9 Table of Contents Licensed frequencies for Fixed Wireless Access/Wireless Local Loop Licensing procedure and spectrum fees Three interference free frequency bands 3,5 GHz 10,5 GHz 26 GHz Un-licensed frequencies for WLAN/RLAN Two frequency bands on collective frequencies ,3 MHz MHz and MHz 1 A collective frequency band means that all users have equal rights. No radio licence is required for equipment using collective frequency bands. If a piece of radio equipment is exempted from licensing, this means, among other things, that no individual frequency is assigned for radio transmitters operating in a collective frequency band. Thus interference free operation cannot be guaranteed.

10 Licensing procedure FICORA will, upon application, grant a frequency reservation or a licence for an applicant that intends to construct FWA/WLL network in a certain geographical area (several areas) Applicants are telecommunication operators, electrical companies, municipalities etc. Licenses are granted on first-come first-served basis typically six years with a licence condition that operation shall be started within a year, counted from the day of granting. A spectrum fee, defined by Council of State, will be charged annually, based on the frequency range, total bandwidth and size of geographical area in use Act on Radio Frequencies and Telecommunications Equipment and Communications Market Act applies

11 Spectrum fees The right to posses and use licenced radio transmitters of a wireless local loop operating in a frequency band specified by FICORA shall be a subject to an annual spectrum fee calculated in accordance with the following formula: Spectrum fee=k1*k2*/frequency band/25 khz)*k4*1295,50 euros K1 is a frequency band coefficient determined by the frequency band ( MHz=0,5; GHz=0,4) K2 is a coverage area coefficient determined by the geographical area of the radio system assigned to licence holder, whole country equals 1 K4 separate network coefficient, for FWA/WLL it is 0,5

13 Frequency bands for FWA/WLL MHz Basic idea is to grant three licenses in the same geographic area (block size around 2 x 25 MHz) Each licensee has enough spectrum to start the service and also for future needs Reasonable competition in between operators can be established in the area Channelization is based on ERC/REC/14-03 Instead of strict channel allocations, block allocations used Operators can plan their network inside block (in most cases frequency block contains guard bands) FDD with 100 MHz duplex spacing TDD is also allowed (FDD-TDD/TDD-FDD boundary needs more guard band)

14 Frequency bands. 10,5 GHz band (10,150 10,238 GHz/10,500 10,588 GHz) Original allocation was 2 x 150 MHz, in 2002 fixed link operations allowed on top of the band three operators in a same geographical area Allocation is based on ERC/DEC/ x 30 MHz frequency blocks with 350 MHz duplex spacing Both FDD and TDD allowed in the band Not a very much used frequency band due to high price of equipment!

18 WLAN/RLAN licensing regime 2,45 GHz WLANs licence exempted or very lightly licensed (in Finland licence exempt) Same applies for 5 GHz systems, however, more regulation exists due to protection requirements for other radio services using the same spectrum (MSS, EESS, Radars etc.) European Union encourages Member States to foster multiple broadband platforms to the Information Society as stressed by the eeurope 2005 Action Plan and the recent Communications Electronic Communication: the Road to the Knowledge Economy

19 Regulation on the Use of Frequencies in Finland Ficora Regulation No. 4 The Radio Frequency Regulation Issued based on the Act on Radio Frequencies and Telecommunication Equipment (1015/2001, 6) The Regulation contains the radio frequency usage plan for both civil and military applications The Finnish Frequency Allocation Table is annexed to Ficora Regulation No.4 The Government establishes the usage plan for TV and sound broadcasting and for public mobile telecommunications network subject to an operating licence

20 Ficora Regulation No. 4: Defines for which purpose and applications radio frequencies are used Contains short term plan (assignment level) and long term strategic plan Defines the regulated interfaces for radio equipment referred to in Art. of the R&TTE Directive like Transmitting and receiving frequencies and Channel spacing, duplex separation etc Defines ISM-frequency bands Notified to the EC as referred to in Directive 98/34/EC.

25 Rights of a corporate or association subscriber If you are a corporate or association subscriber you can process: identification data to use services, for inner billing purposes, to technical development, to observe, prevent and solve the malpractice in the use of services and to bring the malfeasances to preliminary investigation, to find the technical flaws and failures in transmitting and location data to use the value-added services (location services)

26 Obligations of a corporate or association subscriber The message, identification data and location data is confidential, if not otherwise regulated. Corporate or association subscriber has to ensure the information security in the processing of its users identification or location data. The processing is allowed only in the extent of the accepted purpose.
