1 SER FL051 CHARLOTTE COUNTY COMPOSITE SQUADRON HARBOR PATROL PROCEDURES Revised 14 August 24, Background. These procedures cover the conduct of the Harbor Patrol of the Charlotte County Composite Squadron, conducted under the Memorandum of Understanding (MOU) between the Florida Wing of the CAP, and Charlotte County. The Harbor Patrol is generally scheduled 3 or 4 times a week, Thursday through Sunday. The Squadron receives reimbursement for the Aircraft use, and the Mission Aircrew generally pays for the fuel for the mission. A copy of the MOU can be found in Attachment (1). 2. Reporting times. The Crew will report for duty at least 30 minutes prior to the planned departure of the aircraft. Departure should be planned at least 1 hour and 30 minutes prior to sunset, but may be flown earlier to accommodate crew schedules or weather consideration. Time of sunset is published in local newspaper and available online at by ZIP CODE. Punta Gorda ZIP CODE is Crew required for Harbor Patrol. The crew for a Harbor Patrol can consist of a Mission Pilot, a Mission Observer, and a Mission Scanner or Aerial Photographer, and a Radio Operator. The minimum (and Normal) Mission crew must include a Mission Pilot, a Mission Observer and an authorized Radio Operator. The pilot should contact the other crewmembers, prior to the flight, to verify their availability and coordinate the scheduled mission time. This call should be made NO LATER THAN the Preceding Day of the mission. 4. Preflight preparation: A. The pilot will obtain weather information. Sources are Flight Service, DUATS, AWOS at PGD on or Unofficial but helpful WX reports leading up to the day of the flight can be found on TV at the Weather Channel, or on the Internet at www. Intellicast.com. PGD Ground and Tower Controllers may also be contacted on before departure, for their ideas of current and projected area weather. If the pilot determines that weather conditions are unsuitable, the flight will be canceled and crewmembers will be notified. B. The pilot will obtain a flight release from one of the Flight Release Officers (FROs) posted in WMIRS. This Flight Release must be BOTH an Electronic Release through WMIRS and a Verbal Release by Phone. Currently, the three CAP members able to release Harbor Patrol Flights include: LtCol Jim Kaletta Cell (716) ; Home (941) LtCol George Schaefer Cell (850) Major Willard Garman Cell (941) ; Home ((941) For information only Charlotte County Sheriff (941) C. The pilot, with assistance of the crewmembers, will preflight the aircraft. Any minor discrepancies will be reported in WMIRS. If A/C is found to be not airworthy, the flight will be canceled. When Possible, notify the following individuals prior to Grounding the Aircraft: The Aircraft Maintenance Officer (AMO) - Currently Capt Bill Hicks (941) or Tom Britton Cell (704) OR the Squadron Commander Currently Major Gerald Lewis Cell (630) D. The Pilot will brief all crewmembers on the flight, on the emergency procedures and Egress, Aircraft Ditching Procedures and on any operational factors that could affect the flight. 5. Radio Station. The Radio Operator will open the Radio Station 15 minutes prior to departure and note that time in the CAP Form 110 that is used for the Radio Log. The Flight Crew may phone the Radio Operator prior to pulling the plane out of the hangar thus alerting the Radio Operator that a radio check is eminent. A copy of the Radio Log can be found at Attachment (2). The IC and Mission Crew should be annotated on the bottom of log. 1

