GLENTEL has looked at options for connecting from the Embrun Water Tower to Ottawa Fires Dispatch Center located on Randall Ave and the costs for implementing a solution. GLENTEL has conducted a review of how the Township is currently dispatched from Hawkesbury and looked at the following options to connecting to Ottawa Fire. The options where the installation of a dedicated phone circuit, a DSL connection and a RF Link. Based on our review, GLENTEL recommends a RF Link between the Embrun Water Tower and Ottawa Fire Dispatch will meet the requirements. The RF Link will provide the Township with a stable 1 and manageable connection with a one (1) time acquisition of hardware and labour, with a single supplier to support the link on a 24*7 basis. The other options were not recommended due to the need to rely on a 3 rd party to supply, repair and restore services, plus the monthly recurring costs for the connections and additional costs for hardware to convert the radio audio to allow communications over an TCP/IP connection. 1 RF Signals are impacted by elements such as Geographic Topology, Weather, Interference, Equipment Failure or Degradation of Equipment, Transmission Cables. The RF Path Predication shows the link between the Embrun Water Tower and Ottawa Fire Dispatch is greater than 95%. 2 GLENTEL performed the following in determining their recommendations. RF PATH PROFILE: GLENTEL using the EDX software application for determining RF Coverage, Path Profiles. This software allows for complete coverage predictions and includes the setting of performance level for Public Safety of providing greater than 95% performance. The Path Profile between Embrun Water Tower and OFS Dispatch is 99.7% and will meet the paging and audio link required for OFS to dispatch Russell Fire Services. PAGING COVERAGE: GLENTEL to ensure that there would be no change in the existing Paging Coverage due to the connection between the Township and Ottawa Fire. Using EDX, a Paging Coverage Map was generated from the Embrun Water Tower, which returned a result of over 95% coverage. 2 The reason for using Paging for the coverage study, is because it is the primary means of dispatching Fire Fighters and if the coverage meets or exceeds the Public Safety Standard of 95%, the Township s paging and voice communication will operate. REVIEW MEETING: GLENTEL held a meeting with the Fire Chief and his Captain to review the initial results and discuss the proposed solution. During the discussion, it was mentioned that they were having coverage issues. GLENTEL recommended that they have their current service provider conduct Preventative Maintenance (PM) on the Embrun Water Tower, the results of the PM showed that there is issues with either the UHF antenna and/or cabling which definitely has an impact on the performance. GLENTEL has included costing to replace the UHF antenna at the Embrun Water Tower. Excluded from our review; Russell Fire Services - Operations and Procedures Russell Fire Services Fleet of Radios and Peripherals Russell Fire Services Radio Code Plugs and Fleet Mapping. Additional Costs for Ottawa Fire to provide Dispatch Services Assumptions: Ottawa Fire will advise GLENTEL, where they will connect the proposed base station to the consoles. Township of Russell owns the existing equipment at the Embrun Water Tower and to establish the new RF Link, the antenna just needs to be redirected to Ottawa Fire Dispatch. 4 1. GLENTEL will connect the Base Station audio to the pair Tx/Rx wires at OFS Randall Dispatch and confirm that OFS can dispatch and receive audio from Russell Fire. 2. Continuous Effort: Due to events outside the reasonable control of GLENTEL; i.e. Act of God, Force Majeure GLENTEL will affect repairs as quickly as possible, while keeping the customer informed on the progress. 3. Annual Preventative Maintenance; GLENTEL will conduct an annual inspection of the base station and verify operations. This is an intrusive test which requires the Base Station to be taken off line for testing. The customer during this testing will be required to use their backup as a means of dispatching. Estimate time of testing is 4 hours and GLENTEL will prepare a report for the customer. 4. Exclusions: Act of God, Force Majeure, RF Interference, Physical Damage, 5. Demarcation Point: Where the Base Station connections to the cable at OFS Dispatch Center. 6. The Base Station being installed is capable of supporting multiple services through the Tone Remote through the use of different tones.
