2 Action Plan for Recommendations from Assessment Report (Fitch & Assoc. Report) The high level action plan was provided to City Managers and members of the BCCCC Committee on March 3, 2017 (letter from County Administrator) The goal of the study was to benchmark current operations and performance metrics against national best practices. Recommended performance metrics have been adopted, and are now published in the revised monthly report. The County has accepted all of the recommendations from the Fitch and Assoc. Plans are being developed for implementation. 2
3 CAD System Project Update 3
4 Next Generation CAD System Update CAD Replacement Program Successful Go Live occurred on March 28, 2017 at 6:53 AM $4.3M Project $1M of additional training for Regional Communication Center employees added (includes $715K for BSO overtime). Core implementation team included Police and Fire Chiefs Associations, Communications Union, BSO, Municipal Partners, and County. Requirements and provisioning of all functionality vetted and approved through this team. Workshops and system behavioral sessions extended to municipal partners and regional communication end users for input. 31 Interfaces successfully brought live. Report Data Warehouse (RDW) for agencies to access collectively developed and highly parameterized CAD reports and dashboards brought live. Go Live Unified Command Center was located at the Sunrise PSC EOC with a ready room established at the North Regional Communication Center. Motorola Application Specialists, Engineers, and ORCAT RPSA personnel onsite and available around the clock throughout the 10 day Go-Live Period. Significant participation, planning, and preparedness by BSO Regional Communications, Fire Rescue, and Law Enforcement led to the success of the go live. Items being addressed Intermittent Fire Station alerting tones being experienced Expected Resolution (Week of 4/10) Cascading Queries and Unsolicited Messages from FDLE Expected Resolution (Week of 4/10) Several adjustments to run cards, radio ID updates, adding/deleting/modifying personnel and units which were expected. Many requests for access to the Report Data Warehouse also occurring. 4

6 Radio System Updates P25 Public Safety Radio Replacement Project $45M Project (Estimated) Motorola Solutions was ranked first; Harris second Contract negotiations have begun; targeting to submit an agreement for execution to the BCBOCC in May 2017 Go-live expected in Fourth Quarter 2018 Alphanumeric Paging System (APS) Paging System is in service. All pagers have been programmed to the new narrowband paging frequency. Working through some paging database issues with CAD. This is being handled on a case by case bases. Have identified an issue where the APS stops sending pages, taking 5-25min to recover. This issue has been escalated and is under 24h observation to determine root cause. 6
7 Radio System Updates Fire Station Alerting System $1.35M Project (Estimated) Project was awarded to Keylite (US Digital) and Commission approved September System will provide end user agencies with the option of enhanced fire station functions, to be determined by each user agencies. County proceeding with Keylite option of a microwave backhaul for the FSA system. Currently under vendor contract negotiations; agreement anticipated to be executed September 2017 Go Live is TBD 7
8 Radio System Updates BDA/DAS Clarifications ORCAT s responsibility: Make sure the BDA is 7/800MHz P25 Phase II capable for County radio system. Ensure the BDA doesn t interfere with public safety radio system(s). Have documentation of BDA/DAS installations, registered with FCC. Building Owner Compliance with City/County Code Enforcement/Permitting. Agency Having Jurisdiction (AHJ) responsibilities: Compliance with the latest version of NFPA. Ensures proper functionality, i.e. proper alarming, provides optimal public safety radio communications throughout structure(s). Ensures sign-off from City/County Code Enforcement/Permitting, City owned Radio System Manager, and ORCAT Radio Division.