2 Radios available to the Radio Operator include the CAP Radio (On Air 1), the Marine Radio, (On Channel 16) and the VHF FM Air Traffic Control Radio (On Punta Gorda Tower or Ground Frequency). The Radio Operator also has access to a computer and the Internet. 6. Initial Procedures and Radio Logs. After aircraft start-up, the observer and radio operator will perform a radio check per the published radio procedures. Do Not Depart the Airport without a positive radio contact. In the event that the radio operator is at a remote location (Not in the CAP Office) the radio check may be accomplished just after take off. The call sign for the CAP Aircraft is the individual assigned CAP call sign. The call sign for the mission base radio station is Manatee 595. The Aircraft CAP Radio should be set to Marine Channel 16 on position number 29 and the CAP AIR 1 will be position number 3. The Mission Base radio operator will record each radio transmission on the Form 110 using GMT, ZULU, or UT + 5 hrs EST or + 4 hrs EDT, and the Mission Observer will record radio transmission times on the Mission Observer Log. The Mission Observer Log for recording the Checkpoint times and Boat Count is provided in Attachment (4). 7. Harbor Patrol Route and Checkpoints. The pilot will fly the published Harbor Patrol route, starting west of the airport toward Ponce de Leon Park. The Map of the Harbor Patrol Checkpoints is provided in Attachment (5). In case of circumstance such as weather, the Mission Aircrew may fly the route at the crew s discretion around Charlotte Harbor, but the direction of the Flight should be coordinated with the Mission Radio Operator to avoid confusion. The Observer will report Checkpoint ALPHA following wheels up (actual time at a safe Altitude) per the Observer Log. After Reaching Cruise Altitude, The Observer will make a Radio call at this point on USCG Channel 16 Marine Radio and at other times deemed prudent during the flight. The Tower should be informed when the flight is flying closer than five miles. Clockwise: This is the Charlotte County Civil Air Patrol Aircraft CAP beginning a Harbor Patrol on the Charlotte Harbor. Our route will be to Ponce Deleon Park, Burnt Store Marina, Boca Grande Pass, Englewood, Cape Haze, Gulf Cove, up the Peace to Harbor Heights then back to PGD. We will be monitoring Channel 16 for any vessel in distress. CAP out. 8. Pilot and Observer responsibilities and actions. The pilot will position the aircraft such that the Observer can view the water and shoreline on the starboard and the Pilot or Scanner can view the water and shoreline on the port side. The Clockwise Route affords the Observer the best view of the water. This route also keeps the plane within gliding distance to shore. The Observer will initially zero out the counter, and provide a count of the TOTAL NUMBER OF BOATS SIGHTED ON THE MISSION. The increasing tally will be recorded at each checkpoint. The count will include boats underway or at anchor when fishing or performing recreational activities. The pilot will maintain at least 1000 MSL and airspeed between knots Indicated. Although Emergency ditching in the Harbor near the shoreline or a watercraft is always a possibility, the Pilot is expected to vary Altitude as required to remain within Gliding Distance of Land at all times. When approaching or over a checkpoint, the observer should record the time in the log, and then call the Mission Radio Station, Manatee 595 with the time at that position. 9. Boats in Distress. The flight crew will observe all boats for any indication of trouble or anything else during the mission that should be reported. Occupants of a disabled vessel would fly an orange distress flag, use signal flares, smoke signals, wave life jackets, etc. Any vessel obviously aground should be investigated. Circle the vessel in distress and try to contact them on Marine Radio Channel 16. If they require assistance report a description of the vessel, location number of occupants and the nature of the distress to the Mission Base Radio operator. The radio operator will call THE IC AND PROCEED AS INSTRUCTED for the Emergency Contact procedures in this publication. (EMERGENCY CONTACT PHONE NUMBERS PAGE 1& 2) 2

