3 1 PURPOSE To provide a standard method for the use of two way radio communications for both operational and emergency use on surface mine sites. 2 SCOPE This procedure shall apply to all personnel who use a two way radio on any surface mine site 3 RESPONSIBILITIES Project Manager The project manager shall be responsible for ensuring adequate resources to implement the requirements of this procedure are provided. In addition he/she shall ensure: All vehicles have working two way radios fitted; A supply of hand held radios are available as required; and Personal accountability through compliance to this procedure is adhered to. Superintendent / Foreman / Supervisor Line management shall ensure: This procedure is adhered to by all employees; Persons have been trained and deemed competent to use a two-way radio equipment on site; Incidents and accidents are investigated in accordance with the Incident Reporting and Investigation Procedure; and Observations, inspections, and monitoring of compliance with this procedure are done in their area of responsibility, and in any area which may affect their area of responsibility. Operators All operators shall comply with this procedure to ensure safety to themselves and to others. Mine workers shall: Record and report two way radio defects and damage promptly to the supervisor; Complete pre-start equipment checks and submit copies to the supervisor; and Report any incident, accident or near miss immediately. 4 DEFINITIONS AND ABBREVIATIONS Shall - Is to be understood as mandatory Should - Is to be understood as non-mandatory, advisory or recommended Warning - Precedes steps that may cause personal injury. SME- mining equipment Positive Communication- A structured two way radio calling process ensuring a clear response received back from a transmitted message.. 4 Exclusion Zone A minimum safe distance from equipment operating in a mining work area Mining Work Area- Any excavation work area, tip head and working dozer / grader area (does not apply to a grader working on a haul or access road) 5 PROCEDURE 5.1 General radio requirements The two way radio system shall be used only for operational requirements and in the event of an emergency. All communication shall be kept to the point and be brief in consideration of others using the two way system. There shall be no idle chitchat, abusive language, belittling, defamatory comments, and / or swearing - any of this type of communication shall incur disciplinary action. When using the two-way radio, be aware that you are not cutting over other personnel using the system. There is a short delay after a message has been sent, so wait 1 to 2 seconds before you transmit your reply or until you hear the feedback through the radio. Replying without waiting for the delay / feedback will mean that part of your message may be missed. Note: Where a message acknowledgement is not received, cease the activity until an acknowledgement is received. Listen to your radio for: Changes of material or destinations Unusual traffic movement; and Warning calls Use your radios for: Warning other traffic when operating on narrow roads and blind spots; Overtaking/passing stationary equipment; Overtaking designated slow vehicles; and Entering a designated work area (e.g. rom or drill patterns etc.) Truck operators must respond to the following: All shot, ore type or block number changes; Any other group messages from either the excavator operator or the shift supervisor; or Any communication from an escort vehicle passing through the operational area. The operator shall state their full vehicle number and an acknowledgement of the message received. Light vehicles entering any mining working area must gain the approval of the designated / responsible person before entering. All SME in the working area must be parked with the park brake applied and hazards lights on before light vehicles enter the exclusion zone. If the two-way radio becomes unusable during the shift, the operator shall park up safely and use another vehicle s two-way radio to notify the shift supervisor. 5 Positive radio communication shall be used at all times. For examples see end of this procedure. 5.2 Radio requirements during blasting During blasting, radio silence shall be maintained until the blast controller has given the all clear. The only exception to this will be in the event of an emergency, in which case any personnel directly involved in an emergency or controlling an emergency may use the radio to convey any emergency call and or emergency message. 5.3 Radio requirements around workshops mining equipment shall not enter any workshop until positive radio communication has been made with workshop personnel and a spotter is made available. 5.4 Emergencies Radios must not be used in an emergency situation except for the purposes of reporting and communicating the emergency and by personnel directly involved in controlling the emergency. The most common method of reporting an emergency over the two way radio is calling: 6 SAFETY AND ENVIRONMENT emergency, emergency, emergency Ensure that your two way radio is functioning correctly before commencing work each shift, get confirmation that it is working. Always ensure you give a clear response during two way radio transmission. Use your vehicle number and not your name when calling up. Radio calling shall be structured as such: Examples: Your vehicle number (e.g. Truck 6692) use the vehicle number, not your name To the vehicle number you are calling (e.g. Truck 6001) Wait for acknowledgement Truck 6001 receiving. Message for Transmission Drill and Blast Production Explosives vehicle 01: Explosives vehicle 01 to surveyor 05, we would like permission to pick up shot 542. Surveyor 05: Surveyor 05 to explosives vehicle 01, you have permission to pick up shot 542. Digger 3600: Digger 3600 to all trucks, please come in on your offside. Dump Truck 6092: Copy digger 3600, dump truck 6092 coming in on the offside. Dump Truck 6091: Copy digger 3600, dump truck 6091 coming in on the offside. Dump Truck 6069: Copy digger 3600, dump truck 6069 coming in on the offside. Another example: Dozer 219: Dozer 219 to digger 3600 requesting permission to enter your work area to clean up. Digger 3600: Copy dozer 219, come in on the cab side and ensure you remain in full view of all operating equipment. Dozer 219: Dozer 219 to digger 3600, copy that, moving in to cab side now.
