1 Guidance note Safe use of meat bandsaws This information sheet provides practical advice for employers about controlling hazards while using meat bandsaws. February 2011 Background Meat bandsaws are commonly used in the meat industry for portioning meat and other products. A meat bandsaw In Victoria, meat bandsaws have been associated with a number of serious incidents and injuries to both experienced and inexperienced operators. Main hazards The most common causes of injury from meat bandsaws are: lacerations and amputations of fingers when working in close proximity to the blade lacerations and amputations of fingers when operators are distracted while cutting lacerations while changing or fitting the bandsaw blade musculoskeletal injuries from repeating tasks and forcing product through the bandsaw blade. Employers must provide a safe work environment for workers by implementing adequate controls to all identified hazards How to use the table The table on the following page lists and shows examples of the main hazards in each zone of a meat bandsaw (see the picture opposite for zones). It also includes the possible consequence of the hazard (eg cutting fingers) and provides a list of recommended controls. The zones of a meat bandsaw are: 1. bandsaw blade at cutting zone 2. bandsaw blade outside cutting zone 3. fixed or sliding feed table 4. feet. 4 GUI0118/01/

2 Zone 1 Bandsaw blade at cutting zone Bandsaw blade at cutting zone Cutting or amputating fingers while feeding product. Use a blade brake mechanism with an operator armband sensor and microcontroller-based control unit. Fit a hinged (spring return) cover. When the operator withdraws their hands from the product, the cover falls around the blade, preventing back and side contact. A hinged spring cover in rest position. Use specific machines for certain cuts (eg a four-bladed bandsaw for frozen blocks of meat). A four-bladed bandsaw with a rear chute. 2

(continued) Adjust the blade guard so it is as close to the product as practicable and is specific to the task. Install a motor brake where possible, with a braking speed of three to four seconds. Use jigs (eg guide tunnel or pusher) to feed product so the operator s hands are not close to the blade. Congestion around an operator s work zone Cutting or amputating fingers if knocked by others walking past or walking in close proximity to the operator. Workers can slip or trip on wet and slippery floors that have a build-up of product that has not been cleaned. A jig allows operators to keep hands away from the blade. Design the work zone to prevent workers other than the operator from entering the workspace. Install side and rear barricades around the operator s work zone. Use line markings to ensure the operator s work zone is clearly identified. Use chutes or conveyors. If tubs are used, ensure they are kept clear of the operator s work zone and do not introduce new hazards (eg manual handling hazards). Keep the floor clear of waste and other materials within the operator s work zone. 3

4 Zone 1 continued Congestion of product behind a bandsaw (eg product build-up on a table causing the operator to throw product around the blade) Cutting arms on the blade when the operator throws product behind the bandsaw. Ensure the operator s work zone is regularly cleaned (eg clear product and empty tubs). Use chutes or conveyors to prevent build-up of product behind the bandsaw table. Poor condition of blade guide (eg wear or damage) and vibration of moving parts When the blade tension is incorrect, the blade can flex, resulting in workers cutting or amputating fingers. Loud vibrating parts can cause permanent hearing loss. A chute releases product to a wheeled tub. Replace blade guides that show signs of wear or damage. Wear patterns on a blade can indicate wheels in the machine need to be adjusted. Worn guides that cause problems need to be replaced. Ensure equipment is well maintained and vibrationfree. This will enable better and faster cuts, improve blade life and reduce noise. 4

