2 About this form Guidance and word limit Applicants are advised to read the General note on licences at the start of this application form, and Guidance Notes that accompany the questions in this form as they include guidance on answering the questions in this Application Form. Applicants should note that in the course of assessing applications, Ofcom may seek clarification and/or amplification of the information or proposals set out in an application. The fields that may be redacted are clearly indicated throughout, and relate to personal and/or financial information. We will try to respect these requests to keep information confidential, but sometimes we may need to publish applications in their entirety in order to meet legal obligations. Ofcom will normally only publish this Application Form once redacted and not any other supporting documents. Provision of information It is an offence to knowingly make a false statement in support of this application and may lead to the licence being refused or revoked as well as to possible prosecution under the Wireless Telegraphy Act Complete and accurate information is required so that Ofcom can assess applications against specific criteria and consider whether the involvement of individuals in the body applying for a licence and their involvement with other organisations does not disqualify them from participation in the trial DAB multiplex service. 1

3 Provision of services Each small scale trial DAB multiplex licence will include a condition that it must carry a minimum of two services which should be Digital Sound Programme Services (DSPS) originating from different service providers. The multiplex may carry more than two DSPS and may also carry Digital Additional Services (DAS). The hours of broadcast proposed by any service provider will form the basis of the service carriage agreement in your licence. Accompanying media This Application Form (fully completed and with any supporting documentation) is sufficient to apply for a trial DAB multiplex service licence. General note on licences Under the terms of the Wireless Telegraphy Act 2006, it is an offence to install or use radio apparatus, unless: you do so under and in accordance with a licence issued by Ofcom (the Office of Communications); or the apparatus is specifically exempt from licensing. Responsibility for obtaining and paying for a licence rests with the user of the system, not with the supplier of the equipment. You may need the help of your equipment supplier to complete the technical part of the form. Submitting a licence application form does not permit you to use or even install any equipment you must wait until we have issued the licence and you have received it. Ofcom may refuse to grant a licence to a person where evidence provided to Ofcom by the police indicates that the applicant is involved (or has been involved) in organised crime or other criminal activity. Ofcom may revoke this licence where evidence provided to Ofcom by the police indicates that the applicant is involved (or has been involved) in organised crime or other criminal activity. Radio interference Since the operation of a new system may cause interference to existing users, you or your supplier may consider it necessary to carry out compatibility tests before you apply for your licence. Once installed and operating, your system must not cause undue interference to any other wireless telegraphy equipment. If it does, you may need to stop operating until the cause of the interference has been rectified. Ofcom cannot offer any protection against interference radiated by other authorised services, or by industrial, scientific and medical equipment; however, if you do experience interference, please contact the Ofcom Licensing Centre on

Answer: Oldham Community Radio as a current operator of a Community Radio service has an established management structure with regards to providing a programme service within the framework of the community radio licence key commitments, this includes in addition to the companies board of directors (detailed above), a strategy group of representatives of local stakeholders and arrangements for public involvement. Day to day management of the provision of the Oldham Community Radio programme service is the responsibility of the Station Manager Dave McGealy. With regards to the operation of the Digital Radio trial and multiplex operation, the day to day management including checking that the transmission is operating correctly and coordinating programme service providers will be the responsibility of Technical Director Phil Edmonds. Sunrise Radio Chief Executive Usha Parmar will be responsible for provision of the Sunrise Radio programme service and as appropriate with her consultant Terry Mann will assist with practical management issues with the operation of the Digital Radio multiplex. They bring significant experience from the Commercial Radio sector to compliment Oldham Community Radio's experience in the Community Radio sector. 1 Names of any individuals except directors may be redacted in the for publication version. State the location that you are proposing to serve and describe the approximate geographic limits of the area you intend to cover. A sketch map can be attached to aid clarity. North East Greater Manchester Oldham Metropolitan Borough and surrounding areas, broadly equivalent to FM service area of current Analogue Local service 96.2 The Revolution (AL235). We envisage the trial service (at 100w erp) is likely to at least replicate the current FM coverage, which includes that of Oldham Community Radio (CR032). Given the elevation and widespread visibility of the transmission site however, if not severely interference limited it is possible its range could be greater where line-of-sight propagation paths exist. 7. Proposed launch date for trial service Guidance notes What is your indicative launch date to start the trial multiplex service? Technically this project is very straightforward. The FM transmitters of two of the three stations providing programme services are co-located at Oldham Civic Centre and it is envisaged the DAB encoding and transmission equipment can be housed in the same technical area at the top of the building with the transmitting antenna installed on an existing aerial pole on the roof owned by Oldham Community Radio. Therefore high quality audio feeds of both stations are readily available and the third one, Sunrise FM, will provide its own digital programme link via the internet to the encoding point. Between Oldham Community Radio and Sunrise FM we have personnel with many decades of operational experience in both commercial and community radio sectors. The programme services to be provided are current services, therefore only administrative preparations in securing relevant licences will be required. Agreement for installation of additional antenna and equipment has been reached in principal with the owners of the transmission site, however there is likely to be significant time needed for appropriate legal agreements to be put in place. We are also anticipating that installation of a dedicated internet circuit to the technical area may have extended lead times dependent on site survey from BT. Although the trial will feature a simulcast of Sunrise s Bradford programmes, local identity will be inserted into the Oldham feed using split-break techniques to facilitate regular local identity of the DAB broadcast plus some local editorial information and advertising. Description of self-provided equipment We will provide necessary equipment to deliver audio feeds of the programme services. We plan to install the 14

16 Ofcom provided multiplexer at the transmitter site, co-located with the FM transmission facilities of Oldham Community Radio and The Revolution. It is envisioned that existing infrastructure can be used to provide an audio feed for these services. An IP connection feed, with appropriate equipment and low cost audio codecs, such as those manufactured by Barix, will be used for programme feed from Sunrise FM studios in Bradford to the transmitter site.
