2 What is JOTA? When Scouts want to meet young people from another country, they usually think of attending a World Jamboree. But few people realize that each year more than 400,000 Scouts and Guides "get together" over the airwaves for the annual Jamboree-on-the-Air (JOTA). Radio technology offers Scouts the exciting opportunity to make friends in other countries without leaving home. JOTA is an annual event in which Boy and Girl Scouts and Guides from all over the world speak to each other by means of Amateur (ham) Radio. Scouting experiences are exchanged and ideas are shared via radio waves. Since 1957 when the first Jamboree-on-the-Air was held, millions of Scouts have met each other through this event. Many contacts made during JOTA have resulted in pen pals and links between Scout troops that have lasted many years. With no restrictions on age or on the number of participants, and at little or no expense, JOTA allows Scouts to contact each other by ham radio. The radio stations are operated by licensed ham radio operators. Many Scouts and leaders hold licenses and have their own stations, but the majority participate in JOTA through stations operated by local radio clubs and individual radio amateurs. Some operators use television or computer-linked communications giving Scouts and leaders a chance to exchange greetings with Scouts from other areas. The exchanges typically include information such as: Name Location (QTH) Scout rank Hobbies Age Some exchanges lead to long-lasting friendships and the exchange of photos, badges, pins, and patches. The usual communications method calls for speaking into a microphone. However, the following specialized communications are also used during JOTA: Slow Scan TV, or SSTV Amateur TV, or ATV Orbiting Satellite Carrying Amateur Radio, or OSCAR Packet radio, or modem communication without a phone PSK-31 Radio Teletype, or RTTY Earth-Moon-Earth, or EME, contacts How to take part in the JOTA? First contact a local amateur radio operator, or amateur radio club and ask for help. Radio amateurs are enthusiastic about their hobby and most of them will be willing to help you participate in the JOTA. The address list of Amateur Radio Organisations in Malaysia is attached at the end of this document to assist you to contact your nearest station. The radio operator may suggest that the Scouts visit his station during the JOTA, or that he brings his equipment to your local headquarters, or campsite. Often JOTA radio stations have been set up in unusual locations such as at the top of a mountain or on a boat. JOTA Jamboree On The Air Page 1

3 Licensing regulations Radio amateurs have obtained a licence for their radio transmissions from the Malaysian Communication and Multimedia Commission (MCMC). They passed a technical examination to obtain this licence. There are rules and regulations that they have to oblige strictly when operating a station. Please make sure that all scouts are well briefed by the radio amateurs before going on air. As far as the station is concern, the radio amateur is the officer-in-charge that all scouts have to obey. Scouts may speak over the air themselves provided that the license operator is present at the station. If the operator is not a scout or leader, he too will need a special briefing on Scouting and about your troop/group. Rules of the game There are some basic rules that should be followed: All radio operators must operate their stations strictly in accordance with their national licensing regulations; Stations should call "CQ Jamboree" or answer scout stations calling to establish a contact; Any authorized frequency may be used. It is recommended that stations use the agreed World Scout Frequencies The JOTA is not a contest. The idea is not to contact as many stations as possible during the weekend. All participating groups are asked to send a report of their activities to their National JOTA Organizer (NJO) after the event. NJO's are requested to send a National JOTA Report to the World Scout Bureau, for inclusion in the World JOTA Report. National JOTA organization Pasukan Pengakap Kelana Komunikasi Ibupejabat is assuming the role of the National JOTA Organizer (NJO) for Malaysia. This NJO will co-ordinate the JOTA participation of Scouts in Malaysia. We also serve as the point of contact for JOTA information. The NJO will be able to bring Scouts into contact with radio amateurs and vice versa. The National JOTA Organizer: functions at a national level within his Scout Association (most NJO's are a member of an Association's international committee); is preferably someone with his own amateur radio licence, or at least with a vast knowledge of amateur radio; is the Scout Association's representative to the national amateur radio organization; has the required organizational skills to support the participating scout stations in his country; receives the full support, both organizational and financial, from the Scout Association's headquarters. Countries with large numbers of Scouts taking part often have a team to assist the NJO, a radio-scouting committee. The actual organization details differ from country to country, depending on local needs and regulations. World JOTA organization The Jamboree-on-the-Air, or JOTA, is an annual Scouting and amateur radio event sponsored by the World Scout Bureau of the World Organization of the Scout Movement. The World Scout Bureau's JOTA organizer publishes the World JOTA Report in May every year. It contains statistical information on the JOTA participation, activity reports from more than 40 countries, a selection of newspaper articles and new programme ideas. The report is in English with a French and Spanish summary. The information in the circular and World JOTA Report can be used to publicize the event through national and local (Scout) magazines and newsletters. JOTA Jamboree On The Air Page 2

For the 2005, JOTA will begin on Saturday, October 15, 2005, at 0001 hours local time, and end on Sunday, October 16, 2005, at 2359 hours local time. 5 Before the event: Learn to say hello in other languages. Learn about other countries and prepare questions to ask over the air. Practice talking into microphones using radio operating procedures, codes and jargon. Find out about your local area in order to answer questions from Scouts in other regions. During the Event: Learn to say "Scout" in several different languages. Use it whenever possible. Invite parents and other friends to visit your JOTA station. Organize a weekend hike and take portable radio equipment with you. Ask Scouts to keep his/her own personal logbook. Include names, addresses and other information for Scouts contacted. Set up an information section with maps, atlases and other sources. When a contact is made, Scouts can find out details about the country or region. Plot contacts made on a world map. Invite the media to your station. Ask a newspaper to take photos. What else? No reports in the form of logs are necessary. (This is not a contest.) Make the exchange of information simple, related to Scouting and amateur radio. Brief reports of the event using the attached format are requested.
