14 Wireless broadband deployment initiatives by Bit Lietuva Since the end of 2003 BITE has been installing EDGE. Presently this system has been installed in 40% of network bases stations. BITE owns 700 base stations. 40 % of data flow is transfered through EDGE and 60 % through GPRS. The use of EDGE has increased from 8% in January till 40 % today. An average speed for consumer is 130 kbit/s psl

16 Challenges to regulatory system Commit to regulating only what must be regulated (or eg., need for flexible spectrum management) Only license if it is really necessary; otherwise apply general authorisation principle and activities monitoring approach Ensuring access to adequate amounts of spectrum to meet the needs of consumers and business in the future environment without disadvantaging services of general interest (such as public-sector broadcasting) and without picking technology winners psl

17 Challenges to regulatory system Balancing flexibility with harmonisation: removing undue regulatory constraints on the services to be offered and the technologies to be used wherever possible, while distinguishing between licensed and unlicensed bands and identifying what technical co-existence requirements (channelling arrangements, interference thresholds) must be met; Facilitating standardisation where necessary to allow the relevant frequency bands to be exploited and to allow the single market to benefit from economies of scale; Identifying transition arrangements which ensure that legacy issues are dealt with smoothly and that equitable burden sharing takes place between incumbents and newcomers in order to promote innovation psl
