have not touched air in many years, I ve been thinking a ot atey about the vesse s rebuid in It s enightening to read issues of this very pubication (its tite since shortened from The North River Navigator) from forty years ago. I think Cearwater members might be interested in the simiarities and differences between the work done in 1976 and the current restoration project. What are the reasons for the work? According to an artice in the September 1975 Navigator tited Constant Maintenance - Boat Sated for October Repairs, the boat committee met Aug.4 and decided that the soop shoud go to Maine in October for [a] major maintenance overhau through the winter. The reason was that severe rot had been found in severa areas (notaby the stem, transom, and centerboard trunk) of the barey six-year-od soop. Since that rebuid was competed, the soop has been saiing every spring to fa (with at east one sat water deckwash every day), and has been meticuousy maintained every winter. However, as the 1975 Constant Maintenance artice stated, the probem of rot is one that attacks every wooden boat. Over time, the rot inevitaby returns. In 2015, we again shortened the fa saiing season in order to make ready for a major maintenance overhau. The current project targets the midships section of the hu, incuding the frames and panks beneath the waterine, and the centerboard trunk, some of which is origina wood from 1969, some from the 1976 rebuid, and some that has been repaced in the years since. In fifty years, at east some of the work we re doing now wi probaby need to be redone, but for now we can have confidence in the scope and quaity of the work, and wi rebuid what we ve torn out, and expect to be saiing again by eary June Who is doing the work? In 1976, shipwrights from Biings Marine, in Stonington, Maine, repaced the stem, transom, centerboard trunk, quarterdeck, and much of the after hu panking. Meanwhie Cearwater crew and vounteers ceaned and oied the vesse s 15 tons of iron bige weights, rebuit the yaw boat, and competed a ist of annua maintenance items. This winter, the soop gets to stay home on the Hudson (the Rondout Creek, if you want to be technica), and have professiona shipwrights from the new Riverport Wooden Boat Schoo, in Kingston, as we as shipwrights trained and hired by Cearwater, repace the centerboard trunk, trunk bedogs, keeson section, and midships hu frames and panking, assisted by the soop crew and vounteers. We have so far hosted three pubic vounteer days; it took two fu days to move those same iron bige weights ashore to expose the pieces to be repaced. The crew are excited to hep with the restoration project, and are aso tacking an ambitious ist of other projects. In a etter to the Navigator in March 1976, Debbie Suran, a vounteer onboard for the rebuid wrote I think most of us [Cearwater members] don t reaize what condition the boat is in and how much time, abor and money are needed to bring her back. In 2016, this sentiment again rings painfuy true. I encourage everyone reading this to come to a potuck in Kingston this winter, enjoy the company of feow Cearwater supporters, see the work that s going on, and support the peope s boat in whatever way you can, so she can get out on the river again in 2016, and continue her mission of connecting peope to the river. Dear Friends, We are saddened to announce that Cearwater wi not be hoding its Great Hudson River Reviva this year. As you may have heard, the soop is undergoing its argest restoration ever. It is a restoration that costs $5,000 a day and wi run unti at east June We must take this time to focus our effort on making sure the boat can sai again this year. The soop Cearwater is the foundation of our organization, the vesse that brings peope to the Hudson River and an inspiration to a who ove her. Our work to protect the Hudson River is sti our primary mission. Whie we wi not be having a Reviva this year, we wi be hoding a number of smaer fundraising concerts and events up and down the River throughout the year. Stay tuned and pease join us!
