3 OVERVIEW What are FBI Fingerprinting Services? SureID, the leading provider of proven high-assurance identity solutions for individuals and companies, has partnered with Accurate Biometrics to provide live scan fingerprint processing at our registration stations. Through this service, an individual can have their fingerprints collected to be sent directly to the FBI so that their Criminal History Record Information (CHRI) can be pulled and sent to a specified authorized recipient or individual. Why Do People Need This Service? There are a variety of reasons for people to use FBI fingerprinting: To comply with a federal statute for specific employment reasons To adopt children To ensure their FBI record is complete, accurate, and up-to-date To work/travel/live/teach in a foreign country The most common reason people use live scan fingerprinting services is to comply with a request to provide their CHRI to an authorized recipient, such as an employer or government agency. What will I do? What Will I Do? Your responsibilities include cleaning and maintaining the SureID Registration Station and assisting people in obtaining the best fingerprints possible for the offered programs. 4 FINGERPRINTS Types of Fingerprints You will take two types of prints for FBI fingerprinting. Flat prints: Capture an image of all four fingers for each hand followed by the individual s two thumbs together on another image. Rolled prints: Capture the entire surface of an individual fingertip for each separate finger. Guidelines for Capturing Prints For both types of prints, it is important that you follow these guidelines for capturing. 1. Visual Ridges: Ensure that the ridges are clearly visible. If gaps occur in the print, wipe the finger with fingertip moistener or massage the finger to stimulate blood to the fingertip. Incorrect Correct The ridge detail not visible and indicates dry, rough skin Improved detail by wiping fingers with fingertip moistener. Massage fingers to stimulate blood to fingertips 2. Capture Entire Print: You must capture the entire print. Note that full rolled prints appear nearly square. Full flat prints should include images of all fingers to the first knuckle and can contain images of the fingers further down toward the palm. 5 3. Gentle Pressure: Use gentle pressure. The most common mistake people make when taking fingerprints is pressing too hard. If you press too hard, the ridges and details are not discernible. Make sure to use only gentle pressure to get the best prints possible. The weight of your hand alone is usually enough. Incorrect Not discernible, too much pressure 4. Capture One Print at a Time: For rolled prints, you should capture only one fingerprint in a box at a time. We recommend that you keep only the finger being printed extended, and gently fold the other fingers underneath the individual s hand. 6 Tips for Capturing Good Prints If Hands Are Moist If the individual s hands are too moist, we recommend asking them to wipe their hand and finger on their clothing or a provided cloth before taking each print. This both dries their hands and stimulates the fingertips to achieve a better print. If Hands Are Dry If the individual s hands are too dry to capture solid prints, have them massage their fingers from palm to fingertip. This will stimulate blood to the fingertips, which should help in capturing a clearer print. You may also use fingertip moistener. Place a small amount on the finger, ask the individual to move it around lightly, then try the print again. If Images Smudge If the print is smudged or provides too little ridge detail, the candidate may be pressing down too hard. Kindly remind them to allow you to apply the pressure. If they continue to press too hard, you may also turn them so they are positioned sideways to the Registration Station. Make sure that their hand and forearm are parallel to the floor, then try again. SureID Registration Station Fingerprint Services Handbook 6

7 BEFORE YOU BEGIN Getting the Station Ready Make sure that the Registration Station s fingerprint scanner is clean. Use only 70% or less isopropyl alcohol wipes or lint-free cloth. Wipe gently to remove marks and smudges. Wipe off excess isopropyl alcohol with a dry cloth. Use a duster can to remove any lint remaining. Before Taking Fingerprints Be sure your hands and those of the candidate are clean. Ensure the candidate s arm is parallel to the floor. Tell the individual to let you do the pressing and rolling. You will get better prints if they avoid assisting with the process. SureID Registration Station Fingerprint Services Handbook 7

