Question 1: Are the following questions to be determined by the survey? Answer 1: Yes Question 2: How many channels/talk groups are desired? DATE: January 19, 2017 ADDENDUM NO: One (1) Answer 2: Public Safety would want the possibility of having two banks of 16 channels each which is what we currently have as participants in the Madison County-Wide Radio System. Talk groups will need to be expandable and the number is undefined at present. At minimum there will be multiple user groups such as Public Safety, Facilities Services, Athletics, Campus Rec, Admissions, and multiple satellite and regional user groups (At a minimum, Manchester, Corbin, Danville, Lancaster, Meadowbrook Farm, Central KY Regional Airport, Maywoods Natural Area, and Lilly Cornett Woods). Facilities: channels All other participating departments: undefined at present depending on op-in participation by Question 3: Will they be broken down by department? Answer 3: Yes Question 4: Will departments need talk around channels/talk groups? Answer 4: Yes Question 5: What is the breakdown of radios and equipment needed? Answer 5: Public Safety will likely have about 50 individual users. Public Safety would need three dispatch console locations and one portable unit that can be used in the Mobile Command Center for a total of 4 dispatching consoles. Public Safety would need 14 mobile/vehicle radios and 50

2 portable/handheld radios. Facilities will have about 50 individual users All other participating departments undefined at present depending on op-in participation by Questions 6: How many departments need radios? Answer 6: See answer 5. Questions 7: How many mobiles and/or portables? Answer 7: See answer 5. Question 8: Do they need accessories (remote speaker mics, headsets, etc)? Answer 8: Public Safety needs remote speaker mics and headsets. Undefined at present for the other Question 9: What satellite locations and other areas need coverage and radios? Answer 9: See answer 1 (As a minimum and must be expandable) Question 10: How many mobiles and/or portables for each? Answer 10: Undefined at present. Question 11: Accessories? Answer 11: Undefined at present. Question 12: Do they need their own channels/talk groups? Answer 11: Yes Question 12: Will the radios for the EKU PD be just the base stations or will it replace their portables and vehicle radios? Answer 12: Design and price to replace the base stations and the portable and vehicle radios. Question 13: I do not understand what intrinsically safe means. Answer 13: The words intrinsically safe is not contained in the RFP. Question 14: In reference to redundancy for internet/wifi failure, what is meant by redundancy? Does this mean you still have local communications in the case of losing internet, or does this mean that you want all locations, including satellite campuses to still be able to communicate with other locations?

3 Answer 14: Yes and Yes. Question 15: Is there a definable standard for radio coverage in a building as it pertains to a dead zone? Does this mean 100% coverage in all locations, or if a radio does not work in one single spot, is that a failure? Answer 15: All floors in all buildings will require coverage. We will have to download floor plans for the company that is selected. Question 16: How will testing be done to confirm coverage requirements of the new system? Answer 16: The selected vendor will dedicate at least two people to test the system (one to travel about the properties [to include all floors in all buildings and all exterior areas of campus property] and transmit and one to receive at a base station and transmit back) with a University escort. Question 17: Which FCC call signs need to be modified? Answer 17: Public Safety has no present call signs. We are operating under the county-wide radio system in Madison County KY and as such we have no independent FCC licenses or call signs presently. Question 18: What are the coverage requirements? Answer 18: All floors in all buildings will require coverage. We will have to download floor plans for the company that is selected. It will be approximately 80 buildings on Richmond Campus and our Regional Campuses and Other Properties as well if we are looking for an IP bases system. This would include, at a minimum, Manchester, Corbin, Danville, Lancaster, Meadowbrook Farm, Central KY Regional Airport, Maywoods Natural Area, and Lilly Cornett Woods. Question 19: Are there existing towers and/or rooftops that can be utilized for radio coverage? Answer 19: Existing towers usefulness is undetermined. There are multiple rooftops that can be used. Question 20: How many users will there be? Answer 20: See answer 5 above. Question 21: How many dispatch console locations and total number of consoles needed? Answer 21: Public Safety would need 3 dispatch console locations and one portable unit that can be used in the Mobile Command Center for a total of 4 dispatching consoles. Facilities 1 dispatch console. Question 21: How many portable and mobile radios are required? Answer 21: See answer 5 above.

4 Question 22: Is there existing connectivity between EKU and the regional campuses that require coverage? Answer 22: See answer 5 above. Question 23: Is there existing connectivity between EKU and the regional campuses that require coverage? Answer 23: We have network connectivity to all of our Regional Campuses. Question 24: Under Scope of Services 3.1 page 7 it says Provide demonstrable redundancies for times when there is internet/wifi failure. What does WiFi have to do with radio system in this instance? Answer 24: We desire a radio system that works over vast distances through internet and by extension WiFi connections in our facilities. Question 25: When can an exhaustive survey of the existing equipment, locations, and end-user requirements be scheduled? Answer 25: A survey will be coordinated when the RFP is in the final stages. Question 26: What is your current radio system Moto, Harris etc..? Answer 26: Public Safety uses Harris Radios through our County-Wide EMA System. There are a few Motorola handhelds on campus. Questions 27: How many current users are on the system? Answer 27: See answer 5 above. Question 28: Are you looking to migrate all users to new system? Answer 28: Yes Question 29: Have you looked at other technologies such as Push to Talk over Cellular? Answer 29: Yes, if it is a radio system that uses cellular and /or the internet. Question 30: Would the university look at a different solution that is not compliant to the RFP? Answer 30: No, the solution would have to meet the specifications in the RFP.
