4 Phase 2 Road Closure and Traffic Diversion 1830 hours The following road closures will be implemented at 1830 hours: (a) Kowloon Park Drive; (b) Salisbury Road between Canton Road and Kowloon Park Drive; (c) Star Ferry Bus Terminus. Traffic diversions will be implemented as follows: (a) All franchised buses and Green minibuses cannot enter southbound Kowloon Park Drive. Phase 3 Road Closure Timing depends on crowd situation The following road closures will be implemented when the crowd situation warranted and upon instruction by Traffic Commander: (a) Northbound Nathan Road between Jordan Road and Bowring Street; (b) Southbound Nathan Road between Jordan Road and Granville Road; (c) Pine Tree Hill Road; (d) Carnarvon Road between Kimberley Road and Granville Road; (e) Shun Yee Street; (f) Granville Circuit; (g) Northbound Chatham Road South between Granville Road and Observatory Road; (h) Bowring Street between Pilkem Street and Nathan Road; (i) Tak Shing Street between Nathan Road and Tak Hing Street; (j) Hillwood Road; (k) Kimberley Road between Nathan Road Observatory Road;

Traffic diversions will be implemented as follows: (a) All franchised buses and Green minibuses cannot enter southbound Kowloon Park Drive. Phase 3 Road Closure and Traffic Diversion 2230 hours The following road closures will be implemented at 2230 hours: (a) Austin Road West between Wui Man Road and Nga Cheung Road; (b) Nga Cheung Road Flyover between podium level Private Road (North) of Kowloon Station and its exit on Austin Road West; (c) Lin Cheung Road between Jordan Road and Austin Road West; (d) Nga Cheung Road between ground level Station Perimeter Road (South) and Austin Road West. (e) Kin Wan Street. Traffic diversions will be implemented as follows: (a) Vehicles along westbound Austin Road West will be diverted to turn right under Police instruction onto northbound Wui Man Road; (b) Vehicles along southbound Nga Cheung Road will be diverted to turn left onto eastbound Station Perimeter Road (South); (c) Vehicles along westbound Station Perimeter Road (South) will be diverted to turn right onto northbound Nga Cheung Road; (d) Vehicles along southbound Nga Cheung Road Flyover will be diverted to turn left onto eastbound Podium Level Private Road (North) of Kowloon Station; (e) Vehicles along westbound Podium Level Private Road (North) of Kowloon Station will be diverted to turn right onto northbound Nga Cheung Road Flyover; (f) Vehicles along southbound Wui Man Road will be diverted to

Traffic diversions will be implemented as follows: (a) Vehicles along westbound Wui Cheung Road cannot turn onto Wui Man Road; (b) Vehicles along southbound Road D1A(S) will be diverted to turn left onto eastbound Wui Cheung Road; (c) Vehicles along northbound Canton Road and westbound Austin Road cannot turn onto westbound Austin Road West; (d) Vehicles along southbound Nathan Road will be diverted to turn right onto westbound Jordan Road; (e) Vehicles along westbound Jordan Road cannot turn left onto southbound Nathan Road; (f) Vehicles along westbound Austin Road and southbound Cox s Road cannot turn onto Pine Tree Hill Road; (g) Vehicles along Observatory Road cannot turn onto westbound Kimberley Street; (h) Vehicles along westbound Cheong Wan Road cannot turn left onto southbound Chatham Road South; (i) Vehicles along southbound Chatham Road South will be diverted onto westbound Austin Road or eastbound Cheong Wan Road; (j) Vehicles along northbound Pilkem Street cannot turn onto eastbound Bowring Street; (k) Vehicles along eastbound Bowring Street will be diverted onto northbound Pilkem Street; (l) Vehicles along southbound Hong Cheong Road to Tsim Sha Tsui will be diverted onto Railway Approach or via Cross Harbour Tunnel emergy exit and U-turn to northbound Salisbury Road.

12 Road Closures and Traffic Diversions - Contingency Plan The following road closures will be implemented upon instruction by Field Commander, commensurate with the crowd situation or emergency incidents: (a) Hung Luen Road between Wa Shun Street and Hung Lok Road; (b) Oi King Street; Traffic diversions will be implemented as follows: (a) Vehicles along westbound Hung Luen Road will be diverted to turn left onto Wa Shun Street; (b) Vehicles along Wa Shun Street will be diverted to turn right onto eastbound Hung Luen Road; (c) Vehicles along southbound Hung Lok Road cannot turn onto eastbound Hung Luen Road; (d) Vehicles along eastbound Hung Luen Road will be diverted to turn left onto northbound Hung Lok Road; (e) Vehicles along northbound Canton Rd cannot turn right into eastbound of Austin Rd (except Green minibuses and franchised buses) Other Special Traffic Arrangements Bus Diversions and Suspension of Bus Terminus All franchised buses terminus, bus stops, Green Mini Bus stops within the operational area will be suspended. Bus stops will be re-located to either To Wah Road Bus Terminus or Granville Road Tsim Sha Tsui East Temporary Bus Terminus as approved by Transport Department. Details are as follow: (a) Service of Star Ferry Bus Terminus will be suspended as following: (i) 1830 hours on 24 th December 2012 and (ii) 2000 hours on 31 st December 2012; (b) Service of Mody Road Public Transport Interchange will be suspended at 1800 hours on 24 th December 2012 and 1930 hours on 31 st December 2012; (c) Franchised buses on southbound Nathan Road will be truncated/diverted onto westbound Public Square Street or Jordan Road at 1800 hours on 24 th December 2012 and 1930 hours on 31 st December 2012 ; (d) All franchised buses along southbound Chatham Road South will be diverted onto eastbound Granville Road at 1800 hours