3 10. Emergency Contacts. It is the responsibility of the Radio Operator to initiate contact with outside agencies, as directed by the IC. Generally, the Coast Guard and Seatow can be contacted by Marine Radio channel 16. When underway the Sheriff and Florida Marine Patrol can also be contacted on Marine channel 16. Expect delays in responding. The Charlotte County Sheriff has three boats, one of which is available on 24hour call. Response time to lower Charlotte Harbor is minutes. Sheriff s Helicopter may be available during daylight hours, with a response time of minutes. The Florida Marine Patrol has very limited resources and when able to be contacted will probably have to launch a boat from the nearest ramp in order to respond. Seatow is located at various places in Charlotte Harbor and can respond quickly to any emergency in the lower part of Charlotte Harbor. The Coast Guard Auxiliary responds only to requests from the Coast Guard. The Auxiliary has boats on patrol on weekends and may be able to respond if requested. 11. Emergency Actions by the Aircrew. If an emergency signal is received from a vessel in distress, immediately notify the Radio Operator for action. When possible, stay with the disabled vessel until assistance arrives. You may have to guide the rescue boat, particularly if the disabled vessel does not have a marine radio. It is also critical to maintain visual contact with individuals in the water who may have abandoned ship. Pilots should maintain a safe altitude and airspeed. Airspeed of 90 knots should help extend loiter time, and a higher altitude may enhance communications over the CAP and the Marine radios; however, remaining in Visual Contact with the individuals in distress is paramount. 12. Emergency Radio Calls. If a Distress Call comes in by Marine Channel 16, monitor the Radio Traffic and alert the Radio Operator, but do not interfere with Transmissions between the Coast Guard and the individuals requesting assistance. However; based on your aircraft altitude, you may be the only radio in range of boats that are off the Coast in the Gulf of Mexico. The most help you can render is to act as a Radio Relay between the Coast Guard and the vessel in distress. Increasing aircraft altitude, decreasing the airspeed (and fuel burn) and holding the current position in an orbit are all options. A boat that is broken down and in radio or telephone communications with Sea Tow or the Coast Guard does not constitute an emergency situation. However, a Vessel on Fire or Sinking would constitute an Emergency, and your Eyes on Target and communications of the situation could be essential until help arrives at the scene. DO NOT FLY BEYOND GLIDING DISTANCE OF LAND! DO NOT PURSUE AS A RESCUE MISSION, UNLESS YOU ARE CERTAIN YOU ARE WITHIN GLIDING DISTANCE OF LAND, AND YOUR OVERHEAD PRESENSE WILL ASSIST IN SAVING LIVES. MAKE SURE THE RADIO OPERATOR INFORMS THE INCIDENT COMMANDER OF THE SITUATION, AND THAT THE CAP NATIONAL OPERATIONS CENTER IS INFORMED OF EMERGENCY RESPONSE OF A CAP AIRCRAFT. 13. Actions in event of an ELT Signal. The Aircrew should monitor the emergency frequency of on the VHF FM radio during the duration of the flight. Occasionally turning off squelch may help in hearing an Emergency Locator Transmitter (ELT). Should an ELT signal be heard while on patrol, call the base radio station to report your position and direction of the Signal using the Becker ELT Direction Finder. You may also inform the Air Traffic Control Operators at the Punta Gorda Airport. DO NOT PROSECUTE ELT SIGNALS WITHOUT A MISSION # ASSIGNMENT FROM AFRCC, UNLESS IT S AN OVIOUS MAYDAY SITUATION WITH LIVES IN IMMEDIATE DANGER! Contact the CAP IC, Coast Guard, ATC, and/or AFRCC with information. 3

