Must operate 24 / 7 always.any time 3 Be suitable for multi hazards TSUNAMI WARNINGS How do we receive the warning and where? When we do get it ( perhaps Sunday afternoon) what do we do with it? How do we get it out. Quickly and reliably. Useless having best warnings sitting in some office in the capital city. Must be sent out. 4 2

4 SMS Messages A relatively new National Weather Service initiative. Delivers SMS Tsunami messages right to your mobile phone Very useful where SMS coverage is available. 7 Worldspace Satellite Radio Data Satellite Based Available in the Western Pacific Simple and cheap equipment ( $ ) 64 Kbps data channel Carries Asia and Pacific Meteorological and Tsunami Warnings in EMWIN format. No ongoing access costs. 13 Community Radio Stations Community Owned and operated Information fed via HF, Satellite etc
8 Use Simple and Appropriate Systems Many Islands do not have permanent power Technical skills are sometimes scarce Sustainable systems are needed. 15 Low Power Consumption- Must be able to operate from a daily solar charge. Grid electrical sources are not always available or reliable. Generator or other solutions are too expensive or represent a point source of failure if fuel runs out or mechanical parts. 16 8
9 Scalable / Low Cost- When talking of rural and remote communities in the context of communications, we are in essence talking of last mile issues. Have you looked at all the last miles out there? There are a lot. The HUAS must therefore be relatively inexpensive such that it can be installed in many locations with limited funding. 17. Global- Must operate anywhere in the Pacific. The Pacific is all too often dropped from major continental initiatives. If it can work in the Pacific, it can likely work anywhere
10 19 Global- Even if the HUAS is low cost, such that it is scalable, the reality is that it will never be scaled if its operation and function is limited geographically. This likely means it can not be a terrestrially based system, as remote island areas can not communicate via terrestrial wireless or broadcast. It must be a device that can operate globally without worry of telecom policy and restrictions, or the availability of communications infrastructure. 20 Easy to Install- One of the many obstacles of deploying communications equipment is that it requires technical installation. Travel to remote areas is expensive and time consuming. Therefore, this must be an item that can be shipped and then installed by the recipient. This requires the HUAS to have adequate documentation and instructions (translated into many languages), but the HUAS must be easy to operate from a hardware perspective. 10
11 21 Minimum 5-Year Lifespan- Simply, equipment that needs to be serviced or replaced any sooner than five years will result in an unsustainable program that is impossible to administer. Seven years is preferred and should be achievable based upon standard life spans of other warning systems. Alarm Differentiation- The device must be able to differentiate up to 8 types of messages. 22 Operating Requirements: Georefeneced- The HUAS must be able to be geocoded/referenced by the user, such that incoming messages can be properly switched. This will require creating or adopting some form of georeferencing schema which is flexible yet specific enough to make outgoing warnings valuable. This may be postal codes, creation or use of P codes, a generalized grid, existing political boundaries, etc. 11
12 23 Desired Functionality: Confirmation of Receipt- It is often impossible to know if a warning sent out has been received. Therefore, a highly desirable function would be a two-tier confirmation. The first is that the device confirms receipt of message. The second would be a manual confirmation meaning that a human heard the alert and confirmed. Confirmations might result in high operating costs.. RANET. Finding solutions to deliver your data to end users.
