3 Formula One British Grand Prix 2016 Introduction Welcome to the Event Page for the Formula One British Grand Prix at Silverstone We have provided over 16 years of frequency management and onsite support for the event and will continue to do so for Your Frequency Coordination team from PMSE, Jaydev Patel & Joy Wixley will be handling all of the requests and will carry out the planning process. As in previous years, the Grand Prix always demonstrates a large frequency requirement in a relatively dense RF congested area. Careful planning however and onsite support together with users operating within the licence conditions will aim towards an interference free Event. 6 Formula One British Grand Prix 2016 Section 1 1 Application Process 1.1 Our advice for customers wishing to operate at the British Grand Prix is to submit your requests in plenty of time to be included in the initial plan, and ensure that, if possible, your equipment is flexible in terms of frequency and other technical parameters. In this way, we can ensure that detailed radio frequency planning of the event can take place. We would like to propose the following timescales to ensure there is enough time to make preparations:- Please download the application form from either the link below or through the main download applications tab Return your completed applications by 4th May 2016 By 9th May 2016 We will contact you and let you know if your application form is successful (i.e. if we could meet all your radio requirements) and will inform you of your licence fee. Whilst we will do our best to meet your requirements for the event, there is no guarantee that it will be possible to provide the frequencies that you seek. If we are unable to let you use any frequencies we will do our best to offer alternatives. Once all frequencies have been provisionally agreed, we aim to issue the licence by 6th June This will ensure that there is enough time for any further changes should the need arise. Ofcom PMSE is unable to issue a licence without first receiving payment. If you are paying by international money order, all payments MUST be made in sterling. Paying by credit card through the provided link is the simplest and quickest payment method. 1

7 Formula One British Grand Prix 2016 Web Page Section 2 2 Coordination and Licensing 2.1 Frequency Planning will fall in to two main areas, Teams & Events Will include Main teams for Grand Prix where use will be out on track and in the pit and main paddock areas. Radio use will also be present for GP2 & GP3 in their respective paddock & track locations. Other use will be standard communications for general event and hospitality applications. TV Coverage & Broadcasting - The main area for radio use will be the host broadcaster village and the Television/broadcasters compound. Both Teams and Broadcasters will have radio equipment that will have a demand on most areas of the RF spectrum. There will however be certain frequency ranges that will attract peak demand as shown below 150MHz to 170MHz *This range is typically assigned for narrow band team communications. 450MHz to 470MHz - *This range is typically assigned for narrow band broadcaster applications with some team communications 470MHz to 790MHz Depending on equipment capability, the band can be deployed to accommodate, broadcaster communications & programme feeds, Data, wireless microphones and personal monitors. Please be aware that this particular range is shared with DTV for the area and certain channels will have to be avoided to protect both domestic reception & PMSE use. L Band 1GHz to 2GHz *This particular band is utilised for telemetry applications. This particular band does have certain constraints and will require special clearance from other long term spectrum users S Band 2GHz to 4GHz Broadcast applications such as wireless cameras, Return vision and air to ground aerial video. Highest demand is 2GHz to 2.5GHz & 3GHz to 3.6GHz. Certain ranges will not be available for licensing due to spectrum changes that will be in place this year. There is a demand for Return Video aimed at broadcasting applications and therefore will have to be reviewed by us. Please get in touch with us to discuss your individual requirements. When applying for frequencies we would strongly advise customers to apply for those that we manage on a day to day basis. Take a look at the "Your Frequencies" page on the website for full details of what this includes. We will try our best to accommodate all frequency requests within this spectrum, however if we have insufficient channels to satisfy demand we will seek special authorisation to use spectrum owned by another user. This is especially common for the Grand Prix. *Many requests from the Grand Prix Teams include frequencies which PMSE do not manage. This means that we have to seek authorisation from the spectrum owners/occupiers within Ofcom. This can make the licensing process more complicated and could add further delays in licensing. 2

8 Formula One British Grand Prix 2016 Once all of the applications have been processed and the frequency planning completed, we will contact you with information in relation to your application. Further to your agreement/confirmation & payment, we will issue the licence. Please note that where demand is high, it may not be possible for a customer to be assigned all the frequencies requested 3

9 Formula One British Grand Prix 2016 Web Page Section 3 3 Event Time 3.1 During the Event, Ofcom PMSE will be working alongside Ofcom Field staff at the British Grand Prix, where both spectrum teams will support licensees in rectifying any issues and carrying out any enforcement where necessary. As highlighted above, PMSE will be based and working from the frequency cabin located adjacent to the broadcasters compound. Times of operation will be from Wednesday until Sunday. 4
