12 TableTop Exercise - Amateur Radio Incident Communication Plan Scenario: An explosion of unknown origin has just taken out your collocated County EOC, 911 PSAP, and main Public Safety radio antenna tower. Residents in homes around the vicinity of the explosion have been evacuated by police. The cell phone towers are overloaded and not available for incident communications. Public Safety radio communications, using remote radio towers, is spotty and unreliable. The possibility of additional explosions has been threatened to target other area communications towers (ie, Amateur Radio repeater towers), so we cannot rely on the area 2m repeater. You, as County ARES/RACES on-scene leader, have been tasked by the Incident Commander with setting up: communications between mobile ICC (Incident Communications Center) and the Downtown Fire Station communications to pass traffic between the ICC & State EOC communications to pass traffic between the ICC and the Red Cross shelter housing evacuated residents. A ComL has arrived at the ICC and wants to know your Amateur Radio comms plan to support response and recovery efforts. Your task: Working from your County Amateur Radio Communications Resource Availability Worksheet (ICS-217A), draft the Amateur Radio portion of the Incident Communication Plan (ICS-205). 7/6/
