1 OPEN QUILTS AND NEEDLE ARTS Directors: Emily Gabriel ; Linda Earman ; Kathy McNutt ; Debbie Johnson Department General Rules 1. All entries can be made using one of the following options: a. Online entries see online entry instructions, online entry deadline midnight July 9, b. Mail in entries must be received in the fair office no later than July 9, Unsigned or incomplete forms will not be processed. 3. Entry fee: $1.00 per entry for adult classes. Entry fees are non-refundable. 4. Youth up to age 17 may enter youth/junior sections/classes at no charge in section 1, classes 16 and 17; section 7. Youth /Junior exhibitors may also enter adult classes under adult rules and entry fees. 5. All adult exhibitors must purchase a season pass ($20.00) or membership pass ($25.00). Membership passes can be sold only to Franklin County residents and include voting privileges for FCAS Board Members. 6. Departments 7, 8, 9, 10 vehicle pass may be purchased for $ Three (3) entries per class maximum. 8. No class changes will be allowed on day of check in. 9. Entry tags may be picked up at the Secretary's Office prior to exhibit drop off and must be securely attached to articles. During drop off hours, entry tags will be available in the Fine Arts building only if entry fees have been paid. Otherwise they will be held in the Secretary s Office for payment and pick up. 10. Entries must be the original work of the exhibitor and not be previous Franklin County Fair first place or best of show winners from the previous 2 years. 11. All precautions will be taken to protect exhibits from loss or damage, but the Directors, chairpersons and the Franklin County Agricultural Society will not be liable. Nor is any provision made for insurance, which shall be wholly the responsibility of the exhibitor. 12. The Chairperson in charge reserves the right to reject or return all or part of any entry. Soiled or damaged articles will not be accepted. 13. Any exhibitor who interferes with the judge in any way during the deliberation shall forfeit any and all premiums which may be awarded them. 14. The decision of the judges will be final. 15. An entry may be given a downgraded placing (award) if the judge feels the item is not of expected quality. If only one entry is in the class, the judge can downgrade or give no placing (award) if the item is not of expected quality. 16. Exhibits must be brought to the Edwards Building on Thursday, July 14, 2016 between 3:00 pm and 7:00 pm. 17. Entries must be picked up from 9:00 am - 1:00 pm, July 24, You must have claim check to pick up entries. Entries not picked up become the property of the Fair Board. 18. As classes and rules may change on a yearly basis, it is the responsibility of the exhibitor to read and understand currently offered classes and rules and to meet the stated requirements for entry. SECTION 1 - QUILTS & WALL HANGINGS 1. Submit a Quilt Show Entry Form for each entry in addition to Fair Exhibit Entry Form (mail in forms located at end of this premium book). 2. Items must have been made in last ten (10) years. 3. Entries may be either hand or machine quilted. 4. Each quilt should have a label on back of quilt identifying owner. Cover label for judging. The label may be uncovered after judging. 5. Quilt must have a 4 wide hanging sleeve at the top, securely attached. 6. Attach entry ticket to lower right corner of article with a safety pin. 7. Quilts will be released only to the person with the official entry ticket stub/claim check. 8. Please reference department general rules for additional information. Best of Show: Rosette and $60.00 Judges Choice: Rosette and $30.00 People s Choice: Rosette July 16 July 19 Visitors can Vote for your favorite quilt July 20 Selection will be announced and Rosette Placed

2 1st - $ nd - $7.00 3rd - $5.00 Large Quilts: 50 x 70 or larger Class 1 Large, Pieced A majority is pieced with a small amount of other techniques Class 2 Large, Appliquéd A majority is appliquéd with a small amount of other techniques / embellishment Class 3 Large, Mixed/Other A combination of techniques (appliquéd, pieced, embellished, embroidered, whole, cloth, etc. Class 4 Large, Hand quilted only Piecing can be any technique Small Quilts: less than 50 x 70 Class 5 Small, Pieced A majority is pieced with a small amount of other techniques Class 6 Small, Appliquéd A majority is appliquéd with a small amount of other techniques and / or embellishment Class 7 Small, Mixed/Other A combination of techniques (appliquéd, pieced, embellished, embroidered, whole, cloth, etc. Class 8 Small, Hand quilted only Piecing can be any technique Wall Hangings: A quilt made to decorate the wall Class 9 Wall Hanging, Pieced A majority is pieced with a small amount of other techniques Class 10 Wall Hanging, Appliquéd A majority is appliquéd with a small amount of other techniques and / or embellishment Class 11 Wall Hanging, Mixed/Other A combination of techniques (appliquéd, pieced, embellished, embroidered, whole, cloth, etc. Class 12 Wall Hanging, Hand quilted only Piecing can be any technique Miniature Quilts: No larger than 24 x 24. Not just a small quilt, but a miniature version of a large quilt Class 13 Miniature (any technique) Other Quilted Items: Class 14 Table Runners/Placemats Class 15 Other items made using quilting techniques (garments, purses, totes, etc.) Youth/Junior Classes Ribbons: 1st, 2nd, 3rd Class 16 Youth /Junior Quilt (class or individual) Note age on entry tag. Class 17 Youth/Junior, Other (class or individual) Wall hangings, table runners, garments, purses, totes, etc. Note age on entry tag. Community Service Quilts Ribbon only for Judge s Choice / No premiums 1st - ribbon 2nd - ribbon 3rd - ribbon Quilts will be donated to identified community service organization at conclusion of Fair. Class 18 Community Service Quilt The selected service organization for the 2016 Fair is Quilts of Valor. The mission of the Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing Quilts of Valor. The QOV quilts will be judged in a separate category. First, second and third place ribbons will be awarded along with a Judge s Choice rosette. The exhibitor will receive the ribbon and the quilt will be sent to the Franklin County QOV Coordinator at the end of the Fair. Quilts of Valor have specific qualifications: The fabric must be of good value 100% cotton. The minimum size is 55 to 65 The maximum size is 60 to 80 The quilt has to be quilted, not tied. There must be a label. The label can only have the first name of the quilter, the date of the quilt and the state it is from. No other identifying information can be on the label.

3 The colors do not have to be red; white and blue, but these colors seem to be the most requested. If you want to make a red, white and blue quilt and not have it donated to QOV, enter your quilt in the appropriate section and class of Department 9.
