2 VOC Regulation Background R Krogman, Gem Gravure Co, Inc. 01/07/15 This document is designed to give an overview of the agencies and regulations that affect companies manufacturing and processing wire & cable. It is not intended to be a definitive guide. Web site information for agencies creating and enforcing these regulations is included whenever possible. Why are certain solvents regulated?: Certain solvents, commonly used in ink jet fluids, are regulated at the county, state and national level. The solvents are considered volatile organic compounds, hazardous air pollutants or both. Volatile organic compounds (VOCs): Organic chemicals all contain the element carbon (C); organic chemicals are the basic chemicals found in living things and in products derived from living things, such as coal, petroleum and refined petroleum products. Many of the organic chemicals we use do not occur in Nature, but were synthesized by chemists in laboratories. Volatile chemicals produce vapors readily; at room temperature and normal atmospheric pressure, vapors escape easily from volatile liquid chemicals. Volatile organic chemicals include gasoline, industrial chemicals such as benzene, solvents such as toluene and xylene, and tetrachloroethylene (perchloroethylene), the principal dry cleaning solvent. These materials are linked to the formation of smog. In addition, some VOC s such as formaldehyde and ethylene may harm plants. Hazardous air pollutants (HAPs): Chemicals that cause serious health and environmental effects. Health effects include cancer, birth defects and nervous system problems when exposures reach high levels. Hazardous air pollutants are released by sources such as chemical plants, dry cleaners, printing plants, and motor vehicles (cars, trucks, buses, etc.) Who regulates solvent use?: Agencies: Environmental Protection Agency (EPA): Their mission: EPA works to develop and enforce regulations that implement environmental laws enacted by Congress. EPA is responsible for researching and setting national standards for a variety of environmental programs, and delegates to states and tribes the responsibility for issuing permits and for monitoring and enforcing compliance. Where national standards are not met, EPA can issue sanctions and take other steps to assist the states and tribes in reaching the desired levels of environmental quality. Their jurisdiction: Entire United States Web Site: South Coast Air Quality Management District (SCAQMD): This department was created by the California Legislature to develop and enforce air pollution control rules and regulations. They must create and enforce regulations that comply with the State and Federal regulations for air quality improvement. Their jurisdiction: Southern California including Los Angeles Web Site: Why Use Low or VOC Exempt Ink, Make Up and Cleaning Solution?: Companies emitting large volumes of VOC s are required to obtain permits. The permitting process can be time consuming and expensive. Many manufacturing facilities will have several sources of VOC s in their normal production environment. For example: Bakeries emit large volumes of ethanol as a by-product of bread production. Wire & cable production facilities emit VOC s from the wire extrusion process. In this situation, removing/reducing VOC s from ink jet fluids may allow the production plant to reduce the level of permitting required. When ink jet fluids are the only source of VOC s, elimination/reduction of reportable VOC s is highly desirable. Conversion to a low/no VOC family of fluids may eliminate the need for permitting. Why VOC Exempt Ink, Make Up and Cleaning Solution for California?: SCAQMD is implementing Rule 1171 which impacts the cleaning of ink jet printers in their jurisdiction.

3 Rule 1171: This rule was designed by the SCAQMD to reduce VOC emissions by 7.5 tons/day, when fully implemented. The efforts started in 1991 and are aimed at ozone reduction in southern California. Rule 1171 has been expanded via amendments to cover all solvent cleaning activities in all facilities. Some applications are still exempt in 2005, but they do NOT include ink jet printers. The rule affects cleaning of electrical apparatus/electronic components, coating/adhesive application and cleaning certain ink application equipment. The cleaning of inkjet printers falls under Rule 1171(c)(l)(D)(i), General Cleaning of Ink Application Equipment. In fact, section (h)(7) clearly specifies the applicability of section (c)(l)(d)(i) to the cleaning of ink application equipment used in inkjet printing. The VOC limit for solvents used in this cleaning application is 25 g/l beginning July 1, For inkjet printing, the cleaning process typically involves the removal of uncured ink from the inkjet print heads using solvents. Removal of cured ink is currently exempt from the requirements of Rule Uncured inks are removed from the print heads by wipe cleaning with solvent, performing ink purging where solvent is fed into the print heads, or by rinsing the print heads with solvent (in squirt bottles) and some brushing to aid in the cleaning process. Recycling of solvent through the machine to maintain ink viscosity is not considered part of the cleaning process. Staff is aware of facilities that currently comply with the requirements of Rule 1171 for cleaning ink jet printing equipment. Acetone, a VOCexempt compound, has successfully replaced the VOC solvents previously used to remove uncured ink from print heads. One facility has also implemented changes to its cleaning procedure for long-term equipment shutdown. Additionally, Rule 1171 allows the option of using an emission control device for facilities to use VOC solvents for cleaning. From Staff Report for Proposed Amended Rule 1171-Solvent Cleaning Operations, South Coast Air Quality Management District, April 19, 2005 Based on this information, the automatic cleaning cycle used in ink jet printing equipment falls under the regulation. The cleaning cycle uses make up through the printhead. Using a make up that fulfills the regulation would contaminate the common inks provided Gem. The solution to this regulation: create a system of make up, cleaning solution and ink that allow the customer to fulfill the regulation. This fluid is useful for customers in highly regulated areas and for customers approaching the limits of their current emissions permitting. Gem Gravure was the first company to have ink jet fluids listed as Clean Air Solvents under the regulation.

