1 EXAMPLE VERIFICATION REQUIREMENTS SPECIFICATION (VRS) SUBMARINE EMERGENCY COMMUNICATION BUOY (ECB) PPI March 2018

2 FOREWORD This example Verification Requirements Specification (VRS), developed by PPI, is a part of PPI s documentation in support of its consulting and training activities with clients. This VRS is intended to serve as an example of the nature of a VRS, defining the qualities of evidence required that a set of requirements defining an item is satisfied. The item may be of any nature whatsoever, ranging from, for example, a capability or enterprise or business system, an end-use item of technology, software, an interface, a data item, a material, or a service. Although the VRS is general in its application, the main application of the VRS in the context of acquisition is in contracting for a materiel item, where the contractor is also contracted to perform system testing, most commonly for the purpose of acceptance. This example is in that context, being for the requirements on an Emergency Communication Buoy (ECB), the subject of an acquisition with a contract value of about $5M and a Whole of Life Cost of about $15M. This example aligns with the corresponding example in the series: Example System Requirements Specification (SyRS), for the same emergency communication buoy. In the absence of a VRS, it is anybody s guess as to the amount of testing that is appropriate. This can lead to dispute, and often does. Other likely outcomes are under-verification or oververification. Verification is a high cost activity. However, the impact of not detecting failure to satisfy requirements can be catastrophic. The development of verification requirements for some items can be almost as important as the development of the requirements on the item itself. For other, low risk items, verification requirements may be of low importance. Often, the VRS will be integrated as a part (Section 5) of the SyRS. In this case, this VRS provides an example of the contents of such a section of a SyRS. The VRS is not just a list of verification methods, unless the only requirement regarding each verification activity is that it be performed in a particular way, i.e. a verification solution direction. This would normally be quite inappropriate. The requirements and organisations referred to in this example VRS are fictitious. 4 1. SCOPE 1.1. Identification This verification requirements specification describes the verification requirements for a Submarine Emergency Communications Buoy (ECB), also known as an Emergency Position Indicating Radio Beacon (EPIRB), to be acquired by the Royal Botswan Navy (RBN). The Buoy is specified in PPI Submarine Emergency Communications Buoy System Requirements Specification (SyRS); this VRS links to those requirements. Two variants of the Buoy are specified to, as follows: a) Type A Buoy RF Buoy only; and b) Type B Buoy RF Buoy with Strobe Light. Unless otherwise stated, all verification requirements in 4 apply to both the Type A Buoy and the Type B Buoy therein referred to as the Buoy or the ECB. Where a distinction applies, the terms Type A Buoy and Type B Buoy are used, as applicable Intended Use of the VRS This VRS is intended for use by the contractor for supply of the Buoy, for the development of verification procedures for the conduct of Acceptance Testing (and other verification methods) by the contractor on behalf of the RBN, and witnessed by the RBN. This VRS is intended for use by the RBN for evaluation of contractor-supplied test procedures and other buoy verification procedures, against which the procedures will be evaluated by the RBN for compliance, leading to approval or disapproval of the procedures, as applicable. 2.
