4 CETMA is a RTO organized under the national law of private consortia. It is a non-profit organization and all its profits are reinvested in R&D. Founded in 1994 by ENEA with the aim of developing the Innovation System of Southern Italy, CETMA is a National Organization which operates in Apulia Region. 32 CONCLUSIONS
33 LAST CONSIDERATIONS SMEs need to invest in outsourcing R&D more than Large Enterprises Any kind of company needs an adequate financial support. The main difference between SMEs and LEs is that, to start their process of innovation, SMEs need assistance in all phases of the process: - at the beginning (for the problem setting and planning); - during the research project (for project management and technical activities ); - at the end (for industrialization assistance). RTOs can offer this kind of services. RTOs can integrate R&D activities of Universities and Public Research Bodies. Policy Makers should take into account the complexity of innovation systems and the need for stable policies.