4 Frequently Asked Questions: Where is the VOC information on the Material Safety Data Sheet? Section 9 of the MSDS lists physical and chemical properties. VOC content is listed in pounds per gallon. This value can be used in plant VOC calculations. If I use Gem s VOC exempt inks, do I have to add my usage to my plant VOC calculations? Under federal regulations, no. Under Southern California regulations, the fluids may be low VOC rather than completely exempt. Check the MSDS Section 9. Will my printer work the same way with the VOC exempt ink? Special VOC exempt and Low VOC fluids are designed to the same exacting standards for printer operation. There may be a higher make up usage when compared to MEK solvents, however the alphajet s solvent recovery system keeps solvent usage to a minimum. GEM Inks, Make Ups and Cleaning Solutions with NO or Low VOC Content: BKG5661 Black Ink Jet Ink: BKG5661 provides excellent adhesion on metal, glass and plastic with a fast dry time. When this ink is used with CLG5661 Make Up and CLG5600 Cleaning Solution, the customer has an ink jet fluid system 100% free of reportable VOC s and HAP s Solvents. GNG5765 Bright Green Pigmented Ink Jet Ink: GNG5765 provides an opaque, brilliant green code without adding VOC s to the production floor. Codes are visible on most background colors. It is VOC exempt under federal law and very low VOC under California law. WTG5260 White Ink Jet Ink: WTG5260 provides the same brilliant white codes and superior adhesion as GEM white ink WTG4260 with an 89% reduction in VOC s. WTG5860 White Ink Jet Ink: WTG5860 can be used to create bright white codes on a variety of nonporous surfaces. The VOC content of this ink is negligible. CRG5760 Cream Ink Jet Ink: CRG5760 works well for those needing a light opaque on dark surfaces and a code that s readable on lighter surfaces. RDG5762 Red Soft Pigmented Ink Jet Ink: RDG5762 is a pigmented ink that will operate in a standard printer (without stirring). The red color resists migration and transfer after printing. Reduced VOC content without sacrificing performance. YLG5764 Yellow Soft Pigmented Ink Jet Ink: YLG5764 is a reduced VOC version of Gem s popular yellow pigmented ink that will

5 operate in a standard printer (without stirring). The yellow provides an opaque code for dark and light surfaces. BLG5766 Blue Soft Pigmented Ink Jet Ink: BLG5766 provides a dark blue mark with less VOC content than similar products on the market. Get a tough, visible code without the extra VOC s. PLG5767 Purple Soft Pigmented Ink Jet Ink: PLG5767 is a sister ink to BLG5766 blue. It produces a bright purple code that survives wear and tear. All of California is divided into air basins, which are served by Victorville either county air pollution control districts or multi county air quality management districts. Hesperia Air pollution tends to stagnate within these air basins due to natural barriers, such as mountains, unless prevailing winds are strong enough to disperse it into other areas. In 1977, the California Legislature created the South Coast AQMD by merging the air pollution control districts of the four counties sharing the South Coast Air Basin. This basin includes portions of Los Angeles, Riverside and San Bernardino counties and all of Orange County. Within Riverside County, the AQMD also has jurisdiction over the Salton Sea Air Basin and a portion of the Mojave Desert Air Basin. The map at right depicts Southern California Air Basins, with the South Coast AQMD in blue. Thus, the South Coast Air Basin covers an area of 6,745 square miles with a population of 14.6 million, while the larger South Coast district boundary includes 10,743 square miles and a population of 15 million. 7 BKG5661 VOC Exempt Black Ink BKG5661 is a crisp black ink for use in standard ink jet printers with nozzle sizes 42 microns and larger. The ink is compatible with printers designed for dye based inks. It is recommended for general purpose coding when the customer is concerned about VOC (volatile organic compounds). BKG5661 Ink is covered under US Patent US B1. Acetone based ink. (NOTE: a low VOC version with a low percentage of MEK is available for trouble-free performance in hot environments, BKG5661SUM. These inks can be combined in the printer without flushing or changing printer settings) Dry Glass Rigid or flexible Packaging All solvents used in BKG5661 are exempt from VOC reports under Federal law and under California law. CLG5661 Make up is listed as a Clean Air Solvent in the South Coast Air Quality Management District of Southern California. 8 BLG5766 Low VOC Blue Soft Pigmented Ink BLG5766 is a blue soft pigmented ink for use in standard dye based or pigmented ink jet printers with nozzle sizes 55 microns and larger. No stirring or agitation is required during operation of the printer. Contains blue pigment dispersion: prevents migration of the ink, resists transfer on PVC, light fast, resists damage by heat. Blue pigment provides a bright royal blue code on light surfaces without requiring a pigmented printer. BLG5766 is Acetone based with a small amount of MEK. Reduce VOC emissions without sacrificing performance. (NOTE: this ink does not provide an opaque code, it will not contrast with black/dark surfaces). Stirring or agitation is required during operation of the printer. Contains white pigment dispersion: prevents migration of the ink, resists transfer on PVC, light fast, resists damage by heat. Cream colored pigment combination provides a contrasting opaque code on light or dark surfaces. CRG5760 is acetone based with a small amount of MEK. 14 RDG5762 Low VOC Red Soft Pigmented Ink RDG5762 is a red soft pigmented ink for use in standard dye based or pigmented ink jet printers with nozzle sizes 55 microns and larger. No stirring or agitation is required during operation of the printer. Contains red pigment dispersion: prevents migration of the ink, resists transfer on PVC, light fast, resists damage by heat. Red pigment provides a bright red code on light surfaces without requiring a pigmented printer. RDG5762 is Acetone based with a small amount of MEK.