4 14. Lost Communications with Mission Base. Keep the Mission Base radio station informed at all times. In the event of lost communication, a radio check should be made with another CAP Aircraft or with Air Traffic Controllers at Punta Gorda. Contact may be relayed via the ATC Com Radios on (PGD TWR) frequency. The Mission Base station aeronautical radio should be monitoring that frequency during the mission. (A) If the AIRCRAFT MISSES TWO OR MORE CHECK POINTS, THEN THE AIRCRAFT SHOULD RETURN TO BASE AS SOON AS POSSIBLE. UNLESS: (1) THE BASE RADIO OPERATOR CAN COMMUNICATE WITH THE AIRCRAFT BY HAVING THE AIRCRAFT CLICK THE MICROPHONE TRANSMIT KEY TWICE FOR CONFORMATION OF LOCATION OR: (2) THE BASE STATION CAN CLICK THE MICROPHONE TRANSMIT KEY TWICE TO VERIFY THE AIRCRAFT LOCATION. (B) IF NO CONTACT WITH THE AIRCRAFT AFTER THREE OR MORE CHECKPOINTS ARE MISSED, THEN CONTACT THE MISSION IC VIA TELEPHONE. (C) If unable to contact the IC proceed to contact the following. (1) CHARLOTTE COUNTY SHERIFF S OFFICE. (2) COAST GUARD FT.MYERS BEACH (3) FLORIDA MARINE PATROL (4) PUNTA GORDA POLICE (5) AFRCC (6) CAP CHAIN OF COMMAND 15. Return to Base and Closing Procedures. Upon return to base, the Mission Observer will report the actual landing time - CHECKPOINT India when safe to do so. The aircraft will be refueled and notations made in the Aircraft log as required. Also complete the form 99 with the time and fuel, and call the IC/Flight Release Officer. In the event that a disabled boat was found, or some other incident occurred during the flight a written report will be made also it should be noted on the CAP Form 104 and the Radio Operator s Log. The radio operator will close the base station after radio contact with the Aircraft from the hangar, just prior to engine shut down. 6 6 Base Radio Operating Procedure Hook up the 3 Antenna Jumper Cables (connect up to the left side receptacles) Turn on the Power Supply (EF Johnson) Turn on the 3 Radios: 1. CAP (EF Johnson) 2. Marine (IC-M55) 3. Aircraft (VHF Transceiver FA-8960A) 1. CAP Radio: Push knob for power on and turn knob for volume (a) Make sure CAP Radio is turned to Zone 1 Channel 3 2. Marine Radio: Turn volume knob to switch on power Set to channel Aircraft Radio: Toggle power on Push Clear, punch in freq. then push Enter (a) Set freq. first to (Ground) Switch Freq. Set freq. to (Tower) when aircraft holds for takeoff (b) Switch freq. to if you are doing an actual SAR(121.00Harbor Patrol) Fill out CAPF 110 Communications Log: 1. Mission number / Station designator (Manatee-595) / Date: dd Mo. yy Z (meaning Zulu) 2. Designator/Source: In Box A enter: 1-3, in Box B enter: 16 (the radio channels) 3. At the bottom right on the Communications Log list the: IC Incident Commander MP Mission Pilot MO Mission Observer MS Mission Scanner (if any) BRO Base Radio Operator or MRO Open Station on the CAP Radio 15 min. before the aircraft s planned takeoff time 1. Announce: Manatee 595 Opening Station, out and log the time Radio Check CAP Aircraft MO will call for Radio Check before taxiing: 1. Aircraft MO transmits: Manatee 595 this is CAP 842, Radio Check, over BRO responds: CAP 842 this is Manatee 595, I hear you loud and Clear, how me, over MO replies: Also loud and clear, out 2. Log the time of the Radio Check transmission 3. If this Radio Check transmission does not occur the flight SHOULD NOT GO! Checkpoint (CKPT) reporting: (CKPTs Alpha thru Juliet on Harbor Patrol) 1. Aircraft MO reports: Manatee 595 this is CAP 842, Checkpoint Alpha, over BRO responds: Roger Checkpoint Alpha, Manatee 595, out 2. Log the time of all the CKPT calls. Log all other calls the MO may send to you also 3. Aircraft MO will also make a Marine Radio Announcement. Log the time After CAP Aircraft reports CKPT India (Wheels Down) immediately: Switch freq. on Aircraft Radio back t0 Ground by clearing/selecting/entering Close Station on the CAP Radio after the Aircraft s final CKPT call, Juliet. (at hangar) 1. Announce: Manatee 595 Closing Station, out and log the time Power off the 3 Radios (Aircraft/CAP 1/CAP 2) then switch off the 2 Power Supplies Disconnect the 3 antenna jumper cables left side connectors only Switch off the lights and lock the radio room door. Set Air Conditioner at 80 (2)
