13 DTT Digital Terrestrial Television DIGITAL TERRESTRIAL TELEVISION IS COMMERCIALLY ATTRACTIVE MULTIPLE BUSINESS MODELS: Broadcasters, audience and DTT operators can benefit from a variety of simple or mixed business models FTA (Free to air, pay TV). Successful examples exist in Europe, with win-win mixed offers of free-to-air public service, free-to-air commercial service and pay-tv offers. CONDITION FOR SUCCESS: A variety of content that is attractive to the Audience, encouraged by National Media Law, and a Reliable Audience measurement to evaluate take off and market share evolution. COST SAVINGS: DTT delivers consistent operational costs reduction due to digital multiplexing capabilities, all the expenses are in fact shared with the other programs in the multiplex. In addition, for broadcasters who own the national terrestrial transmission network, income might be generated from hosting other programmes. ACCESSIBLE PREMIUM CONTENT: DTT can offer premium content, like major sport events, at an accessible cost compared to satellite. Broadcasters will pay less due to coverage limited to national borders. Condition for success: A National Media Law supporting fair sports rights pricing and access. 15 DTT Digital Terrestrial Television GOOD FOR THE COUNTRY NATIONAL SOVEREIGNTY: DTT relies on the terrestrial distribution network which is bound and operated in the country. This characteristic allows the preservation of national sovereignty compared to extra-nationally controlled satellite platforms. CONTENT PRODUCTION: DTT enhances the creation of local content and local advertisement, it focuses on the national audience and it helps securing culture preservation and dissemination. TECHNICALLY SOUND RESILIENT: DTT is resilient to natural disaster, hacking attempts and weather conditions or sudden capacity problems of other platforms during special events. For example satellite Ku Band signals are affected by heavy rainfalls, in Sub-Saharan Africa, compromising the quality of service. Furthermore, spectrum for Satellite C-Band transmissions is under pressure from Mobile service. SPECTRUM STABILITY: DTT UHF spectrum benefits from certainty offered by WRC15, but pressure is still high (600 MHz in North America) and the subject will be open for discussion in WRC23. A successful DTT platform is the best insurance against future attacks on spectrum. MATURE AND EXPERIENCED INTERNATIONAL COOPERATION: European broad-casters and DTT stakeholders have experience in DTT business and operation. Depending on the specific issues other broadcasters are facing, support can be identified and provided. In addition, ITU is fulfilling a valuable role in supporting transition to digital in various countries worldwide. The DPM workshop (joint ITU/EBU/DVB/BNE) in October 2016 is a clear example of this possibility. 15

17 4G LTE 4G LTE Long Term Evolution, commonly known as 4G or LTE, is the name given to the standard for wireless communication of high-speed data for mobile phones and data terminals. The main goal is to augment the capacity and speed of wireless data networks. Mobile companies acquired a portion of the frequency band once appointed to TV signal broadcasting. While some countries are still deploying or have recently completed deployment of the 4G LTE network up to 790 MHz, some other countries are preparing the path for a 4G LTE network extending up to the 694 MHz frequency range. For the mobile operators extending the 4G LTE network up to 694 MHz means increasing the speed and volume of mobile data up- and downstream. For the broadcasting industry it means that the broadcasting chain needs to become more efficient and make use of the latest technologies (e.g. DVB-T2, HEVC, etc.) as the frequency band for DTT gets noticeably shortened. When talking about 4G LTE interferences on the DTT reception, experts start recognizing that 4G LTE at 790 MHz was causing serious interferences on the TV signal reception and they warn that when going to 694 MHz the interference problem might increase dramatically. 39 DAB Digital Audio Broadcasting Radio is going digital! DAB, and in its most upgraded form called DAB+, is the newest standard for broadcasting digital radio services through the teher meant to replace the traditional FM radio broadcasting. DAB is a more cost efficient and effective way to radio broadcasting offering multitude of benefits to both broadcasting industry and radio listeners. For the radio listeners some of the benefits that DAB+ offers are not being sensitive to noise interfences and a much better audio quality. In addition, DAB radio listeners only need to scan once for registering all available radio stations and the offer of radio stations is twice as many as that of the traditional FM broadcasting what makes switching from radio station very easy. DAB also allows not for audio only to be broadcated but also text and images what makes possible for the radio listener to obtain extra information while listening to radio. Many countries around the world are adopting DAB as new form for radio broadcasting and once the appropiate policy and regulation for DAB is in place, the following ingredients lead to a successful development of DAB: 39

40 COVERAGE: Making sure that here is an adequate signal coverage, particularly over higways, and population centres. CONTENT: Offer the listeners a good listening proposition, with new content, that they were not able to get on analogue radio. CARS: Given the significant amount of listening in cars, its is essential to work also with the automotive industry to make sure they are informed about DAB, and to ensure that DAB is in the imported cars (particulary important for Arab countries where radio is mainly consumed in cars). CONSUMER DEVICES: Make sure that DAB radios are available through retail outlets, and can be easily found by the listener. This would include also car adaptors to convert the cars already on the road. COMMUNICATION: Lastly and most important, it is important to communicate to the listener about the new services, and how to listen to them, and how to find receivers, and to ask their car dealer for a car with DAB. And finally, on top of all the above mentioned ingredients, a major factor of success is cross-industry collaboration among all involved stakeholders such as governmental organisations, broadcasters, network operators, automotive manufacturers, equipment manufacturers, distribution and retailers. 45 Accessories Usage of Power Inserters The Funke antenna products are active antennas that make use of premium quality amplifying and filtering components. For these components to work they need to be feed by a 5V electrical input voltage. The Funke active antennas can get this 5V by connecting the antennas either to the STB/receiver or to the TV set. Nowadays it is a minimum requirement for many STBs/receivers to include the feature of providing the antena with the necessary electrical input. However, there are still many STBs/receivers and TV sets unable to provide the antenna with the necessary power to function. In these cases a power inserter will be needed. A power inserter is an accessory that will connect the antenna to the household s power grid and will transform the electrical input from 110/240V to the 5V the antenna needs. Funke Digital TV offers two different types of power inserters. The picture on the right shows how to connect the power inserter to the antenna and to the household s power grid. 45