5 Zone 2 Bandsaw blade outside cutting zone Exposed upper and/or lower blade Changing blade tool Removal of blockages, assisting product flow and cleaning between different products Lack of power isolation switch that can be locked out Upper and lower wheels exposed In-running nip on upper and lower wheels exposed Spokes on upper and lower wheels exposed Drive units on upper and lower wheels exposed Cutting or amputating fingers, or fingers becoming entangled on upper and lower blade wheels. Cutting or amputating fingers while handling or transporting a blade during replacement or installation. If the blade is dropped, other body parts can be cut. Cutting or amputating fingers during cleaning operations. If the bandsaw is not switched off, workers can become entangled in the machine (eg via loose clothes, hair, jewellery). Entanglement in upper and lower wheel or lacerations during maintenance and repair activities. Crush injuries to hands and fingers. Entanglement in upper and lower wheels. Install guarding with interlock devices on the upper and lower blade wheel guards, so opening either door immediately shuts off the power. Install a time lock on upper and lower wheel guards to prevent access during run-down of the machine. Move the blade in a box or protective guard to protect workers from sharp edges. Wear cut-resistant gloves while installing or changing a blade. Ensure the bandsaw is cleaned only after locked and tagged out. Ensure the bandsaw is switched off and isolated from the power supply during cleaning operations and when not in use. Wear cut-resistant gloves while removing blade build up and blockages. Ensure there is a lockable isolation switch on the bandsaw. Ensure there are standard operating procedures for maintenance and repair of the bandsaw. Install guarding and interlock devices on the upper and lower blade wheel guards. Consider an interlock device on the upper blade wheel guard with a pin to prevent the bottom guard opening independently. Zone 3 Fixed or sliding feed table Sliding feed table Crush injuries to hands or feet if the sliding feed table falls out of the guide. Ensure the design of the feed table does not allow sliding tables to slide out. Use a thumb protector guard on the sliding table. If speed or rate of work is excessive, use a sliding table to limit or slow product feed, ensuring workers are not operating beyond their capacity. 5

6 Zone 4 Feet Loss of bandsaw stability Crush injuries to the body if the bandsaw becomes unbalanced or tips. Fix equipment to the floor or position it on a firm and stable base. Ensure bandsaw legs absorb the vibration of the cutting process. Equip wheel-mounted machines with locking devices to prevent the machine turning and rolling. Other Poor body posture or excessive physical effort Lack of or poorly placed emergency stop button or pedal Musculoskeletal injuries (eg back, neck, arm and hand strain). Cutting or amputating fingers as the operator is unable to stop the bandsaw in case of emergency. Change bandsaw blades regularly to reduce the need to force product through. Keep bandsaw blades sharp so they run smoothly through pulleys. Set table heights to prevent awkward posture. Use anti-fatigue matting. This should not create other manual handling problems when moving the matting during cleaning. Water may be used on the table to make it easier to push the product through the bandsaw. Ensure emergency stop buttons on bandsaws are easy to see (eg red) and can be reached by operators from working position. Provide a knee or foot pressure emergency stop (eg kick-button emergency stop). A kick-button emergency stop can stop the bandsaw in an emergency. 6

7 Training and supervision Poorly trained and supervised operators using the bandsaw Workers who are inexperienced, lack training or adequate supervision are at risk of injuring themselves and others. Ensure operators have extensive training on the safe use of the bandsaw. Ensure training is progressive (eg a novice trainee starts training on cuts where their hands are kept away from the blade. Intricate cuts are not performed by newly trained operators). For training, consider a laser projector to provide a visual warning prompt for operators. The laser is lined up with the bandsaw blade and provides a beam of light along the intended line of cut for the operator to use as a guide. This helps the operator keep their hands and fingers clear of the blade. Rate/speed of work using a bandsaw is usually a fast-paced task as the operator has to keep up with people supplying the carcass to them Cutting or amputating fingers an increased rate of work will lead to injury as the operator will be unable to keep up with the task. A laser projector is a visual guide for trainees. Ensure operators are supervised by a competent person. Ensure supervisors monitor the rate of work so workers are not operating beyond their capacity to keep up with supply of the product. Ensure supervisors rotate operators so they are not fatigued while performing the same task. Document training records and ensure a list of authorised users is available and displayed. Ensure new workers or experienced operators who are new to a task have a reduced rate of work so they can develop their skills on the job before working at the production pace. 7

8 Personal protective equipment Wearing mesh or cotton gloves while using the bandsaw Working on slippery surfaces without adequate footwear When mesh or cotton gloves are worn they can become entangled in moving parts. Workers may slip without adequate footwear, which can result in serious lacerations or amputations if they come into contact with the bandsaw blade. Ensure mesh or cotton gloves are not worn. Wear roughened rubber (or similar) gloves to add grip when handling some products and provide protection against frozen and cold products. Wear appropriate non-slip safety footwear and ensure tread is not worn. Keep the floor clear of waste.
