5 Authorizations, Registration Unless specifically excluded, all Canadian stations require licensing! All satellites (space stations) require a licence one licence per constellation! All earth stations require licensing except if is considered broadcasting only receiver, or radio amateur (fixed or mobile station) Types of authorizations! Radio or spectrum licences for use by space stations! approvals of foreign satelites for use in Canada! Spectrum licensing for MSS service providers! Earth station radio licences issued by regional offices 5

7 Cost for access to the spectrum/orbit What is the cost associated with licensing my space station or constellation?! No application fees or bonds,! Annual licence fees once satellites are operational! Radio licence fees applicable to EESS, Space research, Radio Amateur satellite service! 8 International Coordination and Registration All applications must include the ITU filing information! If filing is subject to coordination, use ITU SpaceWISC software An ITU ties account is required: user id provided upon request at Satcoord! Request a filing name from ic.satcoord-coordsat.ic@canada.ca! If the filing is not subject to coordination, submit appendix 4 information, volume 2 of the RR, in correct format, to both the satcoord and satauthorization addresses.! For use of Radio Amateur Satellite Bands, a coordination agreement must be obtained from the IARU 8

9 International Coordination and Registration! The ITU process provides a 7 year time line from the first submission of the ITU filing to the time the satellite network must be notified and operational! Coordination and resolution of difficulties can take time, longer then the time line for nanosat projects.! Need to apply for a licence and initiate coordination/resolution of difficulties as soon as possible! Modifications to filings 7 years API CR/C* 6 months BIU Notification *until July1,

10 International Coordination and Registration! ITU publishes the information in BR-IFIC.! BR-IFIC identifies potentially affected networks/countries if you are subject to coordination! If not subject to coordination, SpaceCom shall be used to identify requirements for informal coordination (N.9.3)! Feedback to the ITU and other administrations.! Licensees informed of coordination requirements and contacts of foreign operators.! The licensee is responsible for coordinating his network with foreign operators, and comments to the BR-IFIC! Administrations get involved if there are difficulties - COL! Completion of coordination, notification! Registration in the Master International Frequency Register (MIFR) 10

ITU work is dictated by WRC agenda and by contributions! ITU to study the definition of BIU wrt NGSO networks! ITU to study EPFD limits in C band! Issue of nanosatellites to be addressed within ITU-R, WRC-19 agenda : 11
