3 Administrations involved in the topic Ministries Health Environment Industry (including Electronic Communications) Two French agencies have the responsibility of working out regulation on the exposure of the public to EMF and enforcing it: The French agency for food, environmental and occupational health safety (ANSES) assesses potential health risks from exposure to non-ionizing electromagnetic radiation The national frequencies Agency (ANFR) checks that the operators abide by the law when granting emitting authorizations ANFR does not have any expertise in health issues 3
4 Update of the French expert appraisal ANSES opinion published on 15/10/2013. Although some effects are described (glioma for intensive users, cerebral activity during sleep, ) with limited evidence, this update does not put in evidence any proved health effect and does not lead to propose new limit values for population exposure. Some recommendations: Limited usage of mobile phones for children; Privilege hands-free kit and low SAR phones for intensive users; Assessment of the resulting exposure prior new antennas installation. 4
5 ANFR The national frequencies Agency (ANFR) is a public agency created in 1997 ANFR reports to the Minister in charge of electronic communications All Ministries using radioelectrical frequencies are represented at its Board ANFR is in charge of: Spectrum Planning, Prospective and International Negotiations in the area of frequencies Managing radioelectrical sites and assignments Monitoring installations and emissions and resolving interference 5
6 ANFR and exposure of the public Ensuring the compliance with limit values of exposure of the public to electromagnetic fields Maintaining an updated measurement protocol Controlling the conformity of Radio and Telecommunication Terminal Equipment on the market (R&TTE) Doing proposals related to the limitation of exposure of the general public to electromagnetic fields 6

9 COPIC : presentation and objectives COPIC emerged from a national conference organized by the French government and gathered : public authorities (elected officials, Ministries, ANFR), operators, associations Studies are related to radiotelephony base stations. They are divided in two parts: 1. Part on consultation aiming at improving local dialogue (between elected officials, mobile operators and the public) during the installation of radiotelephony base station antennas 2. Technical Part aiming at studying feasibility of reducing the exposure related to radiotelephony base stations, while maintaining existing coverage and quality of service 9
10 Technical work 16 cities have been selected to participate to the feasibility study on reducing exposure of the public to EMF Several steps: Inventory (coverage and exposure simulations and measurements) Processing of the most exposed points Simulation of the impact of power reduction on transmitters on the coverage in order to reduce the exposure (maximum exposure at 0.6 V/m) and carrying out measurements of exposure and quality of service Network reconfiguration: calculation of the number of sites to be added to recover the initial coverage 10
11 Results of the inventory About 90 % of simulated exposure levels are inferior to 0.7 V/m and 99 % inferior to 2.7 V/m Measurement at the most exposed point in a residence are twice or third time superior to the average obtained in the other rooms. variability : high spatially / Low temporally For the most exposed points : in around 20 percent of the cases radiotelephony base stations are not the major contributor 11
12 Reduction and network reconfiguration Reduction of exposure to 0.6 V/m will lead to a strong loss of indoor coverage Network reconfiguration modeling for seven towns to illustrate the different topologies Objective: restoring initial coverage while maintaining an exposure level inferior to 0.6 V/m Number of sites should be multiplied at least by three 12
13 4G : impact on exposure Modeling shows an increased exposure: Considering theoretical 4G transmitters with in principle a majoring assumption, an average increase of around 50 percent is obtained Example : at ground level, in the experimentation area of Paris 14th district, the average exposure would increase from 0.6 V/m to 0.9 V/m Trials in Saint-Etienne indicate an increase of the exposure from 15 to 20 percent 13
14 A new measurement and surveillance process From 1st of January 2014, a new measurement and surveillance process came into force. This new process aims at reinforcing transparency and independence of measurement financing. Any person can ask for a measurement in residential areas and places accessible to the general public (parks, shops...) free of charge. Financing of measurements relies upon a public fund collected thanks to a tax paid by mobile operators. This fund is managed by ANFR. 14
15 Leaflet on the new measurement process How does it work? 1 The person has to fill in a form, which is available on Service-public.fr 2 The demand has to be signed by a c ertified body: State, loc al authorities, regional health agenc ies, as s ociations 3 A NFR T reats measurement request, transfers demand to an independent ac credited lab which will process measurement and will be paid thanks to a fund c omposed of a tax paid by mobile operators 4 Private persons and mayors will be informed of the measurement res ult, which will be published on C artoradio.fr 15
