Open. Evaluation of documentation and visit by NZQA and industry. A centrally established and directed moderation system has been established by Competenz. Shipboard activities would include: receipt and transmission of information during: mooring and unmooring operations; manoeuvring operations; cargo handling; fire prevention, damage control and abandon ship drills; fire suppression; situations where the receiver and sender are not within normal speaking range. New Zealand Standard for hand signal usage. Enactments include: International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, Chapter 4 and Resolutions 6, 7, and 15, Regulations II/2, II/3, 1978; International Convention for the Safety of Life at Sea (SOLAS); Radio Regulations (Annex to International Telecommunication Convention); International Maritime Organisation (IMO) Merchant Ship Search and Rescue Manual (MERSAR); International Code of Signals; and IMO Standard Marine Navigational Vocabulary. Operations include: manual and automatic transmission and reception of routine and emergency communication.

2 2 of 5 Methods of radio communication include: VHF, HF, MF and Satcom (radio telephony); MF, HF and Satcom telex (radio telephony); NAVTEX receivers; INMARSAT systems; EGC receiving equipment; EPIRB radio transponders; and survival craft portable VHF. Methods of visual communication include: STCW Morse by light requirements [Regulation 2/2, 16a], single and multi-flag hoists, and pyrotechnics. Visual communication may be conducted between two ship stations or ship and shore station. Elements and Performance Criteria element 1 using hand-held radio during ship board activities. 1.1 Transmission and reception of communication comply with regulations and procedures, and the equipment manufacturer's instructions. 1.2 Channel or frequency selection meets the communication needs for the required link. 1.3 System performance is maintained at a level which enables communication within the operator's area of responsibility to be successful. 1.4 The security and confidentiality of information is always maintained. 1.5 Communications equipment is tested prior to operations and maintained in accordance with the manufacturer's specifications.

4 4 of Communication equipment is continuously monitored whilst ship is underway and at anchor. element 4 Transmit and receive emergency transmissions. emergency communications include distress signals and messages, urgency and safety signals and messages. 4.1 Message format and procedures comply with International Radio Regulations. 4.2 Channel or frequency selection secures and maintains the communication link during transmission. 4.3 Equipment is operated in accordance with the manufacturer s instructions. 4.4 Communication within the operator s areas of responsibility is successful and correct. 4.5 Personnel are promptly informed of receipt of the outcome of the transmission or emergency communications. 4.6 Records relating to all emergency communications are complete, accurate and comply with statutory and organisational procedures.
