1 Convention on the Conservation of Migratory Species of Wild Animals Format for reports of Parties on implementation of the Convention on the Conservation of Migratory Species of Wild Animals (revision of June 2003) Reporting format agreed by the Standing Committee at its 26th Meeting (Bonn, June 2003) for mandatory use by Parties, for reports submitted to the Eighth Meeting of the Conference of the Parties (COP8) (Nairobi, 2005). The questions below combine elements of Resolution 4.1 (Party Reports) adopted by the Fourth Meeting of the Conference of the Parties (Nairobi, June 1994) and Resolution 6.4 (Strategic Plan for the Convention on Migratory Species ), adopted by the Sixth Meeting of the Conference of the Parties (Cape Town, November 1999), as well as commitments arising from other operational Resolutions and Recommendations of the Conference of the Parties. Please refer to the separate instructions on completing the report. Parties are encouraged to respond to all questions, since it cannot be assumed that the absence of a response indicates that no activities taken have place in the current reporting period. Parties are also requested to provide comprehensive answers, including, where appropriate, a summary of activities, information on factors limiting action and details of any assistance required. For the Lesser White-fronted Goose the biggest obstacle for migration is uncontrolled hunting and poaching along the migration route. Another obstacle has been the fact that important wintering areas have remained unidentified. What actions are being undertaken to overcome these obstacles? For the Lesser White-fronted Goose during several projects along the migration routes many types of information has been distributed to local officials and hunters. Identification of migration routes and wintering areas has been a focus of research. 6 Species Anser erythropus Common Name(s) Lesser White-fronted Goose 1 Is your country a for this species? x Yes No 2 Please provide published distribution reference: Risto A Väisänen, Esa Lammi & Pertti Koskimies 1998: Distribution, numbers and population changes of Finnish breeding birds 3 Summarise information on population size, trends and distribution (if known): Disappeared as a breeding bird in Finland. Monitoring of the Fennoscandian population continues, the estimated now is no more than pairs, and has been decreasing at ca. 3-4 % annually since the last years. In during spring migration the numbers of Lesser White-fronted Goose were the lowest ever since studies began (9 and 6 individuals). 4 Indicate (with an X ) and briefly describe any activities that have been carried out in favour of this species in the reporting period. Another multiyear EU s LIFE Nature project on this species is about to start in 2005 by WWF Finland. Species Polysticta stelleri Common Name(s) Steller's Eider 1 Is your country a for this species? x Yes No 2 Please provide published distribution reference: - 3 Summarise information on population size, trends and distribution (if known): Trends in winter abundance in the only permanent site, Lågskär in the Åland Sea, have recently declined. In 2002, there were still ind. present and two new sites were located adjacent to Lågskär, bringing the total up to 230 ind. However, in 2003 only 30 ind. were present, and in 2005 no wintering flocks were discovered. The spring passage along the Gulf of Finland indicate the overall diminishing of the Baltic Sea wintering stock with c. 800 migrants in 2005 and a 50% share of adult males (the latter indicating low rate of recruitment). 4 Indicate (with an X ) and briefly describe any activities that have been carried out in favour of this species in the reporting period. If Yes, please provide details (Indicate inter alia the scientific justification for the research, describe briefly the measures taken to ensure that risks to the welfare of individual animals and in the case of severely depleted populations to the species are minimised, and summarise the results obtained): Wolf and brown bear research, use of GPS transmitters provides irrecoverable important information about demography, dispersal and expansion patterns, habitats and space use for management and conservation of these species. Captures take place under surveillance of veterinary authorities. Transmitters equipped with drop-off options. Satellite telemetry has also been used by Finnish Museum of Natural History (Ringing Bureau) on the Osprey to study particularly the migration patters of Ospreys of Lapland province and young individuals. The individuals for telemetry have been captured by specially developed methods. The transmitters have been fixed on full-grown birds which can fly using internationally approved methods. All individuals fixed with a transmitter have migrated at least 2000 km before the contact to the transmitters was broken. 24 Resolutions Resolution 6.2 By-catch, and Recommendation 7.2 Implementation of Resolution 6.2 on By-catch: Council Regulation no 812/2004 laying down measures concerning incidental catches of cetaceans in fisheries and amending Regulation (EC) no 88/98 is in force and in the case of Finland is meant to prevent the Harbour porpoise being by-caught in the Baltic Sea. The appropriate provisions have partly been included in the domestic fishery legislation. Resolution 6.3 Southern Hemisphere Albatross Conservation: - Resolution 7.2 Impact Assessment and Migratory Species: Finland has had EIA legislation having provisions for fauna and biodiversity together with general provisions for SEA already from A specific SEA legislation came into force in June There is a specific procedure included in the Nature Conservation Act dealing with Natura 2000 sites for evaluating impacts of plans and projects which could negatively affect the natural values which are the basis for designating a particular site. Resolution 7.3 Oil Pollution and Migratory Species: Finland has a state governed system to respond to oil spills under the direction of Ministry of the Environment. The practical action is coordinated by Finnish Environment Institute and Regional Environment Centers with the help of local authorities. Specific measures ( and instructions in the web) for taking care and cleaning birds affected by oil have developed by Finnish Environment Institute. Additionally WWF Finland as a part of their Baltic campaign has established voluntary oil spill prevention groups which have received appropriate training. Resolution 7.4 Electrocution of Migratory Birds: Electrocution in the context of transmission lines is not a problem in Finland because the transmission parts under voltage are insulated in such a way that birds cannot receive an electric shock. Resolution 7.5 Wind Turbines and Migratory Species: A national survey in the marine area in Finland for potential site for wind turbine parks has been for the most part conducted. At the present there are three concrete projects to establish wind turbine parks in the coastal area of Gulf of Finland and Bothnian Bay. These all are subject to EIA procedure. Impacts on birds are among the priorities evaluated.