8 THE FINGERPRINTING PROCESS 1. The candidate taps the Accurate Biometrics button. 2. Using either their personal code or the QR code, the candidate locates their application. 3. The candidate reviews their application and makes any required updates. 4. The candidate is instructed to ask a technician to assist in capturing fingerprint. Before you assist the candidate, you will need to take the following steps: Step 1: Capture Your Fingerprints You must first enter your own fingerprints so the station knows that a separate individual is assisting the candidate with the fingerprinting process. Tap the next arrow on the screen, then follow the screen instructions. (Note: If you are missing any part of a finger, or if you have extra fingers, please see Dealing with Exceptions.) We cover capturing a flat print in Capturing Flat Prints, so please see instructions if you have any difficulty with this step. Step 2: Verify the Candidate s Identity Next, you must verify the candidate s identity by comparing a government-issued photo ID with the details on the screen. Tap the next arrow on the screen, then ask the candidate for an ID document from the following acceptable list: Driver s License* U.S. State ID Card U.S. Passport U.S. Passport Card PIV Card U.S. Military ID Card U.S. Coast Guard Merchant Mariner Card Department of Defense Common Access Card Foreign Passport USCIS - Permanent Resident Card (I-551) USCIS - Employment Authorization Card (I-766) Federal, State, or Local Government ID Card Canadian Driver s License * For those applicants without a driver s license, a state identification card may be presented if the state s identification card standards are the same as for the driver s license. 9 Verify that the name of the person matches the name on the screen. Type your name and tap the Certify check box to verify and move to the next step. Once you have verified that you are assisting the candidate and have certified that you checked their identity, you are ready to start capturing fingerprints. Step 3: Capture Flat Prints First, you will capture the candidate s flat prints. The screen will prompt you which hand to use and when to capture thumbs. Note: if the candidate is missing any part of a finger, or if they have extra fingers, please see Dealing with Exceptions. To capture fingers for flat prints follow these steps: 1. Double-check to ensure that the candidate s hands are not too moist or too dry (follow Tips for Capturing Good Prints above if needed). 2. Once the candidate is ready, have them hold their forearm in a parallel position to the floor. Adjust the chair if necessary. 3. Press all four of the candidate s fingers on the scan pad at the same time. 4. Wait for the system to capture prints. 5. Lift the candidate s hand away when the screen indicates success. To capture thumbs for flat prints follow these steps: 1. Have the candidate hold both arms parallel to the floor. 2. Press both thumbs on the scan pad at the same time. 3. Wait for the system to capture prints. 4. Lift the thumbs away when the screen indicates success. SureID Registration Station Fingerprint Services Handbook 9

10 Step 4: Capture Rolled Prints Next, you will be prompted to capture rolled prints for each finger. To capture the entire fingerprint roll image, it is important that you roll the finger from one edge of the nail to the other. The resulting fingerprint will be nearly square. Note: If the candidate is missing any finger parts or has extra fingers, please see Dealing with Exceptions. To capture a rolled print: 1. Remind the candidate to allow you to apply appropriate pressure and not to help. 2. Select the finger that the screen is asking for and have the candidate extend it. Help them turn all other fingers gently back toward the palm. 3. Place the finger on one side, then follow the prompts on the scanner to slowly roll the finger to the other side. If you go too fast, the scanner will prompt you to try again. 4. Once one print has been successfully scanned, move on to the next finger requested on the screen until you have all prints collected. Tips for Rolled Prints Follow these tips when taking rolled prints: You do not need to start the roll on the side where the finger appears. The scanner will pick up the finger on either side. Use the side most comfortable for the applicant. Roll at the speed of the orange guidelines you see on the scanner. Roll from the edge of the nail bed to the other edge. You do not need to wait for the beep to lift the finger from the scanner. SureID Registration Station Fingerprint Services Handbook 10

11 Fingerprint Match Override Sometimes, the system cannot make a match between a flat and rolled print, particularly if an applicant s fingerprints are damaged or worn. If you receive this error, do the following: 1. Verify that you are extending the finger the screen indicates. 2. Re-roll the print. 3. If, again, the system cannot make a match, click Override and proceed. SureID Registration Station Fingerprint Services Handbook 11

