5 What is TETRA A standard defined by ETSI in the 90 s with contributions from Motorola, Nokia, Thomson, Alcatel and Marconi. 4-slot TDMA architecture over 25 KHz channels (narrowband compliant). π/4-dqpsk, 2-bit symbol modulation for a raw bit stream of 36 Kbps multiplexed in four channels. Designed for use in 300 MHz 1 GHz. Actions underway at ETSI to extend the range down to 130 MHz. Commercially available at global level in , , and MHz plus some special bands. TETRA systems deployed in at least 125 countries to date.

6 What TETRA can offer Excellent cellular-like speech quality. Full-duplex and half-duplex voice calls. Private, group, broadcast and emergency calls. Status and short data messages (text, GPS, ). IP packet data (4.8, 9.6 and 19.2 Kbps). Circuit data (7.2, 14.4 and 28.8 Kbps). Fast call setup (< 0.5 sec) Direct mode operation (DMO). Peripheral equipment interface (PEI).

7 Why TETRA was not available in North America Default RF TETRA signal does not meet two mandatory FCC 47 CFR 90 requirements: Mask B (equipment with audio low pass filter). As defined by FCC 47 CFR Occupied bandwidth < 20 KHz. As defined by FCC 47 CFR & Therefore no TETRA equipment received type acceptance from the FCC or Industry Canada in the past decade.

8 How TETRA was made available PowerTrunk research showed that a minor change in one of the parameters of the square raised cosine filter of the TETRA modulation (alpha) made it compliant with Part 90 rules while full interoperability was retained as the bit stream remains unchanged. The operational impact is inconsequential (1 db of RF power loss) as inter-symbol interference (receiver) and peak-to-average ratio (amplifier) stay well within the requirements of the TETRA standard. The default value of alpha is 0.35, an implementation which has been defined by the FCC as full power TETRA while alpha = 0.2 is Part-90-compliant and is defined by the FCC as reduced power TETRA.

13 Waiver granted by the FCC (1) Upon TCCA (TETRA Association) s request, last April 26, 2011 the FCC issued a notice of proposed rule making and order which includes a waiver to allow TETRA to operate in certain bands without the emission restrictions as defined by Part 90 rules. The waiver is applicable to MHz and / MHz sub-bands with some restrictions. The FCC based its decision in the declared TCCA s intention not to address PSS markets with TETRA.

14 Waiver granted by the FCC (2) The FCC notice releases those vendors that had obtained type acceptance earlier from the obligation to go through lab testing again with the full RF power implementation of TETRA. This is the most remarkable effect of the FCC order as it confirms that PowerTrunk s implementation is compliant with the TETRA standard. The existing certificates in , and Mhz remain valid and are furthermore endorsed by the FCC. Other bands shall follow in the near future.

15 Regulatory Update Industry Canada changed its RSS-119 rules in 2011 to accept TETRA without modifications (α = 0.35) in all frequency bands. A rulemaking is underway at the FCC to confirm, expand or cancel the waiver granted on April 26, An Order On Clarification in regard to the April 2011 waiver was issued by the FCC last September 28, 2011 which basically imposed additional restrictions on the bands previously waived from Part 90 compliance. Neither the waiver nor its associated restrictions affect PowerTrunk s existing type acceptance certificates as PowerTrunk equipment is Part-90-compliant.

35 Summary TETRA is an efficient, narrowband-compliant LMR technology in use in at least 125 countries, including Canada and Mexico. Major end-users in the United States have carried out successful trials with TETRA equipment. PowerTrunk TETRA implementation has been fully type accepted by the FCC. No waiver is needed for its deployment (nor do its associated restrictions apply). Another TETRA vendor (the British firm Sepura) obtained also type acceptance for its range of subscriber units. TETRA addresses the mission critical requirements of transit agencies, utilities and other industries.
