1 Florida Stateside HurrX 2016 ARES Participation Instructions

2 ARES Participation Thank you for taking your time out of your day to participate in this exercise; and thank you for your valuable volunteer efforts! The ARES participation will be a very easy activity This will provide an opportunity to fill out a NIMS compliant ICS-213 Message Form and submit the document to the State EOC as traffic using Amateur Radio communications You will find that the message contains critical questions of governmental continuity & how government and the community are functioning The primary challenge directed at ARES is operational capabilities and communications capabilities while providing services to a served agency (County EOC) 2016 Statewide Hurricane Exercise 2

3 Net Procedure The date for this activity is May 18, 2016, only. If this changes an update will be transmitted to your EC from your Section Manager. The activity you will participate in will operate on HF and SARnet. These are directed nets, no other traffic will be handled during this net. If there is a real world emergency contact 911, or transmit Break, Break, <call sign> to stop the net, transmit your emergency traffic. The net will resume normal message handling once done. All messages must attempt to transmitted on HF FIRST, before using the alternative SARnet UHF statewide radio system. Only call KA4EOC, transmit the ICS-213 message in answers only (example = Question #1 = YES ), receive acknowledgement; no signal reports or other communications will be provided during the exercise At Midday there will be a 1.5 hour break (operators eat and Midday Net functions normally) 2016 Statewide Hurricane Exercise 3

4 HF Net Procedure The ARES HF Hurrx Net will operate on or 10Khz in the morning (after the general NFL Net) at 1400Z (10:00 AM EDT). This net will operate for exactly one hour until 15:00Z (11:00 AM EDT) The ARES HF Hurrx Net will continue to operate on or 10Khz starting at 1700Z (after the Midday Net is complete), for the remainder of the day until 21:00Z (5:00 PM EDT). This will also be as band conditions and adjacent interference permit. This State EOC will only have one radio operator receiving messages at a time - there will be other operators periodically. This is an exercise and operation is limited Statewide Hurricane Exercise 4

5 SARNet Procedure SARNet is a statewide network, so if you transmit you will broadcast across the entire state. Please check first if there is any traffic already on the network before transmitting. Call KA4EOC and identify you call and your location. SARNet may be used for an alternative message handling, please keep all messages within the three minute window of the repeaters, allowing at least a 2-3 second delay when keying up to allow the system to broadcast messages. If the operator does not respond immediately please contact again at a later time, the operator will also be handling HF traffic Statewide Hurricane Exercise 5

6 Communications Schedule The table below defines the Comm Schedule as provided in a chart SARNet is only used if HF is not available or not effective due to capabilities of the station participating in the exercise. If at anytime there is a problem with the frequencies listed here, relay stations will be contacted to announce changes in frequency location. 8 NIMS ICS-213 You will use a ICS-213, a sample is provided in this package. Since this will be an exercise, you can fill this out ahead of time. Each line must be filled in, that is indicated in example and you may write over the example content, please do not fill in the lines not required. Please follow the document provided for the questions to be answered in the 15 form lines: Y =yes, N=no, P=Partial #=Count in numeric format Please only use Y,N,P or the count, and A/V/S, this will keep the traffic to a minimum and allow a better copy for the operator to receive the message in a timely manner. Originator will be the county EOC call sign or the user call sign, the location will be County Name Only Statewide Hurricane Exercise 8

11 Final Information Due to the nature of the exercise, the information about the actual event or incident will not be disclosed anytime ahead of the exercise. If this was an actual event or incident, you would be aware of it and have been contacted by your ARRL ARES Leadership with further instructions for activating nets, shelters, or other ARES activities. If there is time ahead of the net or during the net, there maybe some information passed such as weather, unmet needs, or general information but this will only be random to illustrate the usage of Amateur Radio in the event of a real event and will not interfere with the task of receiving as many accurate messages as possible within the single day event.