12 DEALING WITH EXCEPTIONS Missing Tips or Fingers If the candidate is missing part or all of a finger, you can override that finger in the system. 1. When performing the flat capture, first tap the Fingerprint Override Options link on the screen. 2. Select the correct reason for the override from the list provided. You have the following options: Finger damaged Finger worn Fully amputated The system will then accept a missing fingertip or finger on the flat scan. It will also skip the missing finger for the rolled prints. Extra Fingers If a candidate has an extra finger, scan the thumb and the four fingers closest to it. If a candidate has an extra thumb, scan the innermost thumb. Wounds or Scars If a finger has an open wound, ask the candidate to return when the wound has closed to properly capture the fingerprint. If a finger has a scar, it will be evident on the print. The candidate can continue with scanning. Worn Fingerprints If the candidate s fingertips are worn, ask them to try rubbing their fingers from palm to tip. This process can help raise the ridges on the fingertip. 13 CAPTURING DIFFICULT PRINTS Sometimes, it can be difficult to capture a candidate s fingerprints. When this happens, reassure the candidate kindly, and don t embarrass them about the difficulty. Here, we capture several tips and tricks to help the technician capture quality prints from difficult fingertips. Use Hand Sanitizer Hand sanitizer helps prevent the spread of germs and bacteria, cleans the hands of superficial dirt and oils, and extends the life of the scanner. Clean the Scanner Clean the fingerprint scanner with alcohol to ensure it can capture prints. Common Issues Dirty or heavily lotioned hands Ask candidate to wash hands with soap and water, then rinse in cold water to keep hands cool and improve print quality. Hot hands If you see dark shadowing around the fingertip image, the candidate s hands may be too hot. Ask candidate to spread open fingers and wave gently in the air to cool. If this doesn t work, ask candidate to hold hands under cold water for a few moments to cool. You may also consider getting an ice pack or cold drink for candidate to hold. Sweaty or moist hands Ask the candidate to blot their fingertips on their clothing before taking each print. If this does not work, try spraying or wiping each fingertip with alcohol and leaving it to air dry before taking the print. You may also hold the candidate s hands, fingers spread, in front of a fan if one is available. Dry or cracked hands Apply a small dab of fingertip moisturizer to each fingertip before taking the print. Do not use lotion with oils. Loose skin on fingers Try gently pulling toward the candidate s body at the finger knuckle to tighten the skin as you roll the finger. Stiff fingers Ask the candidate to gently shake hands or relax their shoulders to help relax the hand. If this does not work, try lowering the customer s wrist to just below the finger level. You may also ask the customer to look away while you scan each finger, since it s natural to try and help if they are watching. If none of these work, try repositioning their stance or your own. Arthtritic, closed, or deformed fingers Always be as gentle as you can and be sensitive to their difficulty. Gently try to unfold the fingers. If possible, keep the wrist lower than the fingers when taking prints. You may also try different positions for the candidate to find the most comfortable and effective angle and position that also allows you to capture quality prints. Tall Candidates Raise the printing surface if possible or adjust the chair to accommodate. Short or wheelchair-bound candidates Lower the printing surface if possible. Raise and support the customer s wrist to help extend the fingers onto the scanner surface and capture a full print. Provide a seat booster if needed or adjust the chair if the candidate is sitting in it. Summary Capture the best prints possible while keeping the candidate s comfort in mind. If you are not able to overcome a difficulty, have the candidate call Accurate Biometrics support at SureID Registration Station Fingerprint Services Handbook 13

14 FAQS TECHNICIAN QUESTIONS What if the candidate s hands are too large to fit on the scanner? Please have the individual call support. What if the candidate s fingers will not straighten? Please have the individual to call support. What if I can t get a good print, even after troubleshooting? Please have the individual to call support. What if the candidate tries to hand in paperwork? A candidate will never have to leave paperwork for FBI Fingerprinting. Please ensure they take all paperwork with them, as it likely contains personally identifiable information, or PII, that they should protect. CANDIDATE QUESTIONS Will I receive a copy of my results? If you are getting a departmental order, then yes. For other fingerprinting services such as FINRA or authorized recipient, the results will be disseminated to the authorized requesting organization. How long will it take to receive results? Usually between 24 and 48 hours, unless the results are being mailed. If you do not get a response from a departmental order within 15 days, contact support. Can you print my receipt at the store? No your receipt will be ed to you. Why might my fingerprints get rejected? If data is missing or incorrect or if the prints are poor quality, they will be rejected. You can return to the station to take the prints again. How can I dispute my criminal history? To dispute your criminal history, contact support. Do I need an appointment to take my fingerprints? No, but you must enroll online at Can I use these fingerprints for another purpose? No. You must get fingerprinted for each requesting organization or purpose. Can you delete my personal information after the transaction? Your transaction is stored in an FBI-certified location. No transaction data is stored locally. Can I get a refund? If you need to cancel a transaction or get a refund, contact support. 15 COMPLETING YOUR FINGERPRINT SERVICES TRAINING Before helping candidates with their fingerprints, you will need to complete your training by capturing a full set of test prints. Since you will be acting as the technician, you will need to capture another person s prints. Ask one of your fellow associates to help you. These prints will only be used for evaluation purposes and will not be forwarded to the FBI. After the test prints are evaluated, they will be purged from our system to ensure privacy. Follow this process to scan and send the test prints: 1. Go to the SureID Registration Station and select the Accurate Biometrics Fingerprinting Services option (it may be the only option). 2. Scan this QR code or enter this Applicant ID on the screen. Applicant ID: C799UH56362J3EHG 3. Enter this birthday: 01/01/ Move through prompts until you reach the Technician Approval screen. 5. Scan your left hand prints as instructed, then click the right arrow to move forward. 6. Enter your full name in the Technician Full Name field on the Technician Approval page. 7. Take a full set of flat and roll prints from your associate and submit the application. Your test submission will be reviewed for print quality. If there is a problem, we will contact your center and you will be asked to repeat the test until you submit prints that qualify. SureID Registration Station Fingerprint Services Handbook 15