13 Hotel Access on 24 th December 2012 and 1930 hours on 31 st December 2012 where a temporary bus terminus will be set-up; (e) Depending on the crowd situation, bus services outside China Hong Kong City will become circular route and all temporary bus stops will be suspended. Vehicular access to and from hotels within the affected area will not be permitted during the period of road closure. Vehicles bearing a hotel logo will only be allowed to set down passengers at the following locations before relevant road closures: (a) (b) Kowloon Park Drive / Peking Road; Chatham Road South / Mody Road. Car Park Access Car parks within the affected area will be closed at the same time when the respective Phase of road closure commences, and will remain closed for the duration of the road closures. Car parks managements should be forewarned that the exact road closure time would be flexible, depending on crowd situation. On-street Parking All on-street parking in the southern area of Tsim Sha Tsui, i.e. south of Austin Road and Cheong Wan Road, will be suspended by Transport Department between 1500 hours on 24 th December 2012 and 0300 hours on 25 th December 2012, and between 1530 hours on 31 st December 2012 and 0300 hours on 1 st January In addition, the metered-parking spaces at the Waterfront Promenade at Yau Ma Tei will also be suspended during the same time period. All illegally parked vehicles will be towed away.

23 封路及改道措施 應變計劃 現場指揮官會根據現場人群狀況或緊急事件而實施下列街道封閉及改道措施 (a) 介乎華信街與紅樂道之間的一段紅鸞道 (b) 愛景街 交通改道措施如下 : (a) 紅鸞道西行的車輛將改道左轉入華順街 ; (b) 華順街的車輛將改道右轉入紅鸞道的東行線 ; (c) 紅樂道南行的車輛不能轉入紅鸞道東行 ; (d) 紅鸞道東行的車輛將改道左轉入北行紅樂道 ; (e) 廣東道北行的車輛不能右轉入柯士甸道東行 ( 但專利巴士及專線小巴例外 ) 其他特別交通措施 巴士改道及暫時停用巴士總站 所有在封路範圍內的專利巴士總站 巴士站及專線小巴站將暫停使用 經由運輸署批准, 有關的巴士站及小巴站將暫時遷移到渡華路巴士總站或尖東加連威老道臨時巴士總站 詳情如下 : (a) 天星碼頭巴士總站將分別於下述時間停止服務 : (i) 二零一二年十二月二十四日晚上六時三十分開始 ; (ii) 及二零一二年十二月三十一日晚上八時正開始 ; (b) 麼地道公共交通交匯處將分別於二零一二年十二月二十四日晚上六時正及二零一二年十二月三十一日晚上七時三十分開始停止服務 ; (c) 所有沿彌敦道南行的專利巴士將分別於二零一二年十二月二十四日晚上六時正及二零一二年十二月三十一日晚上七時三十分開始, 有部分路線將會縮短, 部分將會改道進入眾坊街或佐敦道西行線 ; (d) 所有沿漆咸道南南行線行駛的專利巴士將分別於二零一二年十二月二十四日晚上六時正及二零一二年十二月三十一日晚上七時三十分開始, 改道進入加連威老道東行線 該處將會設置一個臨時巴士總站 ; (e) 視乎人群情況, 廣東道中港城外的巴士服務或會作循環線運作, 而在該處的所有臨時巴士站亦將停止運作 ; 10

24 往酒店的路徑在封路期間, 車輛將不准進出封路範圍內的酒店 附有酒店徽號的車輛只可在相關的封路措施實施前實施前於下列地點落客 : (a) 九龍公園徑 / 北京道 ; (b) 漆咸道南 / 麼地道 往停車場的路徑 受封路措施影響的停車場將於相關階段改道措施開始實施時一併停止使用, 直至道路解封為止 有關封路措施的實施時間或會視乎人群情況而需要作出彈性安排 路邊停泊車輛 由二零一二年十二月二十四日下午三時正起至二零一二年十二月二十五日零晨三時為止, 及由二零一二年十二月三十一日下午三時三十分起至二零一三年一月一日零晨三時為止, 運輸署將會暫時禁止車輛使用所有設於尖沙咀南部, 即柯士甸道和暢運道以南之地區的路邊泊車位 而位於西九龍海濱長廊公園之咪錶停車位亦會暫時禁止使用 所有違例停泊的車輛將會被拖走 11
